Action Sought
Offer Res. No. 7420, a resolution ordering an improvement and preparation of plans and
specifications for the 2014 Street Reconstruction Project, Project No. 2014 -1, and move its
adoption.
Background
On September 17, 2013, City Council ordered the preparation of a preliminary engineering report
for the 2014 Street Reconstruction Project. The report was completed and accepted by City
Council on January 21, 2014. This proposed project includes reconstructing the following streets:
• 7th Avenue and Shakopee Avenue from Apgar Street to Fuller Street
• Apgar Street & Scott Street from 7th Avenue to 10th Avenue
• Atwood Street from 6th Avenue to Shakopee Avenue
• Fuller Street from 6th Avenue to 8th Avenue
On February 11, 2014, staff conducted an informational meeting for the property owners being
affected by the proposed project. Approximately 15 residents attended the meeting. The residents
in attendance at the informational meeting had some general questions regarding the design,
construction schedule and assessment payments. One note - worthy item on this reconstruction
project is the amount of sidewalk to be removed due to a lack of connectivity.
As per Resolution No. 7402, a resolution receiving a report and calling for a public hearing on the
2014 Street Reconstruction Project, Project No. 2014 -1, a public hearing is scheduled for March
4, 2014. This agenda item is to conduct the public hearing for the proposed improvements
associated with the 2014 Street Reconstruction Project and pass Res. No. 7402, a resolution
ordering an improvement and preparation of plans and specifications for the 2014 Street
Reconstruction Project. This is a Council initiated project that requires a super - majority vote to
move forward.
Recommendation
Offer Resolution No. 7420, a resolution ordering an improvement and preparation of plans and
specifications for the 2014 Street Reconstruction Project, No. 2014 -1 and move its adoption.
Budget Impact
The total estimated project cost for the 2014 Street Reconstruction Project is $2,786,860.00.
The project is proposed to be funded as follows:
30% of the street improvement for a residential street ($456,960.00) will be assessed to the
benefiting properties. The remaining costs associated with the street improvements will be paid
from the Capital Improvement Fund ($1,159,040.00).
Storm sewer improvements ($231,100) will be paid from the Storm Sewer Fund. Watermain
improvements ($561,760.00) will be funded by Shakopee Public Utilities. Sanitary sewer
improvements ($378,000.00) will be paid from the Sanitary Sewer Fund.
Relationship to Vision
This supports Goal E: "Deliver effective and efficient public services by a staff of well - trained,
caring, and professional employees."
Requested Action
Offer Res. No. 7420, a resolution ordering an improvement and preparation of plans and
specifications for the 2014 Street Reconstruction Project, Project No. 2014 -1, and move its
adoption.

Project No. 2014 -1
WHEREAS, Resolution No. 7402 adopted on January 21, 2014, fixed a date for Council
hearing on the proposed improvement of the 2014 Street Reconstruction Project and all appurtenant
work; and
WHEREAS, ten days published notice of the hearing through two weekly publications of
the required notice was given and the hearing was held on the 4th day of March, 2014, at which all
persons desiring to be heard were given an opportunity to be heard.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SHAKOPEE, MINNESOTA:
1. That the improvement is necessary, cost effective and feasible and is ordered as
hereinafter described:
2014 Street Reconstruction Project and all appurtenant work.
2. Bruce Loney, Public Works Director, is hereby designated as the engineer for this
improvement. He shall prepare plans and specifications for the making of such improvements.
3. The work of this project is hereby designated as part of the 2014 -1 Public Improvement
Program.
4. The City Council shall let the contract for all or part of the improvements as authorized
by Minnesota Statutes 429.041, no later than three years from the date of adoption of this resolution.
