City of Shakopee Memorandum TO: Mayor and City Council Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City AdministratoutJY SUBJECT: Approval of Revised Job Descriptions for Five Full-Time Positions DATE: May 31,2007 Introduction The City Council is asked to approve revised job descriptions for five full-time positions. The revised job descriptions are being proposed in conjunction with the Pay Plan Update and are for the following positions: City Clerk, Assistant City Administrator, Public Works Superintendent, Natural Resource Coordinator, and Project Engineer. Background While the recently completed research for the updated pay plan for full-time, non-union employees did not include an in-depth review of each and every job description in the City, it did draw attention to the need to revisit several job descriptions that no longer fit the realities ofthe position. The following is a breakdown ofthe positions for which a revised job description is recommended: 1. City Clerk: The job description for this position was found to be out-of-date and not reflective of the management and budgeting responsibilities of our City Clerk. After evaluating the revised job description, the City's pay plan consultant recommends that it be moved from Grade 8 to Grade 9. From an internal equity perspective, this move puts the position in the same pay grade as others with similar levels of responsibility. 2. Assistant City Administrator: The primary change to this job description is the addition of oversight responsibility for the Government Buildings / Facilities division, which was removed from the Park & Rec Director position earlier this spring. The position is also recommended to move from a Grade 8 to a Grade 9, based in part on the additional responsibilities being added and in part on the finding that the current pay range was below the market for this position. 3. Public Works Superintendent: It is recommended that the position of Public Works Superintendent be created, by adoption of the attached job description, replacing the current position of Public Works Supervisor, which would be eliminated. The new position would be placed in Grade 9 of the pay plan, whereas the current position is in Grade 8. The lead position in Public Works has evolved over time, particularly with the creation of the Maintenance Supervisor positions for Streets and Parks three years ago. However, the Public Works Supervisor's job description was never updated at that time, resulting in an out-of-date job description and a pay range that falls short of the market rate. Mike Hullander, the City's current Public Works Supervisor, would fill the position of Public Works Superintendent. 4. Natural Resources Coordinator: This is another example of a position where a new title, job description and pay grade are being recommended to replace the existing Natural Resource Specialist position, which will be eliminated. This is a relatively new City position, which the supervising Department Head feels has turned out to be a higher level position than was originally envisioned when the current job description was written and evaluated for placement on the pay plan approximately three years ago. In addition to moving the position from Grade 6 to Grade 7, it is also recommended that the new position be classified as exempt from overtime compensation. Ryan Hughes, the City's current Natural Resource Specialist, would fill the position of Natural Resource Coordinator. 5. Project Engineer: The primary revision to this job description is a change in classification from non-exempt to exempt, meaning this employee would no longer be eligible for overtime compensation. This position meets the requirements for being classified as exempt and the change is needed to maintain equality with several other similarly situated positions that are and have been classified as exempt. Recommendation It is recommended that the Council adopt the attached job descriptions for the positions of City Clerk, Assistant City Administrator, Public Works Superintendent, Natural Resources Coordinator and Project Engineer, with an effective date of July 9,2007 for each. Budget Impact The budgetary impacts of these changes were accounted for in the cost of implementing the updated pay plan. Relationship to Vision: The adoption of clear and accurate job descriptions is part of a fair compensation and job classification system, which allows the City to attract and retain qualified individuals and in turn contributes to Goal D, a vibrant, resilient and stable City. Requested Action: If it concurs, the Council should offer a motion to approve the attached job descriptions for the positions of City Clerk, Assistant City Administrator, Public Works Superintendent, Natural Resources Coordinator and Project Engineer, with an effective date of July 9, 2007 for each. CITY OF SHAKOPEE Job Description Job Title: CITY CLERK Department: Administration Division: City Clerk's Office Reports To: City Administrator FLSA Status: Exempt Prepared By: Kris Wilson, Assistant City Administrator Prepared Date: March, 2007 Approved By: City Council Approved Date: Salary Grade: Grade 9 SUMMARY Carries out the statutory functions ofthe Office of City Clerk and serves as Clerk to the City Council. Responsible for elections, municipal licensing, and official recordkeeping. Provides essential administrative support to City Administrator and direction to individual City Departments on tasks requiring detailed knowledge, experience and professional judgment. