Suspension of Noise Ordinance for Huber Park Overnight Work
INTRODUCTION
This agenda item seeks Council's suspension of the City's noise ordinance for
installation of the Fillmore StreetlCSAH 101 water main connection that is being required
for the Huber Park Project.
DISCUSSION
K.A. Witt has been working with SPUC and Scott County to schedule the work that is
needed to install the water main that SPUC is requiring with the Huber Park project. As
you know, this work has been under discussion for some time, and it appears that all the
issues are resolved and the contractor is prepared to move forward with the work.
The work requires shutting off water to the businesses and rental units adjacent to Huber
Park. It also requires fairly traffic restrictions during the work. In order to minimize these
impacts, K.A. Witt is requesting authorization to do this work overnight. I believe that this
is a good approach, and will have minimal impact to the property owners on the four
corners (car dealership, convenience store, church, and liquor store).
If Council approves the request, K.A. Witt plans to do the work on Wednesday, May 16.

City Council is asked to suspend City Code Section 10.60, Noise Elimination and Noise
Prevention, Subd. 3, Hourly Restrictions on Certain Operations, D, for installation of
water main at Fillmore Street and CSAH 101.
