SUBJ: 2008 - 2012 Equipment List

Introduction & Background
Attached for Council discussion is the list of requested capital
equipment items for 2008 and projected items for 2009 - 2012 that
are to be purchased from the Equipment Internal Service Fund or
Enterprise funds. Also attached is the current equipment listing
and rental rates charged for the equipment.
The Equipment Fund is for funding larger items of mobile
equipment which cost over $20,000 and last more than one year and
are "mobile" meaning trucks, loaders, etc.
The initial purpose of the fund was to smooth out spikes in the
General Fund budget due to buying large items like fire trucks or
loaders. Equipment for the Sewer and Storm Funds are not funded
through the Equipment Internal Service Fund but are included in
the list for Council review.
Replacement
There are "10" units requested to be replaced, attached are
the mechanic's evaluation of the items.
1. "4" 2004 squad cars being replaced will be cycled down
and the worst cars in the fleet sold.
2. 1999 Malibu - Police Dept. Anticipated replacement by a
seized vehicle. Replacement delayed from last year.
3.1988 Mack Tanker - Fire Dept. Mechanic's evaluation for
body, engine and drive train is an "8", tank and pump are
"4" . Truck has 14,000 miles and 1,200 hours on it.
4. 1998 Ranger - Building Inspection is requesting
replacement of this unit. Mechanic's evaluation is body
"5" , engine and drive train "4". It has 87,000 miles on
it. If Council decides to replace it in 2008, Management

recommends that instead of replacing it with another
truck, acquire a compact car for lower cost and better
fuel efficiency. These trucks get 10 to 15 mpg and a
small car would be rated at 26 to 29 mpg city. This is a
transportation vehicle and streets are installed before
building permits are issued.
4. Street division is requesting to replace a 1998 Chevrolet
one ton truck which would be cycled to Gov't Buildings
and their 1988 Chevrolet would be sold. The 1998 is
rated at "5" for body and drive train and "4" for the
engine.
5. 1990 Ford bucket truck - Park division is requesting
replacement of this unit. It was purchased used and is
rated at body "3" engine and drive line "4" and boom "5".
Current mileage is 68,200, hours are unknown. Replacement
would have a different type of boom or ease of use and
safety.
6. Recreation is requesting a 12 passenger van instead of
the Ford minivan they current use. Would the usage for
transporting larger numbers offset the poor mileage the
other times the van is used?
Additions to Fleet
There are 6 units requested to be added to the fleet.
1. Police; 1 squad and 2 administrative cars.
2. Fire; additional pickup for proposed full time Chief for
a total of 4 chiefs with vehicles.
3 _ Park; retain a compact pickup cycled down from
Engineering or Inspections.
4. Storm Drainage; additional street sweeper.
The Fire Department has requested replacement of large trucks at
18 years. The equipment Fund rental charge is based on 20 years
and the attached material reflects 20 years. If Council decides
to change to an 18 year replacement and 'calculation, rental
charges in the operating budget need to be increased.

