SHAKOPE TO: Mayor and City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director DATE: 04/15/2014 SUBJECT: Approve Trail Extension Quarry Lake to Gateway Drive Consultant Contract, Project No. 2014 -7 (E) Action Sought Authorize the appropriate City officials to execute the Consultant Contract with WSB & Associates, Inc. for the Trail Extension Engineering Services from Quarry Lake to Gateway Drive. Background Earlier this year, the City was awarded a $100,000.00 grant from the Shakopee Mdewakanton Sioux Community (SMSC) for a trail connection from Quarry Lake to Gateway Drive. This trail extension will be a continuation of a trail designed with the Valley Park Business Center Project. Staff has obtained a proposal from WSB & Associates, Inc. for the trail design and construction surveying services. Staff is not available to design the trail and the cost can be included as a cost to be reimbursed by the SMSC grant. Attached to this memo is the proposal detail services and costs and a map showing the location of the trail. The location of this trail design will be through Outlots A & B Valley Park 13th Addition. The City has a Drainage & Utility Easement over the entire Outlots and is working with the land owner to secure a trail easement once the design is done. Recommendation Staff recommends to execute the Extension Agreement with WSB & Associates, Inc. as City staff is not available. Budget Impact Expenditures such as on bids to construct the trail and engineering services may be used with the $100,000.00 SMSC grant. Potentially, it could affect the Capital Improvement Fund if project costs go over $100,000.00. The areas for this work are shown in red on the attached figure and will be coordinated with the areas shown in yellow and blue: • Red trail area: Proposed construction • Yellow trail area: Trail to be completed with Valley Park Business Center Project • Blue trail area: Future trail for access to bridge overpass across HWY 169 Scope and Project Understanding: Topographic Survey: • WSB will complete a topographical survey of the project area. • Survey will include all shots necessary to prepare a set of construction plans including: 1. Shots at all match in points 2. Shots to establish existing vertical and horizontal alignment 3. Property irons to establish existing right -of -way 4. Cross sections 5. Public and private utilities including pipe and structures. 6. Boring locations (coordinate with Geotechnical company) 7.
