Mayor and City Council Mark McNeill, City Administrator 04/15/2014 Shakopee Downtown Partnership Classic Car Cruise -2014 (A & D) Action Sought The Council should authorize a street closure and use of sidewalks in the downtown area to facilitate the "Classic Car Cruise" (displays of hot rods and custom cars) on specific Friday nights during the summer on Lewis Street. Background For the past several years, Bryan Turtle has received permission from the City Council to block off portions of downtown streets to allow for the parking and display of custom cars and hot rods. The number of downtown streets which are proposed for barricading is the same this year, as in 2013 - -only Lewis Street from First Avenue to Third is needed. As long as 1 st Avenue remains open to traffic, the owner of the Sports Stop indicates no need for reserved parking on Lewis Street. The adjacent Mexican restaurant has also been made aware of the planned event. Assistance would be provided by one off duty police officer, the costs of which would be paid for by the organizer. The organizer would also reimburse for the cost of any portable toilets, and will provide the necessary liability insurance. If additional clean-up is needed from City crews, the organizers would be billed for that. This has not been necessary during the past years. The Cruise is proposed to be shorter in duration this year - -to run from 6 pm until 9 pm, which is a closing one hour earlier than in previous years. The off -duty police officer and volunteer parking monitors will help to direct traffic. In addition, there are only six nights proposed for this year (previous events ran into September). This years requested dates are: June 13th and 27th July 11th and 25th August 8th and 22nd All other on- street and the parking lot spaces would be available for patrons, viewers, and overflow of the display cars, should those be necessary. There will be a small number of spaces in the public parking lot across from Bill's Toggery reserved for residents of downtown apartments who request reserved parking permits. The City of Shakopee will be listed as an "additional insured" for the purposes of liability insurance. Recommendation In order to accommodate the Classic Car Cruise, I recommend approval of the request to close Lewis Street from First to Third Avenues from 6 to 9 PM, on the 6 dates listed above. Budget Impact So that the event is "revenue neutral" for the City, the costs that the City incurs will be reimbursed from the organizers. These expenses have not been an issue in previous years. Relationship To Visioning This supports Goal A "Keep Shakopee a safe and healthy community, where residents can pursue active and quality lifestyles ", and Goal D, "Maintain, improve, and create strong partnerships with other public and private sector entities." Requested Action If the Council concurs, it should, by motion, authorize the closure of Lewis Street from First and Third Avenues on alternating Friday nights from 6 to 9 PM, beginning June 13th and ending August 22, 2014, for the Shakopee Downtown Classic Car Cruise.