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Serves as Clerk to the City Council and Secretary to the Economic Development Authority (EDA); coordinates the recording of all meetings and official proceedings; supervises the preparation of minutes and other official documents of the City Council and EDA. Along with the Mayor and City Administrator, signs deeds, agreements and other official documents on behalf of the City. Oversees the preparation and distribution of City Council agendas and agenda packets. Attends all City Council meetings and/or workshops. Directs and manages official recordkeeping and notification requirements for the City, ensuring that all notices, ordinances, resolutions, and other documents are posted, recorded, and published in conformance with existing federal, state and/or local laws, policies and procedures. Executes deeds, contracts and agreements after ensuring they are accurate and recordable and meet the intentions of the City Council. Develops and administers a comprehensive records management system so that City records are effectively and efficiently maintained in compliance with State law. Organizes and directs the election process; hires and supervises election judges; arranges for polling places, coordinates testing and set-up of voting equipment, receives candidate filings; organizes absentee voting, and certifies results of municipal elections to the County. Oversees the municipal licensing process, including the processing of applications and renewals, collection of fees and review of violations. Recommends changes to licensing ordinances, as appropriate. Coordinates/ensures completion of conditions placed on new subdivisions prior to recording of plat with the County; prepares developer's agreements to insure completion of public improvements, obtains acceptable security, releases developer's agreements when improvements are complete and renews, reduces, or releases security as appropriate. Ensures collection and retention of all required evidence of insurance for contracts and licenses. Oversees the recruitment and appointment of citizens to the City's advisory Boards and Commissions. Participates as an active member of the City's management team. Prepares, recommends and manages division budget. Provides information and assistance to the public, City Council and City staff on issues regarding records management, data practices, elections, licensing and the City Code. Monitors legislative issues and actions affecting elections, licensing, data practices and records management, and implements any necessary changes to City practices. Performs miscellaneous administrative duties including but not limited to notarizing and certifying documents, attending seminars, serving on committees, and reading publications in one's field. Coordinates and carries-out Human Resource functions, including managing recruitment and hiring process, supervising payroll processing and benefits administration, conducting new employee orientations, coordinating training opportunities; ongoing review and updating of personnel policies, participating in union negotiations and managing annual benefits negotiation and open enrollment process. Provides management, coordination and oversight for City's fuformation Technology, Government Facilities, Telecommunications and Communications functions. Responsibility includes management, and coordination of these maintenance activities and the supervision of the personnel involved in these maintenance activities. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Through Division Supervisors, plan, direct and evaluate short and long range programs for the effective and efficient operation and maintenance ofthe City's streets, parks, storm sewer, sanitary sewer and fleet. Works with and makes recommendations to the Public Works Director and City Council regarding maintenance and infrastructure goals, priorities and standards. Directs day-to-day operations of the Public Works Division in a manner designed to achieve adopted goals, priorities and standards. Monitors the progress of all Public Works 9perating divisions, reviews and evaluates final results for consistency with industry standards and City policies, goals and codes. Assists in developing and reviews plans, reports, budget estimates, proposed ordinances and policies submitted by Division Supervisors. Participates in the city development process. Coordinates natural resource efforts and initiatives among landowners, city departments, local, state, and federal agencies, and conservation organizations. Serves as the staff liaison to the Environmental Advisory Committee. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Identifies, recommends, develops, and coordinates ecologically sound management practices to preserve, protect, restore and enhance the natural resources within the city. Develops, updates, and administers the long range natural resource planning initiatives, including the Natural Resource Plan element of the Comprehensive Plan, Natural Resource Corridor mapping, Natural Resource Design Standards, and management plans for public park and open spaces. Coordinates urban woodland management efforts within the city, including administering the Woodland and Tree Management Ordinance, Shade Tree Disease Control and Prevention Ordinance, hazardous tree inspection and control, and reviewing and assisting with landscaping, reforestation, and planting plans. Coordinates noxious weed inspection and control in compliance with the Minnesota Noxious Weed Law and Rules.