2008: 5 Patrol Cars ($175,000) . Replace four patrol cars purchased in 2004.
Increase squad car fleet with one additional squad.
1 Unmarked Car ($25,000) . Replacement unmarked vehicle 1999 Chevrolet
Malibu. Expected replacement by seized vehicle/
2 Unmarked Cars ($50,000) . Additional unmarked vehicles for Captains
and Sergeants.
2009: 5 Patrol Cars ($185,000) . Replace four patrol cars purchased in 2005.
Increase squad car fleet with one additional squad.
2 Unmarked Cars ($52,000) . Replace Chief's & Sgt's vehicles.
2010: 4 Patrol Cars ($152,000) . Replace three patrol cars purchased in 2006.
Increase squad car fleet with one additional squad.
2011: 2 Patrol Cars ($78,000) . Replace two patrol cars purchased in 2007.
1 4x4 Patrol Vehicle ($50,000) . Replace 4x4 vehicle purchased in 2006.
This vehicle will be evaluated at this time.
2012 : 5 Patrol Cars & 1 Unmarked car. Replace 5 squads purchased in 2008.
I Fire I
2008: Tanker Truck ($450,000) . This unit will replace the 1986 Mack. This
unit is used for rural areas that do not have a water supply.
Chiefs Truck ($45,000) . Addition to Fleet upon appointment of Full Time
Chief.
2009: Airboat and Trailer ($65,000) . Replace the 1999 airboat and trailer
that is used for water rescues, diving and all ice rescues.
2011: One Ton 4X4 with Grass Pak ($65,000) . This unit will be an addition to
the fleet for Station 3 (Southbridge Station). This unit is for fighting
grass fires, towing the six wheeler and hauling hoses and equipment.
One Ton 4x4 with Grass Pak ($65,000) . This unit will replace the
current 1996 Chevy Pickup/grass pack. This unit is for fighting grass
fires, towing the ice angel and hauling hoses and equipment.
Request to retain the 1996 truck for a utility truck by the Fire
Department.
2012: Pumper ($550,000). This will replace the pumper purchased in 1992.
This unit will have a foam system and is utilized for fires, auto
accidents, medicals and hazardous spills.
100' Aerial Ladder ($1,000,000) . This unit will replace the current
1994 Simon Duplex-Aerial (Mack). This unit is used for high level fires,
high and low level extrication of victims and for all structure fires in
community.
Chief's Truck ($45,000) . This unit will replace the 2003 Dodge Ram 4X4
chiefs truck. This unit will be used for the Assistant Chiefs response
to fire calls in the city.

\ Building Inspection I
2008: compact pickup ($21,000) . This would be a replacement for unit # 200,
which was acquired in 1998. Retain vehicle for Building Maintenance.
2009: No Anticipated Purchases.
2010: Compact pickup ($23,000. Replacement for unit #201, acquired in 2000.
2011: Compact pickup ($24,000). Replacement for unit #204, acquired in 2001.
2012 : 1 Inspector Truck ($25,000) . Replace unit #426 4x4 GMC extended.
I Engineering I
2008: No Anticipated Purchases.
2009: 1 Inspectors Truck ($22,000). Replacement for unit #301 a 1999 4x4
extended cab.
2010: No Anticipated Purchases.
2011: 2 Inspectors Trucks ($48,000) . Replacement for units #303 & #306 - 2001
4x4 extended cabs.
2012: 1 Inspector Trucks ($25,000) . Replacement for unit #302 (GMC)4x4
extended.
I Street I
2008: 1 Ton pickup 4x4 with Plow ($30,000) . This is to replace existing unit
#155 1998 Chev 3500 4x4 with v-plow. Retain for Building Maintenance.
2009: 1 Ton pickup 4x4 with Plow ($33,000). This is an addition to the fleet
due to growth.
Loader ($140,000) . Replace existing unit #119 1990 Case 621C. This
unit is 18 years old and has 7,000 hours of operation. This unit is
used for yard operations including the loading of trucks for snow
removal operations and downtown clean-up. This unit's duties will be
replaced by unit #121 and a new loader will be assigned unit #121's
plowing responsibilities.
2010: 2 Single Axle Dump Trucks ($300,000) . Replace existing units #106 & #107
both 1998 Ford L8511 dump trucks.
1 Ton pickup 4x4 with Plow ($35,000) . Replaces existing unit #125 Chev
3500 4x4 with plow.
2011: 1 Single Axle Dump Truck ($150,000) . This will be an addition to the
fleet if warranted at this time.
2012: 1 Ton pickup 4x4 with Plow unit #163 ($38,000) . Replace existing units
#163.
2 Single Axle Dump Trucks ($320,000). Replace existing unit #102 & #105.

