Subject: Approving Plans and Specifications for Providence Pointe-
Westchester Park and Authorization to Advertise for Bidding,
Resolution No. 6635 (Revised 8-6-07)
INTRODUCTION
The City Council is asked to offer Resolution No. 6635, A Resolution of the City of
Shakopee Approving Plans and Specifications for Providence Pointe-Westchester Park
and Authorize to Advertising for Bidding.
DISCUSSION
Park Design
The site for this park was dedicated for park use in both the Providence Pointe 15t
Addition Plat with 5.78 acres along 1 th Avenue, with an adjacent 6 acre parcel in the
Westchester Estates Development Plat.
Staff held neighborhood open houses on December 12, 2006 and on January 9, 2007 to
select and gather input on the final design, which was Option B "Meadow." This design
was strongly preferred because it located the playground area further away from 1 th
Avenue. The two youth ball fields are adjacent to 1 th Avenue, and hockey and pleasure
skating between those two. In addition, a full basketball court will be located either inside
the hockey rink, if paved, or else south of the play area next to a sand volleyball court,
by Valley View Road. There is a 33-space parking lot along Valley View Road, and on-
street parking is also available on Valley View Road, and Basenji Curve.
The construction drawings have been modified slightly to accommodate ball field
grading, and there have been reductions in site furnishings and sidewalks to try to better
accommodate the budget, but the final plan is otherwise similar to the concept plan, see
attached drawings.
The plans have been submitted to SPUC and will be submitted to the MPCA for a
NPDES permit to monitor erosion control. The contractor will be responsible for all
permits required.
The play equipment, which was selected at a neighborhood open house on
February 15, 2007 and has been approved by the PRAB and City Council earlier
this year. There were two manufacturers selected; EFA/ Landscape Structures
for the 2-5 age play area, and Clearwater Recreation/Burke for the 5-12 play
area.
Budqet
The current CIP allocation for this project is $1,087,500. The main components of this
budget include: a restroom/warming building, play equipment, earthwork, trails,
hockey/basketball, and parking paving, utility connections to the building pad, and
improvements for two 240' youth ball fields. Site furniture includes benches, pedestrian
lighting, picnic tables and bike racks. Other amenities include hockey boards and
lighting, basketball court, volleyball court and horseshoe pitches. Trees, shrubs,
perennials and three small native planting areas complement the park. Staff time
(Engineering designed the parking lot and utilities, and will be in charge of the
Construction Administration) consultant for surveying and staking, testing, contingency,
and Trunk Water Charges (estimated) are all included in the estimate as part of the 25%
staff design and CA. There is also a 5% project contingency.
The CIP total includes $250,000 in costs for building construction for the
restroom/warming building. This total included bringing utilities to the site (the
preliminary estimate was $50,000 for sanitary sewer and water connections and stubs to
the pad). The current proposed project does not include the construction of the park
building but utility stubbing is included in the budget. Earlier in the year, discussions on
budget and staff workload caused the building design to be deferred until 2008.
Construction of the building in 2008 would also allow for a concurrent design, bidding
and construction with the Greenfield East -Park Meadows Park building, which will allow
for cost efficiencies for both buildings. Subtracting $200,000 for the building as well as
the $65,000 for the already quoted playground equipment, leaves an amended CIP Total
Budget of $822,500 for park, parking lot and utility connections.
From that amended total, 25% Staff Design and CA and 5% contingency produces a
$575,750 construction bid total. This is the number that bids must be within to stay in
budget.

The estimate total is $618,922, which is $43,172 over budget. Several deduct alternates
included can bring the estimate under budget by $42,829.
The deduct alternates, which were discussed during the PRAB and Council approvals
process include:
. A). not paving the hockey rink and moving the full basketball rink adjacent to the
volley ball court, -$7,594.
. B) reducing the size of the hockey rink from regulation 202' x 86' to recreational
size186' x 86' -$2,924, and
. C) eliminating all improvements for the northern youth ball field -$75,483.
Additional bid items are included in the bid proposal for purposes in order to have a bid
unit price in the event that they are needed. They would be covered under the 5%
contingency if they are needed. This could allow for unit price reductions of up to
$15,000. If this turns out to be the case, the north ball field deduct could possibly fit in
the budget, depending on how the bid pricing comes in.
Overall Park Reserve Budqet
This project will serve two primary developments which were platted in 2001 and 2003,
so these residents have been "waiting" for several years. The only other parks within
safe walking distance, are a private tot lot in Providence Pointe and Valley Creek
Crossing Park, which is currently under construction. Tot lots are designed to primarily
serve parents and younger children. Amenities that serve older children, teens, and
adults are not available in this area within safe walking distance.
In addition, due to the timing of the Providence-Westchester project, we have set the
proposed completion date at June 15, 2008. This is due to the fact that there is limited
time remaining this year that bituminous wear course can still be installed. We had a
similar situation happen at Tahpah, and if the bituminous can not be completed by
November 1 st, it may have to wait until mid May for road weight limits to be taken off and
for bituminous plants to begin production. The site grading, concrete work and dormant
seeding (which is best done in the fall) can be completed this year. Since it still appears
to be a favorable bidding climate, we may get good pricing from a contractor who sees
this project as one which can carry them through the late fall and early spring. This
project will then be partially complete at the end of this year and the remaining funds will
not be used until 2008.
The only additional park CIP project still planned for 2007 is the 2nd outdoor rink at Lions
Park. This project has a proposed donation by the Hockey Association of materials and
labor to construct the concrete surface, but would require a publicly bid board system.
The board system planned is the same as Providence Westchester, which we have a
quote for $56,000, installed.
Timeline
The proposed timeline for this park is to have advertisements run in the Shakopee Valley
News on the 9th and 16th, and in the Construction Bulletin on the 13th and 20th. The Bid
Opening is scheduled for August 31,2007 and Award of Contract will be presented at
the September 4th City Council meeting. This timeline, has been coordinated wit the City
Hall Parking Lot project.
REQUESTED ACTION
1. If Council concurs, offer Resolution No. 6635, A Resolution of the City of
Shakopee Approving Plans and Specifications for Providence Pointe-
Westchester Park and Authorization to Advertise for Bidding
2. Move to authorize the bid opening on August 31, 2007 at 10 a.m.
Note: Attached is a revised Memo and Estimate for the Providence Westchester
Park Approval of Plans and Specifications and Authorization to bid.
Late Friday, I found that I had made an error on the profile of the hockey pavement
and it was not included in the correct bid item. Also, Engineering informed me that I
had not included the correct numbers for the parking lot bituminous quantities.
Attached are the correct numbers. The overall effect on the project appears to be
minimal in terms of the staff estimate. The project still estimates slightly over budget,
but the proposed deduct alternates would still bring the project under budget.
I apologize for the error and the need to revise this memo.

A Resolution Approving Plans and Specifications
and Ordering Advertisement For Bids
For Providence Pointe- Westchester Park Construction
Project No. PR2007-3
WHEREAS, Andrea Weber, Park and Recreation Landscape Designer, has prepared plans
and specifications for improvements for the Providence Pointe- Westchester Park Construction, and
any appurtenant work, and has presented such plans and specifications to the Council for approval.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA:
1. Such plans and specifications, a copy of which is on file and of record in the Office
ofthe City Engineer, are hereby approved.
2. The City Clerk shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids upon the making of such improvement under such
approved plans and specifications. The Advertisement for Bids shall be published as required by
law.
Adopted in session of the City Council of the City of Shakopee, Minnesota,
