SUBJECT: Wednesday Evening Downtown "Car Cruise"

INTRODUCTION:
The Council is asked to authorize again for 2007 the restriction of parking on portions of
Lewis Street in the downtown area, to facilitate a "Car Cruise" display of vintage and
collector vehicles on Wednesday evenings.
BACKGROUND:
We have been contacted by Brian Turtle, organizer ofthe 2006 event, regarding having
the City Council authorize the restriction of parking on portions of Lewis Street from the
alley between 1 st and 2nd A venues, south to 3rd A venue, on alternating Wednesday
evenings. This would generally be on the 1 st and 3rd Wednesdays of the month through
September. The first date would be May 2nd. See attached letter.
As had taken place in 2006, organizers of the show would place (and remove) signage
requesting that non "classic" cars park elsewhere, thus keeping open that portion of
Lewis Street for owners and viewers.
Council will recall that there were concerns from business owners on the east side of
Lewis Street about conflicts with the ability to get customers in and out of their
businesses during these events. In an attempt to resolve this, the Council chose to limit
the participation area to south of the alley in that block.
From a policing standpoint, there were no calls that we could find that were directly
attributable to last year's event. The "No Parking After 5:00 PM Wednesday"
restrictions were not subject to police enforcement.
Two businesses that had concerns last year - the Sports Stop and Sausalito's Restaurant-
have been contacted about this year's plans. Mr. Terry Hennen ofthe Sports Stop
indicated that as long as it is the same operation as last year (with restricted parking to
start south of the alley) he had no concerns. I did not receive a response from the
restaurant.
RELATIONSHIP TO VISIONING:
This would potentially support Goal A - Active and healthy community, and Goal B -
High quality of life.
RECOMMENDATION:
I recommend that the voluntary parking restrictions for the Car Cruise on the days listed
below be approved, contingent upon satisfactory provisions for clean-up, establishing an
ending time of 10 PM, and that organizers be responsible for signage and encouraging
non-participant cars to park elsewhere. The dates involved would be:
May 2nd & May 16th
June 6th & June 20th
July 4th & July l8th
Aug. 15t & Aug. 15th
Sept. 5th & Sept. 19th
ACTION REQUIRED:
If the Council concurs, it should, by motion, authorize voluntary parking restrictions for a
"Car Cruise" on Lewis Street from the alley in the 100 block, south to 3rd Avenue, for 15t
and 3rd Wednesdays of each month, from May 3 through September 19,2007.

In cooperation with Good Guys Garage, located in Scott County Mini Storage, Turtle's
would like to pursue a "Car Cruise" event, to take place on the 1 st and 3rd Wednesday of
each month in Downtown Shakopee. This event would be modeled after several others
that take place around the metro area. The event would run from'6pm to 9pm. In order
to create a car show type of atmosphere, which is what makes or breaks these types of
events, we would need cooperation from the Shakopee Police Department to authorize us
to reserve a section of street parking for the cars. Weare NOT interested in street
closure, but rather just the reservation of some street parking. The area we would like
reserved, which is the same as was granted by the Shakopee City Council last year,
would be on Lewis.street from the alley between 1 st& 2nd Avenues to 3rd Avenue. We
have enthusiastic support from the many downtown businesses including Bill's Toggery,
Betti Lu's, American Family Insurance, Pablo's Restaurant and The Coffee Bean Cafe.
They feel as I do that a successful "Cruise Night" would be beneficial for their businesses
as well as the entire downtown.
We are very optimistic ~t we can grow this event to be something the entire city of
Shakopee can embrace and enjoy. Similar events have become huge revenue generators
for all types of surrounding local businesses. Weare optimistic that this event will have
the added benefit of bringing Shakopee citizens to the downtown area that currently. shop
and recreate in other areas of the city.
The dates for this summer would be May 2nd & 16th, June 6th & 20th, July 4th & 18th,
August 1 st & 15th, and September 5th and 19th. If this could come before council at the
Apri117th meeting, that would be great.
The response was tremendous last year and we appreciated your support of this positive
community and business building event. We urge you to allow us to grow on the success
we had last year.