I Park Maintenance I
2008: Bucket Truck ($80,OOO) . Replace unit #157, 1990 Ford F450 4x4 H.D.
upgrade with newer, used vehicle.
2009: 1 Truck Dual Wheel 2x4 ($38,000) . Replacement for unit #114, 1993 Chevy
C3500. To be evaluated yearly.
2010: Garbage Truck ($85,OOO). To be evaluated at this time.
Large Mower ($lOO,OOO). Replace unit #129 2000 Toro Groundmaster 580D.
2011: 1 Truck Dual Wheel 2x4 ($42,OOO) . This will be an addition to the fleet
if warranted at this time.
1 Ton pick Up Truck F350 4x4 with plow ($37,OOO). Replace unit #161.
Small Mower ($28,OOO) . This will be an addition to the fleet if
warranted at this time.
2012: No anticipated Purchases.
I Recreation I
2008: 1 - 12 Passenger Van ($25,OOO). To enhance programs & services. Can also
be used by Staff, Council, Boards & Commissions for meetings, conferences
and outings.
2009: No Anticipated Purchases.
2010: No Anticipated Purchases.

2011: 1 Mini-van ($28,OOO) . Replace for unit #701, 2001 model. This unit will
be evaluated at this time.
2012: No Anticipated Purchases.
I Sewer Fund I
2008: No anticipated purchases.
2009: No anticipated purchases.
2010: Sanitary Sewer Jetter/Vac ($250, 000) . Replace existing unit #144 1993
Ford High PSI Jetter. This unit will be evaluated at this time.
Combination unit may be required if N.P.D.S. storm water regulations
require cleaning of storm sewer pipe.
1 Ton 4x4 Dual Axle Pickup/Dump Box/Plow ($55,000) . This is to replace
existing unit #128 a 2000 Ford F550.
2011: No anticipated purchases.
2012 : No anticipated purchases.
I Storm Drainage Fund I
2008: Street Sweeper ($175,000) . This is an addition to the fleet due to
increased street miles. This will be a Regenerative Air Truck Mount
Sweeper for increased efficiency in Fall sweeping of leaf debris and
will reduce travel time to outer sub-divisions. This unit will .-
eliminate the need to rent a second sweeper for Spring sweeping. !?
2009: 1 Truck 4x4 Dual Wheel/Dump Box ($55,000) . This will be an addition to
the fleet.
2010: No anticipated purchases.
2011: 1 Small Track-hoe/trailer ($165,000) . This will be an addition to the
fleet if warranted at this time.

Please find attached the following items associated with the 2008 Capital Equipment List:
1. 2008-2012 Vehicle Acquisitions for Police, Fire, Building Inspection, Engineering,
Street, Park maintenance, Recreation, Sewer, and Storm Drainage.
2. Vehicle Evaluation Forms from mechanics on vehicles to be replaced in 2008.
3. Survey Results for expected life for equipment from various cities.
The Fleet Management System has been up and running for the past 6 months, and will be
able to prOVide additional information on the operating and maintenance costs in the future.
In this year's preparation of the Capital Equipment List, the Fleet Manager (Mike Hullander),
notified the departments to submit their requests. Any questions on the type of vehicles being
requested, should be directed at the department making the request.

SUBJECT: Request For Additional Unmarked/Administrative Vehicle
The police department is currently using an unmarked 1999 Chevrolet Malibu, This
vehicle was scheduled to be replaced in 2007. During the budget process, it was
determined that the department could use the vehicle for one more year, Staffhas
determined that the 1999 Chevrolet Malibu is not suitable for use in 2008 and will need
to be replaced.
Staffhas identified a 2004 GMC Envoy, currently in the forfeiture process, as a
possible replacement for the Malibu. If the forfeiture process is successful, staff would
ask to replace the Malibu with the 2004 Envoy. The Envoy is in good condition and the
extra room would allow our crime scene investigators space to put their equipment. No
additional funds would be needed to replace the Malibu under this scenario,
The police department is also asking for an additional unmarked vehicle in 2008, The
department has recently added an additional investigator position, an additional captain,
an eighth sergeant position, and a records supervisor position. All of these positions
have a need to use an unmarked vehicle, along with additional community service
officers,
Officers often take an unmarked city vehicle to training, and our community service
officers frequently take an unmarked vehicle as well. This can, and does leave our
detectives and administrative staff without a vehicle. If the Envoy forfeiture process is
successful, the department would only need half of the requested funds for
administrative vehicles, However, at present time, the Envoy is still in the forfeiture
process and cannot be counted on with absolute certainty. Therefore, the department is
requesting funds to replace the Malibu and the addition of an administrative vehicle.

