Action Sought
In preparation for its April 1st workshop meeting, the Council should review information relevant to its
participation in the Scott County Association for Leadership and Efficiency (SCALE)
Background
The Scott County Association for Leadership and Efficiency (SCALE) was formed in 2003, in response to local
units of government looking for partnership ways to improve services and reduce costs. Initially, it was a coalition
of the seven incorporated cities in Scott County, and Scott County. In the ensuing years, school districts, private
schools, the Scott County Township Association, water management organizations, the Shakopee Mdewankanton
Sioux Community, Three Rivers Park District, the Metropolitan Cities organization, and similar groups have
joined.
It divides its efforts into a number of issue areas:
• Communication and Education
• Transportation and Economic Development
• Service Delivery
• Quality of Life
Amongst its accomplishments are:
• Public Safety training - specifically, the Regional Training Facility (RFT) near Jordan
• A Shared Public Safety Information System
• 800 MHz radio system
• Shared Information Technology
• The Investigation of a higher education partnership
• Emergency Management enhancements
• Surface Water Management Partnerships
• Participation in Greater MSP (Economic Development)
• First Stop Shop (Economic Development)
• Establishment of a "social host" ordinance
Impacts On Shakopee
There are many benefits that Shakopee has derived from membership in SCALE:
Public Safety Training
The establishment of the Regional Training Facility (RTF) near Jordan has allowed Shakopee to participate jointly
in training opportunities more quickly, and less expensively, than it might have been able to do on its own.
Fire -- Shakopee's Fire Station #1 is better equipped for internal training than most are other fire stations. For
example, the SFD has its own search and rescue room, a rooftop simulator, and a confined space room.
However, the RTF offers a burn tower with fire burner "props" that would be expensive to duplicate elsewhere. The
SFD typically uses the RTF three or four times a year for live burn training. The exceptions would be when a
vacant house is donated for practice locally; however, those are becoming more difficult to obtain.
Shakopee Fire Department uses the RTF props for practicing on propane and car fires. Recently, a rail tank car
has been added as a training opportunity. SFD uses the RTF driving simulator, and classrooms for Fire Fighter 1,
Fire Fighter 2, and First Responder training. Prior to the RTF, classroom training was done in -house in conjunction
with other Scott and Carver County fire departments, and locations needed to be rotated. With the RTF, a single
standard location is possible.
Police - -The RTF provides a number of opportunities which would be difficult for Shakopee PD to offer
individually - It has two firing ranges, including a 200 yard range which would otherwise require SWAT and
designated snipers to travel to Camp Dodge, IA or Camp Ripley, MN. The RTF ranges allow for "real life"
simulations, such as shooting from squad cars, and while moving. Having a shooting range this close to Shakopee
allows for new employees, or those returning from light duty, an opportunity to re- qualify much more quickly than
they would otherwise.
In addition to classroom training, the RTF also provides an obstacle course for physical fitness. Police officers also
practice defense tactics and "simunition" training.
In addition to police and fire, the RTF also has training props for Public Works employees related to safety training.
Economic Development
Shakopee has specifically benefited from SCALE relating to economic development. The transportation and
economic development function of SCALE has created the First Stop Shop, which was essential
to Shakopee's attraction of new businesses and jobs over the past 18 months. In addition, SCALE was responsible
for installing a "fiber optic ring ", which allows high speed computer connections between Scott County cities, and
the outside world. Without it, developments such as Shutterfly, Rosemount/Emerson, Datacard,
and CenturyLink Data Centers would likely not have chosen Shakopee.
SCALE has also allowed for training of elected and appointed officials in its "Legos" sessions, now in its 6th year.
This has helped to educate those in a policy - making position in issues regarding land -use, economic development,
and transportation.
Culture
Perhaps the most important contribution of SCALE has been the sharing culture that it has created for County's
public agencies. SCALE members are unparalleled in their ability to cooperate. Cities are now used to
collaborating with each other on training, the sharing of equipment, and sharing of information, which is unusual in
other places.
SCALE comprises a collaborative venture which is not duplicated anywhere else in Minnesota, and perhaps the
nation. It is a model to which many others have aspired.
Attached to this memo is a Power Point presentation, and a copy of the RTF Joint Powers Agreement, which
provides more information on what SCALE is, and does.

and Efficiency (SCALE)

Budget Impact
As are most programs of value, SCALE is not without cost. Each city, the County, and SMSC contributes toward its
operation through annual dues. In the early years, the cities' annual dues were $35,000. However, in 2011, 2012
and 2013, the annual SCALE dues have been reduced to $20,000. The dues are used primarily for the
Transportation and Economic Development functions.
In addition, Shakopee was had Regional Training Facility contributions in the amount of $63,376 annually for each
of the three above - listed years. The first RTF fees were based on valuation, but later amendments factored in the
number of police officers and fire fighters (this was modified after the SMSC joined SCALE). As other cities have
grown, their proportional contributions are affected.. As a result, Shakopee's RTF fees have actually been reduced
been somewhat over the years; as a comparison, Shakopee's RTF fees in 2008 were $71,076.
Conversely, Shakopee benefits financially by its participation. Unfortunately, the training savings for police and
fire are difficult to calculate. However, one example of direct savings is what Shakopee's share might have been,
regarding the recently approved public safety dispatch software. Without SCALE, it is estimated that Shakopee's
share would have been in excess of $75,000. As a result of the SCALE philosophy, the costs were not directly
assessed back to any of the cities..

D. Maintain, improve and create strong partnerships with other public and private sector entities.
Requested Action
At it's workshop on April 1st, City Council will have an opportunity to tour the RTF. SWAT Commander and
Firearms Instructor Sgt. Fred Radde, and Fire Training Chief Ryan Ytterness, will accompany the City Council on
its tour of the RTF.
