SUBJECT: Authorization to Promote to Maintenance Operator - Scott Blom

INTRODUCTION:
The City Council is asked to approve the promotion of Mechanic's Apprentice Scott Blom to the
position of Maintenance Operator within the Public Works Department.
BACKGROUND:
There are currently three vacancies for the position of Maintenance Operator in the Public Works
Department. One application was received in response to the internal posting for this position
and that was from Scott Blom who currently works for the department as a Mechanic's
Apprentice. Mr. Blom was interviewed by Public Works Supervisor Mike Hullander and Street
Supervisor Dave Rutt and is being recommended for promotion to fill one of the three open
positions. The remaining two openings have been posted externally and staff is currently
reviewing applications received in response to that positing.
RECOMMENDATION:
Staff recommends that the City Council authorize promoting Scott Blom to the position of
Maintenance Operator, at wage step 1 of the current labor contract ($17.735 per hour) and
subject to a one-year probationary period. Given the current workload ofthe department, Mr.
Blom's appointment to Maintenance Operator will become effective once his current position as
a Mechanic's Apprentice can be filled.

ACTION REQUESTED:
If the Council concurs, they should, by motion, authorize the promotion of Scott Blom to the
position of Maintenance Operator, at wage step 1 of the current labor contract ($17.735 per hour)
and subject to a one-year probationary period.