SUBJECT: Additional Marked Squad Vehicle Request
The Shakopee Police Department is requesting five patrol cars for 2008, Four of these cars will
replace vehicles purchased in 2004, along withincreasing the squad car fleet with one
additional squad,
The patrol division has been assigned new shifts, which has increased the overall number of
officers on patrol during any given shift. This increase has caused officers to double up in
squads on occasion, During peak times, additional officers also work details such as Safe and
Sober as well as attend training. This also causes officers to double up in squads,
The department currently has thirteen marked squad cars dedicated to patrol. It is recommended
that the fleet be 20% larger than the highest number of patrol officers on during peak times,
This accounts for squads down due to maintenance or other issues. The number of officers
scheduled to be working during peak times is twelve
20% of 12 = 2.4
2.4 + 12 + 14.4 Total squad cars needed = 14.4
This number does not reflect the additional three officers requested in the 2008 budget or
officers that work special assignments. Furthermore, the police department and school district
have agreed to add a third school resource officer, pending city council approval. This officer
would use a marked squad car during the school day.

City of Shakopee
VEHICLE ACQUISITION, USE & REPLACEMENT POLICY
I. PURPOSE & NEED FOR POLICY
This policy will provide uniform criteria for all City departments and operations in the acquisition, use and
replacement of vehicles. The City of Shakopee is dedicated to managing its resources in a fiscally responsible
manner. Therefore, a specific need should be demonstrated before a new vehicle is added to the City's fleet, and
every existing vehicle should be utilized to its greatest economic extent prior to replacement. The personal use of
City vehicles will be defined to ensure proper accounting and maximum efficiency of public purpose. The
acquisition of additional vehicles to the City's overall fleet and their replacement should be only as necessary to
allow the City to provide the services and perform the duties and responsibilities that are expected by the public
within budgetary constraints.
II. VEHICLE ACQUISITION POLICY
The many varied aspects of public service provided by the City of Shakopee requires the use of different types of
vehicles. These include:
Type A) vehicles used primarily to transport employees to/from locations of work activity (Le.
administrative and inspection vehicles);
Type B) vehicles necessary to assist City employees in performing their duties (Le. squad car, survey
vehicle, utility repair truck etc.);
Type C) vehicles used to actually perform a physical function (fire truck, road grader, dump truck, etc.).
The type of vehicle purchased shall be that which is determined to be most appropriate and cost effective for that
vehicle's function.
A. Staff Transportation Vehicles
A vehicle shall be acquired by the City of Shakopee and assigned for staff transportation only if one or more of
the following occur.
1. If the City has deemed it appropriate to identify the driver and/or passengers as City employees on the
way to/from remote work locations or while performing their official duties.
2. a. If a specific job description results in an employee accumulating a minimum of 5,000 reimbursable
miles per year on their personal vehicle traveling to/from alternate work locations,
or
b. If an operational division has a cumulative staff mileage reimbursement of 12,000 miles per year
or more.
3. If the City Administrator has determined that a vehicle should be provided as part of a position's
responsibility and meets the requirements of State Law.
4. A pooled vehicle shall be available at City Hall for multi-departmental use.

