CITY OF SHAKOPEE CO~~PIF MEMORANDUM , . 1 ~'t({V T To: Mayor and City Council Mark McNeil, City Administrator From: Duane Toenyan, Facilities Supervisor Mark Themig, Park, Recreation, and Facilities Director Meeting Date: April 17, 2007 SUbject: Professional Services for Design and Bidding of City Hall Air Handling Unit Replacement INTRODUCTION City Council is asked to authorize engineering and consulting services for the replacement of the rooftop HVAC unit from M & E Engineering, Inc. BACKGROUND AND DISCUSSION As part of the 2007 government buildings budget preparation, City Council reviewed a budget improvement worksheet that details replacing the large McQuay HV AC unit located on the north end of the roof at City Hall (attached). This unit heats, cools and provides fresh air flow to approximately half of the building. The age of the unit is unknown, but has been estimated to be as old as the building (40 years). Evaluating age, constant repair costs, and poor energy efficiency, we are recommending that we move forward with replacing this unit. The unit has reached an age where it is difficult to obtain replacement parts, and last year we had to have a motor mount fabricated. With improved technology related to greater energy efficiency, some modifications to ducting in the building will also need to take place along with the unit replacement. (This will also address airflow problems in various office locations.) Although the project was discussed during the budget work sessions and Mr. Voxland indicated that it would be appropriate to fund from the Building Fund, it was not included in the final building fund project list. However, Mr. Voxland has indicated that the building fund can support this project. Proposals Since the project costs will exceed $50,000, we will need to utilize the competitive bidding process, and we need professional services of a mechanical engineer to develop the plans, specifications, and other bidding requirements. M & E Engineering, Inc. and KFI Engineering, Inc. were consulted and each submitted a proposal for their services: COMPANY PROVIDED SERVICES COST . Construction Administration $14,750.00 RECOMMENDATION Based on the proposals, both firms offer comparative services with M & E Engineering having the lower price. RELATIONSHIP TO VISION F. Housekeeping REQUESTED ACTION If Council concurs, move to authorize an agreement with M & E Engineering, Inc. to develop plans and specifications for replacing the City Hall McQuay rooftop HVAC unit, and authorize bidding for this work. Prepared by: Duane Toenyan, Facilities Maintenance Lead Improvement Description: Replacement of aging/failing multi-zone rooftop HVAC unit at City Hall. Description of Need: The McQuay multi-zone rooftop HVAC unit, located on the north end of the roof, has exceeded its life expectancy and repair costs to keep it operational are not economically practical anymore. The unit provides heating, cooling, and air handling for approximately half of the facility. Heating to the unit is provided with steam from the boiler in the basement. The two air conditioning compressors located within the unit are deteriorated to a point where they require constant repairs and have become unreliable, especially when we experience hot weather. Other items within the unit including: condenser coil, fans/motors/mounts, steam valves, and electrical components have required many recent repairs. The age of this unit is unknown and has been estimated to be as old as the building. Maintenance records go back to 1979. Since there have been many technology changes over the years, an exact replacement unit doesn't exist; with the exception of a very costly custom made unit. A new replacement unit would have its own gas fired furnace rather than a steam heating unit to provide heat. This would relieve some of the demand on the steam boiler, which is also as old as the building and was suggested to be replaced in the 2000 building study at a cost of $25,000.00. The boiler, at this point, appears to be in good working condition, but considering age will have upcoming replacement concerns. Costs: All costs to support the improvement (include salary, benefits, training, equipment, and any other costs).
