No. 7422 (Public Works & Engineering) Action Sought Approve Resolution No. 7422, which accepts the bids and awards a contract for the 2014 Cured -In -Place -Pipe, Project No. 2014 -4; and approve a 5% contingency amount on this project for use by the City Engineer in authorizing change orders or quantity adjustments on this project. Background On January 21, 2014, City Council adopted Resolution No. 7401, which approved the plans and specifications and authorized staff to advertise for bids for the 2014 Cured -In -Place -Pipe, Project No. 2014 -4. The project includes using trenchless technology to rehabilitate the sanitary sewer identified on the attached map. On February 25, 2014, a bid opening was held for the 2014 Cured -In -Place -Pipe Project, in which there were 5 bids opened for this improvement project. The bids are summarized in the attached resolution. From the bid opening, the low bidder is Insituform Tech USA, Inc. with a bid of $508,402.00. The Engineer's estimate for this project was $580,000.00. 100% of the project costs will be paid from the Sanitary Sewer Fund. If Council awards the contract, staff is also requesting a contingency amount equal to 5% of the contract to cover minor change orders and quantity adjustments that may occur on the project. Recommendation Staff recommends approving Resolution No. 7422, which accepts the bids and awards a contract for the 2014 Cured -In -Place -Pipe, Project No. 2014 -4; and approve a 5% contingency amount on this project for use by the City Engineer in authorizing change orders or quantity adjustments on this project. Awarding a contract at this time, assists the contractor and staff in preparing for the work this summer. Budget Impact 100% of the project costs will be paid from the Sanitary Sewer Fund. Relationship to Vision This supports Goal E: Deliver effective and efficient public services by a staff of well- trained, caring and professional employees. Attachments: RESOLUTION NO. 7422 LOCATION MAP RESOLUTION NO. 7422 A Resolution Accepting Bids For For The 2014 Cured -In -Place Pipe Project No. 2014 -4 WHEREAS, pursuant to an advertisement for bids for the 2014 Cured -In -Place -Pipe, Project No. 2014 -4, bids were received, opened on February 25, 2014, and tabulated according to law, and the following bids were received complying with the advertisement: Bidder Amount INSITUFORM TECH USA INC $508,402.00 VEIT & COMPANY, INC $568,685.00 SAK CONSTRUCTION LLC $595,055.18 LAMETTI AND SONS INC $616,604.00 VISU -SEWER $702,772.20 WHEREAS, it appears that Insituform Tech USA, Inc. 1177 Birch Lake Blvd. N., White Bear Lake, MN 55110, is the lowest responsible bidder for the 2014 Cured -In -Place -Pipe Project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. The appropriate City officials are hereby authorized and directed to enter into a contract with Insituform Tech USA, Inc. in the name of the City of Shakopee for the 2014 Cured - In -Place -Pipe Project according to the plans and specifications therefore approved by the City Council and on file in the office of the City Clerk.
