SHAKOPEE TO: Mayor and City Council FROM: Mark McNeill, City Administrator DATE: 03/18/2014 SUBJECT: Service Plaques - -City Boards and Commissions Introduction At its meeting of March 18th, Mayor Tabke will recognize retiring volunteers of various Boards and Commissions as well as those who served on the recently disbanded Historic Preservation Advisory Commission, the Telecommunications Advisory Commission and the Transit Commission. Background Citizens who have served a complete term on various City Advisory Boards and Commissions are traditionally presented with a plaque of appreciation for their service. Those who served on the recently disbanded Historic Preservation Advisory Commission, the Telecommunications Advisory Commission and the Transit Commission will also be presented with a plaque of appreciation for their service. Link Revokable Trust Agreement (B) Action Sought Staff requests that the City Council review and authorize the conveyance of property located in South Parkview 1st Addition. Discussion Link Construction, Inc. had submitted an application for a vacation of public right -of -way/ drainage and utility easements in South Parkview 1st Addition (Vierling Drive and Park Circle & Park View Terrace). The reason for vacating the 13th Avenue right -of -way and easements in the subdivision was due to Vierling Drive's realignment to the south in the 1990's. This vacation request was approved in November, 2013. An additional action that is necessary prior to the recording of South Parkview 5th Addition involves the conveyance of a segment of city owned land. Considerations In reviewing the Final Plat of South Parkview 5th Addition, it was discovered that a small segment of land on the south side of the now vacated 13th Avenue right -of -way, located in Outlot E of South Parkview 1st Addition, is included in proposed Lot 21, Block 1, of South Parkview 5th Addition. This triangular shaped segment of property is approx. 30 feet by 80 feet, and essentially is not of any interest to the city; therefore, staff is recommending that the City Council support the conveyance of this property to Helen C. Link Revocable Trust Agreement, who is the property owner of Outlot D, South Parkview 1st Addition (property proposed to be platted as South Parkview 5th Addition). The conveyance of property is necessary for recording the South Parkview 5th Addition Plat. Alternatives 1. Authorize the conveyance of deed concerning property in South Parkview 1st Addition, and direct staff to sign the deed. 2. Authorize the conveyance of deed concerning property in South Parkview 1st Addition, and direct staff to sign the deed, subject to revised conditions. 3. Do not authorize the conveyance of deed. 4. Table the decision to allow staff or the applicant time to provide additional information. Action Requested Authorize the conveyance of deed concerning property in South Parkview 1st Addition, and direct staff to sign the deed, and move its adoption.
