Levee Drive Restroom Building I,., '1. ~ · CITY OF SHAKOPEE MEMORANDUM To: Mayor and City Council Mark McNeill, City Administrator From: Mark Themig, Parks, Recreation, and Facilities Director Meeting Date: April 17, 2007 Subject: Levee Drive Restroom Building INTRODUCTION This agenda item seeks approval from City Council to proceed with demolition of a restroom building at the west end of HuberPark on Levee Drive. BACKGROUND AND DISCUSSION At the April 3 City Council meeting, City Council authorized obtaining estimates for the demolition of the restroom building and discussing with Public Works about whether or not they could do this work. Since that time, Public Works has indicated that they could do the demolition work, so I did not obtain price quotes from other contractors. During the discussion at the April 3 meeting, Councilor Lehman asked about the analysis that was completed on the building previously. I have attached a copy of that report. Since the building was constructed with block, the interior walls are in relatively good condition, but some of the fixtures have been damaged. There are modifications that need to be made to comply with ADA standards, which are detailed in the report. In addition, the roof of the building has been subject to snow load from CSAH 101, and the exterior stucco needs some cosmetic repairs and repainting. As discussed previously, there are two options for proceeding: 1. Renovate the Building This option would involve making the required ADA upgrades, roof replacement, ceramic fixture replacements, door replacements and relocation, and repainting. Public Works has estimated that this will cost approximately $15,000-$20,000 in materials, supplies, and contractural services for plumbing and electric. 2. Demolish the Building This would involve demolishing the building and hauling the materials away. Other demolition-related work would involve capping the water service line at the main and disconnecting the electric. Shakopee Public Utilities has indicated that they would cap the service line, but we may need minor assistance from an electrician for the electric (SPUC is confirming this). Also, there is a streetlight control box adjacent to the building, and SPUC is reviewing whether or not that should be relocated if the building is demolished. Since Public Works would do the work with assistance from Shakopee Public Utilities, the demolition costs would primarily be involved in disposal of the building materials, estimated at approximately $5,000. Although we don't anticipate any hazardous material issues, we are completing a survey for any hazardous materials on April 13, and I will have that information for you at the meeting. Since there are new restrooms being constructed in Huber Park, there is consesus from at a staff level that it would be acceptable to demolish the building. This would maximize use of the new Huber Park restrooms and reduce overall maintenance costs by having only one building to maintain. The Parks and Recreation Advisory Board also concurred with this recommendation. Finally, the Lower Minnesota River Watershed District never responded to repeated requests for an opinion on this building. RELATIONSHIP TO VISION F. Housekeeping REQUESTED ACTION If City Council concurs, move to proceed with demolition of the Levee Drive restroom building. Site visit Summary August 16, 2004, 1 :45 p.m. Huber Park Restrooms ADA Compliance Inspection With Stuart and Bruce Paulson ofBonestroo...and Mark Themig, Andrea Weber, of Parks & Rec., City of Shakopee. The building is located just to the east of the new highway 101 bridge in Huber Park. It is a CMU building with a stucco exterior and a hipped roof. The items that Bruce and Stuart recommended be changed are as follows: 1- The outside doors to the men's and women's restrooms are not 18" from the closest wall on the pull side as required. The adjacent wall is an 8" painted CMU wall. It will need to be moved approximately 7-1/2" to allow for the required 18" space. This would necessitate the removal of an outlet above the current sinks as well as the removal of the second sink and faucet. The remaining single sink will also require a new countertop, as well as a metered faucet (recommended). A 30"x 48" clear space must be preserved in front of the remaining sink. 2-Stall doors to the men's toilet and to two women's toilet stalls need to be replaced. 3- Grab bars need to be installed in both accessible stalls. 4- An exhaust vent fan should be installed in the existing ductwork. 5- Bruce suggested that the 2 windows on the front ofthe building, which are covered by Plexiglas panels, be re-placed with glass block, which would preserve light entering the building but also be secure and vandal resistant. 6- Door thresholds and other transitions at sidewalks must not be higher than a W' rise. Doors at restrooms should be checked, as they appear to be too high. 7- 2 additional soffit vents should be installed along each side of the building to improve airflow in the attic. 8- Shingles appear to be original to the building. They should be replaced with high quality shingles in the near future. Standing seam roof was also discussed, but due to snow loads being pushed off of the 101 bridge onto the roof of the restroom building, Bruce thought that shingles would be more durable. 9- Both outside doors to restrooms should be replaced, as they are damaged/in poor repair. The lock to the women's' room was vandalized and required assistance from maintenance (Bill Egan) to open. Bill made repairs to the lock the same day so that it is operational. BACKGROUND AND DISCUSSION The Parks and Recreation Advisory Board reviewed the condition and options for the future of the restroom building that is located at the end of Levee Drive, just west of the CSAH 101 Minnesota River bridge. The attached staff report to the Advisory Board outlines the options for the building. The Advisory Board concurred with staffs' recommendation to proceed with demolishing the restroom building and have the new restrooms that are being constructed in Huber Park serve as trail restrooms. If City Council agrees with this, we will proceed with getting estimates for demolition of the building, which would include talking to our Public Works department about whether it would be feasible for city staff to do the demoltion. I should note that I have made several inquiries to the Lower Minnesota River Watershed District about their interest in the building since my letter went to them in February and I have gotten no response. Given this, I am under the impression that they have no interest in the building or its future, but should I hear something different, I will provide that information to you prior to any demolition. CITY OF SHAKOPEE MEMORANDUM To: Parks and Recreation Advisory Board From: Mark Themig, Parks, Recreation, and Facilities Director Meeting Date: March 26, 2007 Subject: Levee Drive Restroom Building INTRODUCTION This agenda item seeks feedback from the Advisory Board on the restoration or demolition of a restroom building at the west end of Huber Park on Levee Drive. BACKGROUND AND DISCUSSION As part of the redevelopment of Huber Park and the riverfront area, we have been analyzing what to do with the restroom building that is located next to the newly constructed parking lot on Levee Drive. Initially, we had planned on renovating the building and using it as a trail head restroom building. However, after further analysis, it may be more cost effective long-term to demolish the building and utilize the new restrooms that are being constructed in Huber Park. This building has been in a state of disrepair for several years (5-10?), and is in need of plumbing upgrades, fairly significant structural changes to meet current ADA requirements, a new roof, stucco repair, and painting. Our estimate for this work is $15,000-$20,000. In addition, once the roof is replaced, it will be subject to future premature wear due to the snow and salt from snow removal on the CSAH 101 bridge. (The bridge was constructed after the building was constructed.) The building was constructed in the mid-1980's under an agreement with the Watershed District. It appears that the District provided some funding for the construction costs, but there is nothing in the agreement that discusses the long term commitment that the city and the District have. I submitted the attached request to the Watershed District in February, and I am waiting on their response. I hope to have an update on the Watershed District's position for you at the meeting. If we demolish the building, trail and park users will need to use the new Huber Park restroom buildings. However, that building is further away from the parking lot. If we retain the building, we will incur costs for maintaining the building. After discussing with Public Works staff, we believe that demolishing the building is the preferred action due to the availability of the Huber Park restrooms and the ongoing operating costs associated with renovating it. We estimate that it will cost approximately $10,000 to demolish the building. REQUESTED ACTION The Advisory Board is asked to provide feedback and a recommendation to City Council on the future of the Levee Drive restroom building.
