SUBJECT: Draft 2008-2012 Capital Improvement Program for the
Public Works Department
DATE: July 9, 2007
Please find attached the Draft 2008-2012 Capital Improvement Program (CIP) for the
sanitary sewer, storm sewer and street improvement project areas for the City of
Shakopee, as prepared by the Public Works Department. The following is a list of
highlights of the 2008-2012 CIP for your information and attention:
I SANITARY SEWER PROGRAM I
1. The major project focus for 2008 will be the sanitary sewer extension for
Beckrich Park Estates and Krystal Estates.
2. Continuation ofthe cured-in-place pipe program of sanitary sewer main.
I STORM DRAINAGE I
1. Includes the improvements for the next five years for the Prior Lake-Spring Lake
Watershed District channel improvements in the City of Shakopee.
2. Additional drainage control system improvements in the area of C.R. 78 and C.R.
17.
3. Channel stabilization project on the channel from Beckrich Park Estates to
Patterson Drive in A.C.C. 2nd Addition.
I STREET IMPROVEMENTS I
1. Continuation of 2008 bituminous overlay or pavement preservation program for
residential streets and industrial streets.

2. Continuation of reconstruction of streets and in 2008 rural street reconstruction in
the area of Eaglewood, Norton Drive, Wood Duck Trail and Blue Heron Drive as
well as an overlay for Stonebrooke Drive.
3. Railroad crossing improvements at Atwood Street.
4. Possible 429 improvement project for OPUS on industrial property by C.R. 83
and Fourth Avenue.
5. C.R. 101 bridge improvement with funding dependent on bridge bonding bill.
I OTHER STREET IMPROVEMENT PROJECT HIGHLIGHTS FOR 2009-2012 I
1. CSAH 21 improvements, from CSAH 18 to CSAH 42. The County is projecting
higher costs with this improvement project, than previously shown, and has been
included in the 2009 CIP.
2. A number of projects are shown that are development driven, thus these projects
mayor may not occur in the years projected.
3. Council may review the years and project areas of future reconstruction projects
and provide direction.
4. CSAH 17 project, as shown in the year 2013, which is a current projection of
Scott County.
5. Old T.H. 300 turnback funding and improvements shown in 2011.
6. Pedestrian bridges for C.R. 77 and Dean Lake to Quarry Lake Park connection
shown in 2011 and 2012.

Need coordination with SPUC on existing water system including the well. Trunk

area to develop in the recent annexation area.
Other Comments:
Trunk sewer will be extended through developments. Revised Comp Sewer
Plan and Cost Sharing Agreement with Met Council is necessary for sewer to be
extended.

f Extension of sanitary sewer to serve large industrial lots in East Shakopee.
~ Justification:
. The age of existing on-site sewage treatment systems and the size of
developments warrant consideration of sanitary sewer extension.
Other Comments:
Property owners have shown interest in project. Area does have municipal
water, however, MUSA has not been extended to the area. This sewer line is no
longer a trunk sewer with the rerouting of the trunk sewer through the
South bridge development. A lift station will be necessary to serve area.

f Additional capacity and control structures in the Prior Lake/Spring Lake Channel
~ to handle increased run-off due to development.
Justification:
Existing agreement with Prior Lake/Spring Lake Watershed District (PLSLWD)
requires the City to maintain the channel upon the City utilizing the channel for
urban development. Increased runoff from development will require a larger
channel. This project is for the purchase of right-of-way for future construction of
the improved channel and for a segment of the channel construction and
maintenance to establish a bio-engineered channel.
Other Comments:
Prior Lake/Spring Lake has indicated a willingness to participate. in channel
oversizing for its needs. New Joint Powers Agreement is needed for cost
participation. Upgrade of channel can be built in phases to accommodate growth
and needs of PLSLWD, City's of Shakopee and Prior Lake and SMSC.
Ooeratina Costs:
$50,000 annually for 5 years, then $25,000 annually after channel is fully

f Construction of a drainage control system south of C.R. 78. The system will
+ utilize a combination of an outlet control structure and a pipe outlet
Justification:
Developing properties in the area will produce more storm water run-off requiring
outlets to be constructed from existing wetlands. Ultimately, the outlets will
reduce water running downstream to future developing properties It is
recommended as part of the City's Comprehensive Storm Water Management
Plan.
Other Comments:
Controlled outlets will better manage the storm water discharge rates and more
fully utilize the upstream storage available in existing wetlands.

Justification:
A trunk drainage system is needed in order for significant development to occur
in the Blue Lake Watershed.
Other Comments:
Coordination is needed between the City and Shakopee Mdewakanton Sioux
Community and Prior Lake - Spring Lake Watershed District. An EAW has been
done to determine the environmental impacts. Costs of channel may be shared
with Shakopee Mdewakanton Sioux Community if agreement can be reached.

years of life to the existing streets. The extension of utilities can be evaluated
again around 2023.

Extension of Valley View Road to Sarazin Street and construction of a new traffic

Justification:
Growth in the area and traffic will warrant construction of this roadway. Sufficient
traffic movements may warrant the signal system. A warrant study will need to
be done to justify the signal.
Other Comments:
Will need to coordinate the project with the County.

to handle future traffic for future racino.
Justification:
Collector street needs to be widened to handle the additional traffic.
Other Comments:
Dependent upon Canterbury Park development in this area and State approval of
racino. State has indicated in their proposal to provide Shakopee with funds.
Project will likely be combined with a CSAH 83 widening project.
