Street South, Shakopee
Background
Bill's Toggery, Inc., 138 Lewis Street South, Shakopee, has requested assistance in the form of a deferred loan from
the City's Commercial Exterior Improvement Program (previously the Facade Improvement Program). If the
application is approved, the following work will be done to the exterior of the building:
. New roof on north west quadrant of extension of building built in 1973 (it covers both Ron's Cleaners and
Bill's Toggery).
Two estimates were received: the first was for $23,100 and the second was for $22,650. The program covers 50%
of the total costs, therefore Bill's Toggery, Inc.. would be eligible for $11,325 in the form of a deferred/forgivable
loan.
The Commercial Exterior Improvement Committee (EDAC member, Historic Preservation Advisory Committee
member, Chamber and City Staff) met on Monday, April 7, 2014 and recommended that this loan be approved in
the amount of $11,325.
Action Sought
If the EDA concurs, it should, by motion, approve a Commercial Exterior Improvement Loan in the amount
of $11,325 and authorize the appropriate officials to enter into Repayment Agreement with Bill's Toggery, Inc.

Building Permits & Inspections
Applicant is responsible for obtaining appropriate building permits, per the Shakopee
City Code. In the case of improvements that do not require a city- issued building
permit, the applicant must submit the name and state license number of the contractor
completing the work and agree to an inspection of the work by a city building official.
Loan Disbursement
Awarded loan funds will be dispersed to the applicant upon submittal of receipts or
invoices for supplies purchased and work completed, and verification by the City that
the receipts and invoices are bona fide.
V. Certification
City staff or other authorized representative of the City shall have the right to inspect the
property to be improved at any time from the date of application upon giving notice to
the owner and to occupants.

my /our knowledge. I/We understand that any intentional misstatements will be grounds
for disqualification.
IMe authorize program representatives the right to access the property to be improved
for the purpose of the deferred loan program and to take photographs of the structure
before and after rehabilitation.

made with the loan funds and that the contract for improvements will be solely between
me and the contractor(s). The administering agency will not be liable for the inadequate
performance of the contractor(s).

DATA PRACTICES ACT
The following notice is provided for those applicants for the Shakopee Downtown Fagade
Improvement Program that are individuals. The following does not apply in cases where the
applicant is a non - individual, such as a corporation.

of your rights as they pertain to the private information collected from you. Private data is that information which is

The information collected from you or from other agencies or individuals authorized by you is used to
determine your eligibility for the Fagade Improvement Program.
The dissemination and use of the private data we collect is limited to that necessary for the administration
and management of the Fagade Improvement Program. Persons or agencies with whom this information may be
shared include:
1. City of Shakopee personnel administering the Fagade Improvement Program.
2. Individuals charged by the city with reviewing applications and making recommendations to the Shakopee EDA.
3. Members of the Shakopee Economic Development Authority (only that information needed to approve the
application for loan funds and /or payments to contractors).
4. Federal, State, County, local and contracted auditors.
5. The contract for deed holder (only that you are a loan recipient and the amount of the loan).
6. Law enforcement personnel in the cases of suspected fraud.
7. Those individuals or agencies to which you give your express written permission.

We hereby propose to furnish the material and perform the labor necessary for the completion of:
Low Slope Single Ply Roofing (61 x 27 Areal
1. Provide required building permit.
2. Remove existing cant edge metal and termination bar.
3. Remove existing roofing system down to concrete roof deck.
4. Provide and install 118" per foot tapered polyiso insulation to an average R value of 23.
Insulation to be attached to concrete roof deck using low rise polyurethane foam adhesive.
5. Provide and install reinforced perimeter securement strip.
6. Provide and install 60 mil non - reinforced black EPDM roof membrane. Membrane to be fully
adhered to tapered insulation using solvent based bonding adhesive.
7. Provide and install aluminum termination bar at roof to wall transitions.
8. Provide and install custom 24 gauge prefinished steel scuppers.
9. Provide and install custom 24 gauge prefinished steel cant edge flashing.
10. Provide and install custom 24 gauge prefinished steel counter flashing over termination bar.
11. Provide manufacturer's 15 year total system warranty covering defects in labor and
materials. Warranty excludes accidental punctures and damage from wind higher than 55
miles per hour.
12. Building owner to remove catwalk prior to construction.
13. Proposal includes to infill door with wood framing and to install a 24 gauge prefinished
sheet of metal over framing

Gutter Replacement
1. Remove existing gutter and downspouts.
2. Provide and install 6" K style prefinished aluminum seamless gutter.
3. Provide and install prefinished aluminum 3"x4" downspouts to lower roof level.

Scheduling is affected by weather.
A service fee of $350.00 will be charged for all service calls (except those covered under warranty). Any additional work
ordered by the customer not covered by the warranty shall be billed at Allstar's rate for labor and materials.
We propose to famish labor and materials — complete in accordance with the above specifications with payment to be made
as follows: 50% downpayment at start of work and balance due upon completion.
All material is guaranteed to be as specified. All work shall be completed in a workmanlike manner according to standard
practices. Limited to the percent allowable by law, a 1 Y2% monthly service charge will be added to any outstanding
balance not paid within thirty (30) days of when due. This proposal must be accepted within thirty (30) days or it is
automatically withdrawn.
