SUBJECT: Authorize Hiring a Police Records Supervisor

INTRODUCTION:
The Police Department is requesting Council approval to hite Therese Scherer for the newly
created position of Police Records Supervisor.
BACKGROUND:
The Police Department's 2007 budget includes funding for the new position of Police Records
Supervisor. On February 6, the Council approved a job description for the position, plaeed the
position in Grade 6 of the City's Non-Union Pay Plan and directed the Civil Service Commission
to begin the hiring process. The Commission has now completed the testing process and
certified the following eligible register (in alphabetical order):
Stephanie Mellesmoen
Therese Scherer
Minnesota State Statute Chapter 419 requires the Police Civil Service Commission to submit the
top three names listed on the eligible register to the Appointing Authority (City Council), to fill
any vacaney. However, in this ease, there were only two individuals that sueeessfully eompleted
the testing proeess.
Poliee Chief Dan Hughes reeommends hiring Therese Scherer for the position. Ms. Scherer has
been an employee of the City of Shakopee for the past 26 years. She eurrently serves as the
Poliee Department Seeretary.
VISIONING RELATIONSHIP
The hiring and promotion of qualified individuals contributes to a vibrant, resilient and stable
City (Goal D).
RECOMMENDATION:
Staff recommends that the City Council authorize hiring Therese Seherer for the position of
Police Records Supervisor, at Step D of Grade 6 ($50,068) and subjeet'to the required six month
probationary period for Civil Serviee employees. Beeause Ms. Seherer is a eurrent City
employee, no pre-employment screenings are required.
ACTION REQUESTED:
If the Council coneurs, they should, by motion, authorize the hiring of Therese Scherer for the
position of Police Records Supervisor, effective April 16, 2007, at Step D of Grade 6 ($50,068)
ofthe City's Non-Union Pay Plan and subject to the required six month probationary period for
Civil Service employees; and direct the Police Civil Service Commission to begin the hiring
process for the position of Department Secretary.
