CITY OF SHAKOPEE MEMORANDUM To: Mayor and City Council Mark McNeill, City Administrator From: Mark Themig, Parks, Recreation, and Facilities Director Meeting Date: June 5, 2007 Subject: Huber Park Sound and Light System At the May 30, 2007 City Council work session, I had hoped to have an agreement for the purchase and installation of the sound and light system for Huber Park. However, according to the design committee, the costs proposed by the vendor were generally more than what can be obtained through other sources. It was my hope to have a revised proposal for your consideration at the June 5 meeting. However, as of the deadline for Council packets, we had not received a response from the vendor. I have included the original proposal. At this time, it is uncertain jf we will be able to obtain and complete installation of the house system prior to the grand opening weekend. However, we do have a temporary system reserved for backup, in the event we are not able to complete the permanent installation. We would like to ask that this item be included again on the June 5 agenda, in hopes that we are able to finalize pricing prior to the meeting. RELATIONSHIP TO VISION A. We are working with Tierney Brothers for design, purchase, and installation of the sound and light system under a master contract that Tierney Brothers has with the University of Minnesota. This allows us to obtain the sound and light system at set contract pricing. Tierney Brothers has experience with sound and light system installations throughout the metropolitan area, including the Bloomington Normandale Lakes outdoor performance stage. The Huber Park project budget identified $50,000 for the sound and light system. In order to ensure we have a system that will meet both music and theatrical needs, a subsection of the Huber Park design committee and other interested individuals are assisting with design of the system and review of the proposal. Members of this group include Andi Billig (Chameleon Theater), Scott Swanson (Shakopee resident and theater), Bob Cole (local musician), Bryan Johnson (Enigma staff), Chayci Rutz (Enigma staff), and Brad Eller (recreation supervisor). As of the deadline for submitting packets, I had not received the final proposal. Once I receive the final proposal, I will be circulating it to the design committee, and will provide you with a copy electronically. I will also have copies at the meeting for your review. I understand that you are still out of the office. I left a voice mail and following up by email with several comments/questions: 1. I didn't get the quote until Friday afternoon, so nothing has been ordered. I tried to contact Gordy a few times over the weekend to discuss, but I wasn't able to reach him. (He did call me back on Saturday, but I missed his call.) 2. With shipping and tax, I am estimating that the sound system alone will exceed our budget of $50,000. What are the costs for shipping and tax? 3. Equipment selection: -Main speaker system is a good choice and reasonably priced. -The mixing consol is a good choice. -Rack is good -Equilizer is good 3. Pricing: A couple members of the subcommittee reviewed the proposed pricing and pointed out several of the items that they believe are significantly overpriced verses what you can buy locally, I really don't have anything to compare pricing to, so I am relying on their input. Here are their comments: -I can save you $1400 right off the bat by eliminating 3 of the 4 sets of drum mics. Each of these is a set of 6 mics. 1 don't see any need to have 4 sets of them since one set will mic an entire drum kit. (It's either a clerical error or someone doesn't know what their selling.) -"Speakon" speaker cables @ $146.00 each are over priced by double. -"Shure" microphone cables at $29.00 each are over priced by double -Power amps are $225 over local price x4 ($900) Monitors are $100 over local price x4 ($900). _I'm not sure why they are going with a "digital snake" for $8832.00 unless it has something to do with the size of the conduit they have to run it through. An analog snake would be maybe $7000 or more LESS. -$6700.00 for installation is what I really question. Everything in the system is portable with the exception of the snake which goes from stage to mid-audience. I'm either missing something or that's a lot of money. 1 do have to question what they are really "installing." (Don't forget another $880+ in hardware and cables..) -The 8 microphones are 4 vocal and 4 instrument mics. They are a "plastic housing" version of Shure (industry standard) "SM"58's and 57's. Three PG58's for $62 each = $186 as opposed to 3 for $129. (the PG indicates the plastic housing. They sound close to the same and 1 guess if the mics could be potentially dropped, go with them and replace them often when they hit the concrete, but still overpriced.) -The JBL VRX series is an awesome portable/permanent flown or pole mount array. Great coverage and awesome sound. The prices 1 found online ranged from $1599 - $1999 each for the 932 LA's 5/31/2007 Page 2 of3 -The Soundcraft board is nice, easy to run and pretty bulletproof. 6 Aux sends (four pre and two post) and four subgroups. Prices through Musicians Friend, Full Compass, etc is $2199. -The rest of the outboard gear looks closer to list price or higher than the prices that are found through Guitar Center, Full Compass, Musicians Friend, Metro, etc. -The DBX 231 eq is $199.99 just about everywhere. -$146 for 50' Speakon to Speakon cables is high. $60 - $99 depending on brand is more common for prices. -Four Shure PGDMK6-XLR Drum micS w cable? You were right...these are full kits...why does anyone need four full kits of drum mics? Are they going to be running four full sets of drums simultaneously?? They sell for $399 for a full kit of mics online. $477 is pretty high. -The Lexicon MX200 sells for $200 everywhere...Tierney is $43 more. -$29 for mic cables? They are $12.50 each...and those are life-time warranty AT cables. -The Crown power amps sell for $999 online and locally. The Shure PG58's sell for $130 for a pack of three. -Custom panel with Etherconn Connector for $93? A 1 u punchout panel is $12 at the most and an etherconn connector is $8. That's $20. There are two screws on the etherconn that are used to assemble the connector on the panel. I just installed 6 of these connectors on wall plates in our application. What is the $93 per panel for? -Piping is easier for a digital snake as the cable is the size of a network cable, but does the cost trade off of a digital snake versus a 32x8 conventional snake on a reel really win out for the long run? An analog snake with quick-connects on the amp rack and the mixer rack is really simple to use and the repair/maintenance costs on the analog snake is really affordable. Digital snakes are thinner and lighter but when a hub fails it is not as easy as soldering a connection. -Do the quoted prices include shipping? Or is that tagged on as an extra charge? -The only item not included yet discussed was the importance of wireless headset mics onstage. With the exception of one handheld wireless listed, there are only 4 others that are primarily for actors or singers. The others are for instrument amplification. (4 alone for drums?) I recommend we beef up the number of vocal performancel"acting" mics via headsets. I personally think 6 headsets would be a nice start, however 10 would be even better. Shure has some PG grade headsets, but they seem a bit "State Fair - Who want's to see how great this mop works" as opposed to more subtle mics commonly used on stage. I want to be respectful of the expertise that Gordy and Tierney Brothers brings to this project, but if we have competitive pricing for identical units that is lower, it would not be responsible to pay more, expecially when we are suppose to be buying off of a master contract. To summarize, here are our primary concerns: -Unit item costs -Digital snake need/costs -Installation costs - what does this include, and does it include setup and training? -No headset mics in proposal -No lighting in proposal 5/31/2007 Page 3 of3 I know this is a relatively small project and we are under a fairly tight timeline, but I'm concerned enough that maybe it would be prudent to look at a temporary system for the opening weekend, then purchase the complete system afterwards. Also, would it be in our best interest to pay for the design consultation work, and then look at other local suppliers for the equipment/install? Let me know your thoughts. (TBI), I am pleased to provide you with the following proposal to install a full audio system. This letter summarizes the scope of services to be performed by TBI. SCOPE OF SERVICES TBI is a leader in audio, visual, and video teleconferencing presentations. Our mission is to proVide state of the art products and offer unparalleled customer service. This proposal has been prepared by combining your requirements with our experience to produce results that meet your needs today and will be flexible for tomorrow. General Description: The sound system is designed as a portable modular system composed of stage equipment and equipment located at the audience sound mixing position. It will be capable of mixing up to 32 audio inputs from the stage, processing and returning the mixed audio to a full range stage mounted speaker system. The system will be capable of very high quality audio distribution through the audience seating at typical desired volume levels for varying events and will be capable of mixing and routing the sound in a stereo L1R or mono format. The system will allow mixing and routing of stage monitor channels via the aux sends of the mixing console. The main speaker system will be capable of producing sound pressure levels exceeding 110 dB in the front area of the installed audience seating and above 95 dB in the grass seating area directly behind the walking path. The stage equipment includes the main loudspeaker systems and a road rack case equipped with the system amplifiers and an audio snake send unit. The rack case will be the main connection point for all the stage equipment including microphones and direct boxes. The stage equipment also includes stage monitor speaker system, microphones, direct input boxes, mic stands, booms and cables. The mixing position equipment includes the sound mixing console and a rack case equipped with an audio snake receive unit and audio signal processing gear including a cassette/CD deck, reverb processor and equalizers. The mode of transmitting the audio inputs from the stage to the mix position and back to the stage is via a digital audio snake system. This has advantages in terms of setup time and simplicity of the wiring scheme. It will utilize a Category 5 cable routed in the underground conduit between the stage and the mix position to route all of the audio signals. Staae Speaker Svstem: The proposed system is composed of two (2) ground stacked speaker systems (JBL VRX900 series), placed on left and right sides of the stage platform. Each "stack" consists of two (2) subwoofer enclosures each equipped with 18-inch driver and two (2) full-range line array speaker modules pole-mounted above the subwoofer enclosures. Each line array module includes a 12 inch low frequency driver and a multi driver high frequency element. The modular design allows for fast setup/teardown of the system. Tierney Brothers, Inc Confidential 5/25/2007 Page 1 TBI Proposed Scope of Services Amplification and Audio Processina : The speaker system will be powered by four (4) dual-channel Crown amplifiers, each operating in bridged mode. The amplifiers will be mounted in the stage equipment rack and connected with portable cables. The equipment rack is a heavy duty road case with casters and front/rear removable panels. Audio processing for the speaker system is handled by internal DSP processors in the amplifiers. Currently, installations are being scheduled six to eight weeks from receipt of the customer's purchase order. Upon receipt of the purchase order, a pre-installation walk-through may be required. This should include the main contact at the customer's site and facilities representatives. The project manager or a qualified alternate will represent TBI. SCHEDULING Upon receipt of signed authorization, we will proceed to order the specified equipment and prepare a schedule for completion of the proposed services. If any of the equipment