Resolution No. 6654
INTRODUCTION
This memo is to request the acceptance of a recommendation and to offer Resolution
6654, A Resolution Accepting Valley Creek Crossing Park Irrigation.
BACKGROUND
I was approached earlier this month, by a resident, AI King, who lives near the Valley
Creek Crossing Park, with an offer to donate and install an irrigation system in the park.
The same resident previously donated several trees to the park site. He works for a well
known landscape contracting business. Mr. King has offered to provide the materials
and installation for the system, which he estimates around $5-6,000 in value.
Mr. King also offered to assist the city in working with a contractor to make the water
connection into the park site, possibly at a reduced price, though I do not have any
additional information about this, but, if accepted and directed to do so, would work with
the resident to achieve the best pricing we could.
This park is currently under construction and is scheduled to be completed in Early
September. The work was scheduled to allow for the seeding of the turf during the
optimal seeding time in September. This donation would need to be installed prior to the
seeding taking place so as to be most beneficial for turf establishment and so as not to
require disturbing a newly seeded area. The contractor has been notified of this potential
donation, and is awaiting the Council's decision prior to seeding the park.
If the city were to accept this donation, the city would need to connect to the waterline in
the site as well as install a meter, backflow preventor, etc.. A water line exists near the
back of the turf area. A rough estimate of the costs of this work would be $4,500. These
costs are an estimate, which has been discussed with Engineering.
I have also spoken with Joe Adams of Shakopee Public Utilities. He agreed that it would
be allowed to tap into the park waterline for irrigating the park. I also asked him about
Trunk Water Charges (TWC) and Water Connection Charges (WCC). He said that he
will confirm this, but he does not believe that there would be a WCC, as this is tied to
SAC (Sewer) units, and this park does not have any SAC use. He also said that the
Trunk Water Charge is based on the acre, and for a half acre of turf irrigation, a half acre
would be charged, which would be $1628/acre 12, which equals $814.00.
PARK AND RECREATION ADVISORY BOARD RECOMMENDATION
The Park and Recreation Advisory Board discussed this donation request at their August
27th meeting. Their recommendation was in support of accepting the donation to irrigate
the park with the conditions that all of the potential costs to the City be confirmed and
was also contingent on the support of Public Works IPark Maintenance. This also
includes the maintenance impact for the Park Maintenance Staff.
The PRAB also asked staff to discuss the maintenance and other implications with Park
Maintenance. Jamie Polley and I have spoken to several Public Works staff, who appear
to have mixed to little support of this donation. While it does benefit turf growth and
establishment to irrigate, the maintenance for an irrigation system in a park of this size is
a long term time and monetary commitment. In addition, the soils in this particular park
as well as the topography may make it a bit easier for turf growth than some other sites
with more sandy poor soils.
The annual maintenance for this system would include: increased mowing frequency
(double), RPZ annual inspection, annual winterization, annual spring start up and
miscellaneous repairs if there were a leak or faulty head. An estimate of this would be:
$3,200 Iyear, based on hourly rates of staff and equipment usage for typical
maintenance activities for the system.
The total costs for the city to accept this donation (of $5-6,000) would be approximately
$5,314.00 plus an annual cost of $3,200.00.
Though the general direction given from Council in the past was that we do not irrigate
parks unless it is a ball field, there are precedents for allowing donated irrigation in non-
athletic areas (Huber Park). Also, Homeowner's Associations have installed irrigation in
city right of way (Southbridge Parkway).
CITY DONATION POLICY
The City's Donation Policy states that non-cash donations of $500 must be formally
accepted by City Council Resolution.

REQUESTED ACTION
1. Offer Resolution No. 6654, A Resolution of the City of Shakopee, Minnesota
Accepting the Donation of Irrigation System Materials and Installation from AI
King.
2. Respectfully decline the offered donation of irrigation system and installation.
RESOLUTION NO. 6654
A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA
ACCEPTING A DONATION OF AN IRRIGATION SYSTEM AND INSTALLATION
FROM AL KING
WHEREAS, on November 6, 2002, the City Council adopted Resolution No.
5794, which established procedure relating to the receipt of gifts and donations by the
City; and
WHEREAS, Resolution No. 5794 specifies that donations of real property and
non-monetary donations with a value greater than $500 shall be accepted by resolution
of the City Council, and shall require a two-thirds majority of the Council for acceptance;
and
WHEREAS, AI King has generously offered to donate materials and installation
of an irrigation system for the turf areas in Valley Creek Crossing Tot Lot Park; and
WHEREAS, such a donation will help improve park facilities and enhance the
overall quality of life in Shakopee.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SHAKOPEE, MINNESOTA, that the donation of materials and installation of an
irrigation system in the estimated amount of $6,000 is gratefully accepted; and
FURTHER, the donation of materials and installation of an irrigation system shall
be used towards the Valley Creek Crossing Tot Lot Park, which is consistent with the
wishes of the donor.
FURTHER, the City staff is directed to send a letter to the donor, acknowledging
receipt of the gift and expressing the appreciation of the City Council.
Adopted in regular session of the City Council of the City of Shakopee,
Minnesota held this 4th Day of September, 2007.
