CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Ed Schwaesdall, Fire Chief SUBJECT: Key Card System DATE: June 5th, 2007 INTRODUCTION: Included in the 2007 fire department budget is installation of a key card system and re- key of the Vierling Drive fire station. The budget allows for $14,770 to install the system. BACKGROUND: The Vierling Fire Station was built with the concept of adding a key card system. The station will be celebrating 10 years of being in operation with many firefighters obtaining keys and not all leaving on great terms in the 10 years. With security of equipment and the expense of trucks and equipment kept in the station it is time to advance the system and install a key card system to keep better control on areas accessible to the public and to the firefighters. VISIONING RELATIONSHIP: This represents F of the relationship vision, good housekeeping. ALTERNATIVES: There are three alternatives: 1, Keep the current locks and leave station as if with possibility of many duplicate keys out in the hands of past firefighters. 2, Re-key the station and give new keys to all firefighters. 3. Install key card system and get the Vierling station up to date with the rest of the city buildings in security measures. RECOMMENDATION: Recommendation is to go with option 3 and install the key card system. The following bids where received from two vendors that install the AMEG system the city uses with its other buildings. GSSC proposal is $11,806.88. Trans-Alarm, Inc proposal is $14,922.18. As you can see the bids are a difference of$3115.30. In meeting with the two companies Trans-Alarm representative came with the locksmith and explained all procedures and scope of work, GSSC representative and locksmith company came separately and questioned ability to run wires to basement electrical room and wondered if we. could find out how. The sense of knowing the job of GSSC makes accepting the bid not in the best interest. The fire department worries that there is costs not in the quote to equal work to be done. It is my recommendation to accept the bid of Trans-Alarm at the price of $14,922.18 and proceed with the card reader installation of the Vierling Drive Fire Station. Scope of Work: Trans-Alarm will provide and install a card access system and create a new master key system for the fir~ station. This system will be an expansion of the existing AMAG system that is currently installed in other city buildings. Proximity card readers will be added at the following doors: Main Building Entry Door North and South Lower Level Exterior Doors Two Upper Level Office Area Doors Upper Level Conference Room Door Lower Level Dispatch Room Door The new card readers will be wired back to an MDU-4 controller that is configured for eight card readers. Tbis controller will be programmed via the existing AMAG software that is located at the police station. Communications to the software will be via the cities network. A lock power supply will also be installed at the control panel location. Locking Hardware and Rekeying Trans-Alarm will utilize the existing electrified locking hardware on the three exterior doors of the building. F or the purpose of this quote, it is assumed that this hardware is in good working condition. If not, it will be repaired with prior approval. The four interior doors that are receiving card readers will be fitted with new electrified cylindricallocksets and power transfer hinges. The existing locks from these doors will be redeployed to other doors per the walkthrough with Ed Schwaesdall on 4/2/2007. Additionally, thirty one doors will be rekeyed and the cylinders on two exterior doors will be disabled. Three doors will receive new passage lever sets. A master key system will be setup in the building that includes a master key and several "change keys" to provide limited access to other areas of the building. A total of nineteen keys are included in with this quote. Fifty proximity cards are included. Required work by Customer: Provide IIOV power at the control panel location.