specified is custom ordered product, up to six weeks may be required to complete the proposed services. This schedule assumes no delays or obstacles will be encountered in gaining access for the installation. Standard service and support is limited to Monday through Friday, 8:00 AM to 5:00 PM central standard time, excluding national holidays. Expanded service hours are available for an additional charge and can be provided if determined necessary. Project Training is included in this proposal. This training will be scheduled and completed by your sales representative at the end of the project installation. CLIENT RESPONSIBILITIES AND CONDITIONS The client should provide TBI with any existing system design specifications, diagrams, room drawings or other materials that would facilitate completion of the proposed scope of services. These can be uploaded to the TBI website by going to www.tierneybrothers.com/uploads and following the instructions for uploading. The client will be responsible to contract a licensed electrician to provide any needed high voltage power connections. This installation is best performed after the equipment has been installed to ensure the optimum placement of the outlets. The client will be responsible for all necessary ceiling tile work involved in the installation. It is the client's responsibility to prepare, replace, repair or modify any structural or cosmetic changes that TBI has made or needs to make. This includes, but is not limited to, ceiling grids, floor tiles, walls and pre-existing equipment. It will be the client's responsibility to have the area ready for installation when scheduled, based upon the agreed terms and conditions. The project manager and or design engineer at the pre-installation walk through will review the terms and conditions of the installation. This will include, but is not limited to, electrical, construction and cosmetic responsibilities. If the area is not prepared for installation when scheduled and if any owner furnished equipment engineered to be included in the installation is not on site there will be a $350.00 charge. Rescheduling of the installation will be set for a later date, which will be determined by TBI. It will be the client's responsibility to notify either the sales representative or the project manager within 48 business hours prior to the scheduled installation of cancellation or schedule change. A fee of $350.00 will be charged if cancellation or schedule change is received less than 48 business hours. Tierney Brothers, Inc. cannot enter into, work in or otherwise disturb any areas containing asbestos. Tierney Brothers, Inc. recommends that each Projector, TV, Plasma, LCD, etc. have a duplex receptacle fed off of a dedicated 20 Amp circuit available for use. Systems containing multiple racks of amplifiers or other equipment may require additional circuits. It is the understanding of both parties that prevailing wage regulations, specifically those contained in 40 U.S.C. 276a-5, or MN Stat ~ 177.41 -177.44, do not apply to the work to be performed under this contract. BASIS FOR PROPOSAL Based upon our initial consultation, TBl's fee for completion of the proposed scope of services is $48,956.01. The prices reflected do not include shipping & handling or sales tax and are valid for a period of ninety days from the date listed on the proposal. If additional products or services are requested, we will provide a revised scope and cost estimate. Upon receipt of your signed purchase order, change order request, or verbal authorization, we will proceed with the authorized services and invoice in accordance with the revised scope and cost estimate. All verbal agreements will be confirmed in writing. Bronze Maintenance Plan Designed for: City of Shakopee Included in your Bronze Maintenance Plan, you will receive one preventative maintenance check, along with one non-scheduled service call per contract period. The preventative maintenance check will be scheduled to evaluate, test, and clean all of the equipment included in your system. Preventative maintenance on your systemlroom can prolong the life of your equipment. Your bronze maintenance plan includes one non-scheduled service call within the contract period. Our technicians will evaluate the problem and complete repairs on site if possible. If any parts are required to repair your equipment, an estimate of product pricing will be given before work begins. Under certain cJrcumstances, equipment may need to be brought back to our facility for repair. Terms and Conditions If any equipment, cabling or accessories are physically damaged from accidents, natural disaster, misuse, abuse, or attempt to service by a non-qualified technician, or if it does not match the as built drawings, it will be void from coverage. Under these circumstances it will be the customer's financial responsibility for repair or replacement. Additional charges for lift rental or other supplemental eqUipment will appiy if such equipment is required for equipment access. If the service technician determines the problem is the result of user error, rather than equipment malfunction, additional charges may be applied. All manufacturer warranties covering parts and labor will be honored under this maintenance contract. Products outside of manufacturer warranties that are in need of repair will receive labor at no charge and 10% off parts. System installations carry a warranty for a period of 90 days. Maintenance contract effective dates will begin 91 days from invoice date and last for 12 months. If maintenance plan is written for an existing room, contract invoice date is effective date of contract. Preventative maintenance checks cover all equipment from the original installation or all eqUipment installed in the room(s) at the start of maintenance contract. The maintenance plan is limited to our local service area. If any of the equipment or system components are removed from the premises, they will become void of coverage and become the financial responsibility of the customer if damage occurs. If the service plan is written for a system outside a 100-mile radius from Tiemey Brothers, Inc. there will be a mileage / trip, and per-diem charge per call.