B, Job Assistance Vehicles
1. In certain circumstances, City provided and equipped vehicles are necessary to allow employees to
perform their job functions. In those circumstances, the City shall provide the specific required type
of vehicle and equip it with the necessary tools, equipment and devices necessary to allow a City
employee to perform their duties in an efficient and safe manner. These vehicles are available
through a pool concept within a division or department on an operational basis determined to be
most efficient by the department head(s).
C. Job Performance Vehicles
1. If a certain specialty type of vehicle is deemed necessary by the department to perform a specific
work task, it shall be justified in writing by the department head and subject to budgetary constraints.
The method of acquisition (purchase, lease, rental) shall be determined by the Finance Director.
2. Specialty pieces of equipment shall be shared interdepartmentally to the greatest extent possible
subject to seasonal/usage availability in order to avoid redundant acquisitions.
III. VEHICLE REPLACEMENT POLICY
A. Minimum Replacement Standards
City acquired vehicles should not be programmed or budgeted for replacement until they have met the
guideline replacement standards for the particular vehicle category (see attached). Similarly, vehicles should
not be replaced just because they have met the guideline replacement standards. Any deviations for early
replacement must be justified in writing by the Department Head.
B. Replacement Evaluation Process
Any City (including Fire Department but excluding SPUC) vehicle which has been proposed for replacement
shall have a standard Vehicle Evaluation Form completed with a written recommendation by the City
Mechanic, Public Works Supervisor and Department Head delineating the justification for its replacement. A
sample Vehicle Evaluation Form is attached hereto.
C, Disposition of Used Vehicles
Before a vehicle is removed from the City's Fleet, the Fleet Manager shall review all City current vehicles of
similar type and determine if it would be economically beneficial to switch with another existing vehicle before
disposal. All vehicles to be disposed of will be coordinated by the Fleet Manager and Finance Director to
determine the most economical method and time. Vehicles may be retained for continued use by the City for a
period not to exceed 9 months from the date the new vehicle is placed into service. Vehicles removed from
service in the Police and Fire Departments and those vehicles that regularly operate out of the city limits, shall
be evaluated for reliability to see if they should be retained for local use and thereby minimize the acquisition of
new vehicles. An example of this is a car removed from squad duty that is serviceable for non-emergency use
and assigned to a building inspector. Assignment/reassignment of vehicles shall be determined by the Fleet
Manager.
IV. PERSONAL USE OF CITY VEHICLES
City vehicles are not available for take home use by City employees except for the following situations:
A. Assigned Take-Home Vehicles

City employees, whose position responsibilities require them to respond directly to a work related situation from
their residence outside of normal work hours, will be allowed to use a City vehicle (Type A or B) to commute
to/from their place of residence under the following conditions:
1. The employee must live in the City of Shakopee
2. The vehicle is not available for other than minimal personal use while performing their job duties
and/or commuting to/from their place of residence.
3. The Chief of Police may use an unmarked car.
4. Three officers of the Fire Department may use a light duty vehicle for commuting use including their
regular place of employment if it is within 15 miles of the City of Shakopee.
5. Job performance specialty type vehicles (Type C) shall not be made available for personal use or
commuting.
6. For scheduled leaves of absence by the designated employee exceeding 1 workday, the City vehicle
shall be made available for pool use and remain at the employee's normal place of work.
B, Occasional Take-Home Vehicles
City employees may occasionally use a City vehicle (Type A or B) to travel to/from the employee's residence
under the following conditions.
1. Police officers on duty may take cars home in the city at the discretion of the Police Chief.
2. If the City employee has scheduled City business away from their normal work station and the
number of miles traveled, or time needed to conduct the business, will be minimized if the employee
uses a City vehicle to commute to/from the employee's residence before/after traveling to the place
of business.
3. The vehicle is not available for other than minimal personal use beyond commuting to/from the place
of residence.
V. CITY USE OF PERSONAL VEHICLES
A. Mileage Reimbursement
1. All employees of the City will be paid mileage for use of their personal vehicles and reimbursed for
all related legal parking costs while conducting official City business. The mileage rate will be the
maximum reimbursement rate allowed by the IRS for non-taxable income. However, employees are
encouraged to use available City vehicles whenever possible while conducting official City business.
2. Normal personal commuting mileage from home to work or work to home is not reimbursable. If an
employee uses a personal vehicle to travel to a work responsibility on the way to or from work,
normal personal commuting mileage shall be deducted from the total trip mileage used to calculate
the reimbursement.
3. Employees must have liability insurance coverage on their vehicle and may be required to furnish
proof of insurance to the city.
B. Monthly Allowance

