CITY OF SHAKOPEE CONSENT MEMORANDUM To: Mayor and City Council Mark McNeill, City Administrator From: Andrea Weber, Park and Recreation Landscape Design Meeting Date: June 5, 2007 Subject: Acceptance of Donation from Thrivent Lutheran and the Join Hands Day Project, Resolution No. 6614 INTRODUCTION City Council is asked to adopt Resolution No. 6614, a resolution of the City of Shakopee, Minnesota, accepting a donation of planting materials equal to $1,000 from Thrivent Financial for Lutherans and volunteer labor for plant installation by the "Join Hands Day" project. BACKGROUND AND DISCUSSION The City Park and Recreation Department has been offered a donation of planting materials and volunteer labor to complete a planting project in a Shakopee park. I was approached in February, 2007, via e-mail, by Matthew Eldred, the Youth Director of the Scott County Thrivent Financial for Lutherans Board, who was looking for a volunteer project to do in a park area. Matthew described the project; "Each year we have a grant that is given to us [by Thrivent Financila] for $1,000.00 to help better the community by 'joining hands' with youth and adults. Last year we used this money to plant bushes in one of Prior Lake's parks and this year we are looking to do some type of work with your parks department. We can use the funds to buy equipment, trees, bushes, woodchips, etc... but the idea is that a group of youth and adults (which I will organize) comes and helps you do the project with the $1,000.00. " In discussing this with other staff, we decided to use this opportunity to complete ornamental plantings in Stans Park. The Stans Park Landscape Enhancements have been planned for several years, but have not yet been completed. Last year, as a part of the City's transition Plan for Accessibility, a trail was installed through Stans Park and connected to the entrances to the city's tennis courts. At that time, it was also planned to add site furniture and some ornamental landscaping to enhance the corner of 10th Ave and Fuller Street, however, the volunteer project we had begun was cancelled by volunteer. The Join Hands Day project will be a great way to get this park enhancement done through a partnership with the community. I have prepared a planting plan using ornamental trees, shrubs and perennials (see drawings attached), and have placed the order for the plants. The volunteer planting day is scheduled for Saturday, June 9th. The City's donation policy requires a 2/3 vote by City Council to accept non-cash donations over $500. VISIONING RELATIONSHIP The acceptance of the donation will enhance the City's park system that serves our residents, employees and guests. With this in mind, this action appears to meet the following Goals of the City's Visioning: B-High quality of life. E-Financially strong. Shakopee Parks, Recreation SCALE IN FEET Natural Resources and Facilities May, 2007 SHEET 1 Planting Site RESOLUTION NO. 6614 A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA ACCEPTING A DONATION OF PLANT MATERIALS AND VOLUNTEER LABOR FROM THRIVENT FINANCIAL FOR LUTHERANS AND THE JOIN HANDS DAY PROGRAM WHEREAS, on November 6, 2002, the City Council adopted Resolution No. 5794, which established procedure relating to the receipt of gifts and donations by the City; and WHEREAS, Resolution No. 5794 specifies that donations of real property and non-monetary donations with a value greater than $500 shall be accepted by resolution of the City Council, and shall require a two-thirds majority of the Council for acceptance; and WHEREAS, THE THRIVENT FINANCIAL FOR lUTHERANS AND THE JOIN HANDS DAY PROGRAM have generously donated planting materials in the amount of $1,000 and VOLUNTEER LABOR FOR PLANTING INSTALLATION AT Stans Park; and WHE:REAS, such a donation will help improve park facilities and enhance the overall quality of life in Shakopee. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCil OF THE CITY OF SHAKOPEE, MINNESOTA, that the donation of planting materials in the amount of $1,000 and volunteer labor for plant installation is gratefully accepted; and FURTHER, the donation of planting materials and installation labor shall be used towards the 2007 Stans Park landscape Enhancements, which is consistent with the wishes of the donor. FURTHER, the City staff is directed to send a letter to the donor, acknowledging receipt of the gift and expressing the appreciation of the City Council.
