SUBJECT: Approval of Starting Wage for Newly Promoted Foreman (E) (Personnel)
Action Sought
The Council is asked to authorize the promotion of Keith Raines and Jamie Theis to the position Foreman within
the Public Works Department, at Step C of Grade 6 of the 2014 Non -Union Pay Plan, effective March 24, 2014.
Background
The adopted 2014 budget includes funding for the promotion of two individuals to the position of Foreman, which
is a non - union, front -line supervisory role within the Public Works Department. The Council has previously
approved the position description and placed the position in Grade 6 of the Non -Union Pay Plan. The positions
were posted internally and interviews were conducted. As a result, current Maintenance Operators Keith Raines
and Jamie Theis have been selected for the two positions.
However, in order for these two individuals to earn more than Lead Maintenance Operators, a non - supervisory
position that is the next -step down in the organizational structure; their starting wage must be above the half -way
point of the pay grade. This requires Council approval.
Budget Impact
The 2014 budget for the Public Works Department includes a total of $10,000 to fund these two promotions. That
is sufficient to support the added cost of promoting two employees and placing them both Step C of Pay Grade 6
($29.74 per hour).
Relationship to Vision
This item relates to Goal E: Deliver effective and efficient public services by a staff of well- trained, caring and
professional employees.
Requested Action
The Council is asked to authorize the promotion of Keith Raines and Jamie Theis to the position of Foreman within
the Public Works Department, at Step C of Grade 6, of the 2014 Non -Union Pay Plan, effective March 24, 2014.