The City Administrator, Public Works Director, Community Development Director and Recreation Director may
receive a monthly allowance as set by the City Council. A monthly car allowance is subject to the following
conditions:
1. The monthly allowance covers all business miles driven within the seven-county metropolitan area.
Any travel outside this region in a personal vehicle will be reimbursed according to Section VA
2. City vehicles may be used:
a. In an emergency work situation when the personal vehicle is not available,
b, For work related off road driving when the personal vehicle would be subjected to conditions
above normal wear and tear on a vehicle,
c. In severe adverse weather conditions,
d. Where the department head must travel by vehicle outside the seven-county metropolitan area
3. The employee has the option to decline the mileage allowance and claim reimbursement under VA
above.
C. Other Costs
Employees are responsible for all costs related to personal vehicle ownership and operation, The City is
responsible for all costs related to installation and maintenance of City equipment in the vehicles which is
necessary in order for the employee to perform the position's functions, The City is also responsible for all costs
related to the removal of such equipment and to the restoration of the vehicle caused by such removal.
VI. VEHICLE IDENTIFICATION
A, Color/CityLogo
All City vehicles shall be licensed and marked as appropriate for their specific use as follows:
1. All Administrative transportation vehicles (Type A) shall have the City's name prominently displayed
on the side door panels. The City's official logo will be applied when it is beneficial to have it
displayed to the public as determined by the Department Head.
2. All specialty type vehicles (Type B or C) shall have the City name prominently displayed on the door
panel or other highly visible location.
3. Marked police squad/patrol vehicles shall be white or black and white and shall display the City name
and vehicle number, and it shall contain lettering identifying it as a police/law enforcement/emergency
vehicle. The color of unmarked police vehicles will be at the discretion of the Police Chief as
necessary to minimize their detection as a law enforcement vehicle.
4. Fire Department vehicles shall be red with the City's name and vehicle number and shall contain
lettering identifying it as a fire response emergency vehicle prominently displayed on the side door
panels.
5. All other vehicles purchased new shall be manufacturers standard medium blue in color or if blue is
not available as a standard color, white shall be used unless there is no color choice available.
Vehicles shall not be repainted solely to change the color.
VII. RESPONSIBILITY

Departments with assigned vehicles are responsible for the maintenance and cleaning of such vehicles.
Vehicles may be professionally cleaned once per year. The cost of cleaning a vehicle before it is disposed of or
turned over to another department is the responsibility of the department that had prior use of the vehicle
The City Administrator is responsible for the enforcement of this policy. City employees may not deviate from
the policy unless they have approval from the City Council.

Subject: 4 wheel inspection vehicles
I believe there are enough instances to justify 4-wheel vehicles for inspection access. There can be softened
class five at any given job site or on the way to the job site due to weather conditions. There may not be class 5
available for the first home temporarily. There are often rural home sites that may have long driveways that are
marginal at best for receiving vehicles. In a large commercial setting there can often be sugar sand throughout
and an inspector needs to locate himself as close to the inspection as possible. A non 4 wheel drive is useless in
this setting. I believe the winter/snow conditions are more critical whether residential or commercial for the
inspector to navigate in. Giving the inspector the best optimum for this approach is practical and less time
consuming. In the past I have had to rely on public works to pull me from a wheel buried condition and I have had
construction site personnel do the same. The 4 wheel capability is a secure comfort in knowing that one will be
able to negotiate in non friendly soils or any given weather condition.
