CITY OF SHAKOPEE Memorandum TO: Mayor & City Council COt~SENT Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Authorize Additional Funds from State Aid Account for 10th A venue Pavement Preservation DATE: May I, 2007 INTRODUCTION: Staff is requesting Council to authorize additional funds from State Aid Maintenance to perform crack sealing on 10th A venue, from Harrison Street to Marschall Road. BACKGROUND: 10th A venue had a bituminous mill and overlay last year to restore the pavement surface condition and extend the pavement life by 10 to 15 years. This street had been overlayed previous in 1987. Reflective cracking of the existing cracks is normal on bituminous overlays. If Council will recall, the options were to reconstrucfthe roadway at a much higher cost or go with a mill and overlay. Since this was the 2nd overlay on 10th Avenue, a milling of2-inches of existing pavement was required before repaving. Attached to this memo is a memo from Mike Rief, of WSB & Associates, Inc., who has substantial pavement experience with Mn/DOT, Koch Refmery and other job experience. Mr. Rief would recommend that the City accelerate the pavement maintenance activities, such as crack sealing and seal coating to obtain the maximum life of the overlay. Staff also discussed the issue with Greg Felt, Scott County Maintenance Engineer, and he concurs with crack sealing this year. Staff would propose to Council to crack seal 10th A venue and is estimating a cost between $20,000 and $25,000 to do this work. Attached to this memo is a State Aid sheet from the 2007 Budget which shows the City receiving $220,000 per year for State Aid street maintenance. 10th A venue is a designated Municipal State Aid street. Staff would propose that Council authorize up to $30,000 be transferred from the State Aid Fund to the General Fund, State Maintenance Division Pavement Preservation. At the budget meetings last year, staff did mention to Council that funds from the State Aid Account can be used for street maintenance purposes throughout the City. The pavement preservation was cut by $50,000 for 2007 to meet the overall budget goals of the Council. Transferring of State Aid Funds will not impact the tax levy. ALTERNATIVES: 1. Approve a motion authorizing the transfer of funds from the State Aid Fund to the General Fund in an amount not-to-exceed $30,000 for crack sealing of 10th A venue, from Harrison Street to Marschall Road. 2. Approve a motion for staff to prepare a budget amendment for the Public Works Department, Street Division, Pavement Preservation Account. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No.1 and 2, in order to perform crack sealing on 10th A venue this year, as the existing Pavement Preservation Budget amount is not adequate. ACTION REOUESTED: 1. The road received a mill and bituminous overlay in 2006 and has exhibited cracking is excess of what would be anticipated. At the request of the City Engineer, a review was conducted to determine potential causes for the early distresses and recommendations for managing the roadway in an effort to maintain a serviceable condition and ensure the roadway meets the anticipated life of 12-15 years of service. The scope of the work included the following: 1. A review of the construction history ofthe road and the 2006 mill and overlay project. 2. Visual inspection of the roadway and assessment of distresses and distress severities. 3. A summary of findings and recommendations. Based upon the review performed, the following is offered. Roadwav Historv After discussion with City staff and a review of the historical records provided by the City, much of this section of roadway was reconstructed in 1973 and 1974 with varied typical sections. These sections consisted of a minimal subgrade prep, aggregate base and bituminous pavement. The most robust sections provided for 9 ton design with a 1.0' compaction subcut, 13.0 inches of aggregate base and 4.0 inches of bituminous pavement. The roadway received a thin overlay in 1988 and has been maintained up until the mill and overlay in 2006. Insvection/ Analvsis The city recognized early cracking in the pavement within a few months of completing the 2006 milI and overlay project. A review was performed in the fall of 2006 followed by monitoring through the winter and a more formal review in the spring of 2007. Over that time period, the number and severity of cracks increased which resulted in a request for further analysis of the Minneapolis I S1. Utilizing information provided by the City, an analysis of the mill and overlay project and inspection of the inplace roadway; it appears the excessive cracking is a result of deterioration of the existing cracks in the portion of the roadway that was not removed during the milling process. These cracks do not appear to be a function of the overlay, but a result of the underlying pavement condition. The new in place cracks are consistent with the crack pattern which was inplace prior to the 2006 mill and overlay. Although this cracking appeared earlier than what would normally be expected, reflective cracking on an overlay is normal and cracks often appear early in the life of an overlay. The extent ofthis early cracking is often a function of the depth of the overlay with thicker overlays taking longer to crack than thinner overlays. Recommendations Based on the distresses present on the roadway today, it is believed that the rate of cracking will decrease in time as the balance of the underlying cracks reflect through. In an effort to manage this roadway and strive to achieve the anticipated life of 12-15 years it is recommended that the City accelerate the preventive maintenance activities on this roadway. This will serve to protect and preserve the inplace pavement and the underlying base from moisture damage and further deterioration. These preventive maintenance activities may include, but are not limited to crack sealing, patching and surface treatments. As time passes, more invasive practices may be required. The goal is to protect the roadway early on in its life and create the best opportunity to get the longest service life from this roadway.
