Introduction
The Council is asked to authorize amendments to the wage scales contained in two of the City's
union contracts in order to provide union employees with equitable treatment relative to non-
union employees.
Background
While collecting and reviewing data for the pay plan update for non-union employees, the City
also looked at the wages currently paid to our unionized employees. The City currently has five
union positions covered under three collective bargaining agreements.
The contract for Police Sergeants was negotiated after the pay plan data was compiled, therefore
the contract negotiated for those employees already reflects the findings of our pay plan study.
However, our current contracts with the Patrol Officers and Public Works employees were
negotiated in early 2006 with the understanding that once the results ofthe pay plan study were
complete, the City would be willing to re-open the wage provisions of those contracts if a need to
do so was suggested by the study results.
The findings of our market analysis suggests that the current wages paid to our Maintenance
Operators in the Public Works Department and Patrol Officers in the Police Department are both
slightly under the market, as defined for the non-union pay plan. Wages for the position of
Mechanic were found to be slightly above market and no comparable positions were found for
the position of Mechanic's Apprentice.
Recommendation
Staff recommends that the Council authorize the appropriate City Officials to enter into contract
amendments with Law Enforcement Labor Services, representing Police Officers with the
Shakopee Police Department, and Teamsters Local 320, representing employees of the Public
Works Department, to bring wages for Police Officers and Maintenance Workers to the 50th
percentile of ten comparison cities used for the non-union pay plan.
Budget Impact
The costs of these wage adjustments for 2007 total approximately $3,900 and can be
accommodated within the funding set aside for the pay plan update.
Relationship to Vision
Competitive wages allow the City to attract and retain qualified individuals and contributes to
Goal D, a vibrant, resilient and stable City.
Requested Action: Ifit concurs, the Council should offer a motion authorizing the appropriate
City officials to enter into contract amendments with Law Enforcement Labor Services,
representing Police Officers with the Shakopee Police Department, and Teamsters Local 320,
representing employees of the Public Works Department to increase wage rates for Police
Officers and Maintenance Supervisors to the amounts not to exceed those listed in the attached
wage schedules.
