CITY OF SHAKOPEE CONSEr~T Memorandum TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: Board and Commission Members Retirement Recognition DATE: April 12, 2007 INTRODUCTION: The Council is asked to adopt a policy which will modify the way in which the City recognizes Advisory Board members and Commissioners upon their retirement from service to the City. BACKGROUND: The City has several volunteer Advisory Boards and Commissions. With the exception of the nominal pay received by Planning Commission and BOAA, these are all unpaid positions. Current City policy is that upon retirement, a resolution of appreciation is adopted by the City, and presented to those who are leaving service. Recently, the Park and Recreation Advisory Board, and Environmental Advisory Commission asked to have something more permanent (plaques) presented. That generated discussion as to whether this should be a practice for all Boards and Commissions. In view of the number of hours that are donated to the City by these volunteers, it would seem appropriate to give a more permanent token of appreciation. DISCUSSION: There are a number of Boards which meet infrequently, or not at all. The Building Code Board of Adjustments and Appeals, Housing Advisory and Appeals Board, and Transit Commission, are examples of those Boards and Commissions which are currently inactive, or are meeting less than monthly. For that reason, we suggest that, should Council choose to do this, only individuals who have served at least one full term on a Commission that regularly meets at least monthly should be eligible for such more permanent type of award. BUDGET IMPACT: While the size of the plaques can vary, as would the set up costs, we generally anticipate approximately $100 to $150 per award. If put in place for those leaving service in 2007, it would mean that two individuals would qualify for an award. There is money for "retirement plaques" in the City Council "designated miscellaneous" budget. RECOMMENDATION: In view of the many hours of service given by these volunteers (and recognizing also the increased difficulty that the City has had in seeking volunteers for many ofthe Boards and Commissions), I recommend that the City adopt a policy of awarding plaques upon retirement to individuals with a minimum of a full term as a volunteer Board or Commission. As SPUC has its own budget and the ability to recognize its Commissioners separately, this would not apply to them. I recommend that this be effective for any members leaving their Board or Commission, and who otherwise meet the minimum qualifications, retroactive to service ending January 1, 2007. RELATIONSHIP TO VISIONING: This supports Goal A - Active and Healthy Community. ACTION REQUIRED: If the Council concurs, it should, by motion, authorize the distribution of award plaques recognizing volunteer service on Shakopee Advisory Boards or Commissions, for those individuals who have served a minimum of one full term on a Board or Commission that regularly meets monthly, effective Jan. l, 2007. u~llwJJl Mark McNeill City Administrator MM:th
