Offer Resolution No. 7432, A Resolution Approving Plans and Specifications and Ordering Advertisement for Bids
for the 2014 Street Reconstruction, Project No. 2014 -1, and move its adoption.
Background
On January 21, 2014, Council adopted Resolution No. 7402, a resolution receiving a report and calling for a public
hearing on the 2014 Street Reconstruction Project. On March 4, 2014, a public hearing was held and at that
meeting, City Council did adopt Resolution No. 7420, a resolution ordering the improvements and the preparation
of plans and specifications for this project.
Staff has completed the plans for the 2014 Street Reconstruction Project and would request that City Council
approve the plans and authorize advertisement for bids, with the intent to have the bids be considered at the May 6,
2014 Council meeting for the work to be done yet this summer. Due to Chapter 429 requirements, the City must
advertise the project for 21 days. The main issues from the March 4, 2014 public hearing were the Atwood Street
Width question and the removal of diagonal parking along Fuller Street by St. John's Church.
Attached is a memo in regards to Atwood Street and the street width question. Staff does recommend a 37 foot
back of curb to back of curb width which is the same width on Atwood Street from last year's project and is wide
enough to handle the traffic. Staff is also recommending to install diagonal parking similar to what exists today and
after meeting with church officials on their needs. Attached to this memo is a location map of the project
and diagonal parking area on Fuller Street for St. John's church.
Pushing the approval of plans back another Council meeting most likely will result in higher bids.
Recommendation
Offer Resolution No. 7432, A Resolution Approving Plans and Specifications and Ordering Advertisement for Bids
for the 2014 Street Reconstruction, Project No. 2014 -1, and move its adoption.
Budget Impact
If the project is approved, it will be funded by the Sanitary Sewer Fund, Storm Sewer Fund, Special Assessments,
Shakopee Public Utilities and the Capital Improvement Fund.
Relationship to Vision

WHEREAS, pursuant to Resolution No. 7420 adopted by City Council on March 4th,
2014, Bruce Loney, Public Works Director has prepared plans and specifications for improvements
for the 2014 Street Reconstruction Project, which includes 7 Avenue and Shakopee Avenue from
Apgar Street to Fuller Street, Apgar Street & Scott Street from 7 Avenue to 10 Avenue, Atwood
Street from 6 Avenue to Shakopee Avenue, Fuller Street from 6 Avenue to 8 Avenue by
installation of sanitary sewer, watermain, storm sewer, street reconstruction, concrete curb & gutter,
aggregate base, bituminous paving, concrete sidewalk and any appurtenant work and has presented
such plans and specifications to the Council for approval.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SHAKOPEE, MINNESOTA:
1. Such plans and specifications, a copy of which is on file and of record in the Office
of the City Engineer, are hereby approved.
2. The City Clerk shall prepare and cause to be inserted in the official paper and on
questcdn.com an advertisement for bids upon the making of such improvement under such
approved plans and specifications. The Advertisement for Bids shall be published as required by
law.

From the March 4 2014 Public Hearing on the 2014 Street Reconstruction Project and
particularly discussion on the street width for Atwood Street, staff has done some
additional research. The following information is on the proposed street width for 36 feet
face to face of curb or 37 feet back to back for Atwood Street:
1. Atwood Street from 10 Avenue to Shakopee Avenue was reconstructed last year
to a street width of 36 feet face to face of curb or 37 feet back to back.
2. Street width comparisons of cities adjacent to Shakopee are as follows:
a. Prior Lake -
Residential is 28 - 32 feet, Minor Collector is 36 feet
b. Savage -
Residential is 28 - 32 feet, Minor Collector is 36 feet
c. Chaska -
Residential is 32 feet, Minor Collector is 36 feet
d. Chanhassen -
Residential is 31 feet, Minor Collector is 36 feet
3. A Minor Collector usually would have a traffic volume of 2,000 cars or more. The
Atwood Street connection has a traffic volume from 800 -1,000 cars a day in our
estimation.
The proposed street width for Atwood Street is the City's Standard of 36 feet Residential,
which is the street width for Minor Collectors of the neighboring four communities to the
City of Shakopee. This information is being provided to Council as staff does still firmly
believe and recommend the street width of 36 feet for Atwood Street in the 2014 Street
Reconstruction Project.
