SUBJECT: Support Letter for CSAH 21 Improvement Project

INTRODUCTION:
Attached is a sample support letter that has been requested by Scott County from the City
of Shakopee in regard to a STP Federal funding application.
BACKGROUND:
In 2005 the City of Shakopee did support Scott County and a support letter for
improvement of CSAH 21, from CSAH 18 to CSAH 16. The County was successful in
obtaining Federal funding for this portion of CSAH 21 corridor.
Again, the County is looking for a support letter from the City in regard to obtaining
further Federal funding of CSAH 21, from CSAH 42 to CSAH 16. Attached to this
memo is a sample letter that staff has prepared for support of the CSAH 21 project for
Federal funding.
ALTERNATIVES:
1. Approve a motion authorizing staff to submit a support letter to Scott County on
the CSAH 21 improvement project, from CSAH 42 to CSAH 16.
2. Do not send the support letter.
3. Table for additional information.
RECOMMENDATION:
Staff would recommend Alternative No. 1. The County would need the support letter by
July 6,2007 in order to meet the deadlines for Federal funding applications. Previously,
the City of Shakopee did support the County in CSAH 21 improvements, from CSAH 16
to CSAH 18.
ACTION REOUESTED:
Approve a motion authorizing staff to submit a support letter to Scott County on the
CSAH 21 improvement project, from CSAH 42 to CSAH 16.

RE: Support for CSAH 21 Highway Project
Dear Lezlie:
The City of Shakopee supports the completion of CSAH 21 from CSAH 42 to CSAH 16
and the Transit Advantage Access Point onto TH 169. The City recognizes the need for
this improvement as it provides a needed transportation link to TH 169 for the residents
of our County.
The improvements are identified in the City of Shakopee's Capital Improvement Program
for the year 2009.
Thank you for your efforts. We look forward to working with Scott County on this
project and support the application for Federal Funding through the Met Council process.
The City of Shako pee would also support the use of Federal Funding to reduce the city's
share of the project as well as the county's.
