SUBJECT: Consider Approving Plans and Ordering Advertisement for
Bids for the 2007 River District Sewer Improvements,
Project No. 2007-1

INTRODUCTION:
Attached is Resolution No. 6611, which approves the plans and specifications and
authorizes staff to advertise for bids for the 2007 River District Sewer Improvements,
Project No. 2007-1.
BACKGROUND:
On April 18, 2006, City Council ordered the preparation of a report to study
reconstruction alternatives for the sanitary sewer main located along the Minnesota River,
between Fuller Street and Adams Street.
On November 21, 2006, Council adopted Resolution No. 6535, a resolution receiving a
report and ordering the preparation of plans and specifications for the 2007 River District
Sewer Improvements.
Plans have been completed for the project and staff is requesting that City Council
approve the plans and authorize advertisement for bids, with the intent to have the bids be
considered at the June 19,2007 Council meeting for the work to be done yet this summer.
The bid opening is scheduled for Tuesday, June 12,2007.
The Army Corp of Engineers will initiate a study of this area in regard to river bank
stabilization once funds become available.
ALTERNATIVES:
1. Adopt Resolution No. 6611, A Resolution Approving Plans and Specifications
and Ordering Advertisement for Bids for the 2007 River District Sewer
Improvements, Project No. 2007-1.
2. Deny Resolution No. 6611.
3. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.1, to approve plans and specifications in order to
proceed with this project in 2007.
ACTION REQUESTED:
Offer Resolution No. 6611, A Resolution Approving Plans and Specifications and
Ordering Advertisement for Bids for the 2007 River District Sewer Improvements,
Project No. 2007-1 and move its adoption.

RESOLUTION NO. 6611
A Resolution Approving Plans And Specifications
And Ordering Advertisement For Bids
For The 2007 River District Sewer Improvements
Project No. 2007-1
WHEREAS, pursuant to Resolution No. 6535 adopted by City Council on November 21,
2006, Bruce Loney, Public Works Director has prepared plans and specifications for improvements
for the 2007 River District Sewer Improvements, which includes the removal and replacement of
the sanitary sewer main along the Minnesota River, between Fuller Street and Adams Street and
any appurtenant work, and has presented such plans and specifications to the Council for approval.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKO PEE, MINNESOTA:
1. Such plans and specifications, a copy of which is on file and of record in the Office
of the City Engineer, are hereby approved.
2. The City Clerk shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids upon the making of such improvement under such
approved plans and specifications. The Advertisement for Bids shall be published as required by
law.

RE: Request for U.S. Army Corps of Engineers to Conduct Study for
Streambank Protection Project - City of Shakopee
Dear Mr. Mose:
Enclosed please find Resolution No. 6536, A Resolution Requesting U.S. Army Corps of
Engineers to Conduct Studies to Determine the Feasibility of Developing a Streambank
Protection Project for the River District Trunk Sewer Reconstruction. Also enclosed is a
memorandum dated January 12, 2006 written by you after a site visit on January 11,
2006. We are hopeful that Congressman John Kline will be successful in obtaining funds
earmarked for this proj ect.
In 2000, the Army Corps of Engineers provided Section 14 assistance to the City for
riverbank stabilization to an area east of this project. We would like to proceed with this
project the same way we handled the 2000 project. The City will relocate the sanitary
sewer interceptor, as part of a City project, to allow for riverbank stabilization at a future
date when funding becomes available. If this is not acceptable to you, please contact me.
Thank you for taking the time to meet with us at Congressman Kline's office to discuss
this issue.

Dear Mr. Weyandt:
I received your letter dated December 6,2006, and Resolution No. 6536, requesting that
the Corps of Engineers perform a study to determine the feasibility of a streambank protection
project for the River District Trunk Sewer along the Minnesota River in Shakopee, Minnesota.
This project falls under the authority of Section 14 of the 1946 Flood Control Act, as amended.
As we discussed at the November 2nd meeting at Congressman Kline's Office, the
Section 14 Emergency Bank Protection Program currently has a list of potential project sites
requesting initiation of a Corps study. The St. Paul District's ability to conduct these studies is
dependent upon funds we receive for the Program through our higher headquarters offices. The
amount of funds available for the Section 14 program depends upon the nationwide demand for
other new and ongoing Section 14 studies and projects. We have added your community's
project to the list of projects awaiting further study and will initiate a study as soon as resources
are available to do so.
