E./, Memorandum CO~JS~~gT TO: Mayor and City Council .I.tt~ Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administratoc~~ SUBJECT: Approval of Job Description for GIS Specialist and Revision of 2007 Pay Plan DATE: September 14,2007 Introduction The City Council is asked to approve the attached job description for the newly created position of GIS Specialist, amend the 2007 Pay Plan to place this position within Grade 6 and authorize staff to begin the hiring process. Background The 2007 budget for the Engineering Department includes funding for the new position of GIS Specialist. Public Works Director Bruce Loney and consultant John Mackiewicz from WSB and Associates have been developing the City's GIS program and it has now reached the point where this full-time staff position is needed in order for the City to fully utilize and maintain the system. The. attached job description has been developed after examining the needs of the department and responsibilities of similar positions with other cities. The job description has been reviewed by the City's pay plan consultant for placement on the City's full-time pay plan. Recommendation It is recommended that the Council adopt the attached job description for the position of GIS Specialist and that the position be placed in Grade 6 of the City's 2007 Full-time Pay Plan, which has a salary range of $47,302 to $59,127. Budget Impact Funding for the addition ofthis position was included in the Engineering Division's 2007 budget. Requested Action: If it concurs, the Council should offer a motion to approve the attached job description for the position of GIS Specialist; offer Resolution No. 6658, amending the 2007 Pay Plan, and move its adoption; and direct staff to begin the hiring process. RESOLUTION NO. 6658 A RESOLUTION AMENDING THE 2007 PAY PLAN FOR CERTAIN NON-UNION EMPLOYEES OF THE CITY OF SHAKOPEE WHEREAS, on June 5, 2007, the City Council of the City of Shakopee, Minnesota, adopted Resolution No. 6617, A Resolution Adopting a Revised 2007 Pay Plan for Certain Non- Union Employees ofthe City of Shakopee; and WHEREAS, the position of GIS Specialist has since been created and recommended for placement within Grade 6 of the City's Pay Plan. THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA that the attached 2007 Pay Plan for Non-Union Employees of the City of Shakopee is hereby adopted incorporating the above listed position. . Loney Prepared Date: August, 2007 Approved By: Salary Level: SUMMARY OF POSITION This is a technical position responsible for operating and maintaining the City's Geographic Information System (GIS) and Computerized Maintenance Management System (CMMS). The GIS Specialist will be responsible for assisting City staff with the use of GIS/CMMS data, software, hardware, and GPS equipment. ESSENTIAL DUTIES . Maintains the City's GIS data directory structure, spatial, and attribute databases. . Imports data from various media, loads to database, checks and verifies data created. . Creates and maintains point, line, polygon, and annotation feature classes in geodatabases with ArcGIS software. . Coordinates with various departments on the management, and maintenance of the City's official GIS map(s): i.e., street, utility, signage, etc. Forwards feedback and requests for- further development ofthe system to the Public Works Director. . Updates. and maintains "as-built" record data within the City database and associat~d base maps database. . Provides assistance to City staff as required in the use of GIS products and associated software for access to the City's spatial data with special attention towards programs that alter or modify existing data. . Provides technical expertise and assistance to staff using Global Positioning System (GPS) equipment for data collection in the field. . Prepares clear, complete, and accurate representation of the City's spatial data using maps, layouts, charts, or posters to City departments and the public. . Provides reports and mapping information for staff presentations to City Council, Planning Commission, and other meetings. . Coordinates with and keeps the City's GIS Consultant promptly informed of important matters in the areas of accountability. . Assists with the development of the City's web mapping applications. . Performs other such duties as assigned. MI~IMUM QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or abilities required. EDUCATION AND/OR EXPERIENCE Bachelor's degree in GIS, Geography, or a related field and one to two years of experience in geographic information system work. CERTIFICATES, LICENSES. REGISTRATIONS Valid Driver's License. LANGUAGE SKILLS Ability to read, analyze, and interpret a wide variety of information, including technical journals and instruction manuals related to the field. Ability to communicate effectively in both oral and written form with individuals who mayor may not have an understanding of GIS. TECHNICAL KNOWLEDGE. SKILLS AND ABILITIES Thorough working knowledge ofESRI Arc GIS software. Knowledge of coordinate geometry, elect.ronic data collectors, and GPS data collection. Familiarity with cartographic methods, symbols, and the ability to read and understand maps, schematic drawings, and diagram and instruction manuals. REASONING ABILITY Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. OTHER SKILLS AND ABILITIES The. ability to work independently, make decisions, and follow projects through to completion. The ability to balance multiple tasks at once and adapt to a variety of disciplines and requests. The assignments and objectives are prescribed but the methods are not typically reviewed or controlled whilt{ the work is in progress. Ability to establish and maintain positive working relationships with supervisors, fellow City employees, utility companies, neighboring jurisdictions, contractors and consultants and the general public. ADDITIONAL DESIRABLE QUALIFICATIONS }. Knowledge of Computerized Mapping Techniques and Computerized Maintenance Management Systems (CMMS) 2. Experience working for local government, and specifically in the planning, designing; construction, inspection, and mainten~nce of Public Works projects. 3. Knowledge of survey methods and techniques. 4. Common GIS programming languages and environments (i.e. SQL, Visual Basic, Visual C++, Java, .NET, C#). 5. A willingness to expand knowledge and skills. .
