SUBJECT: Purchase Asphalt Roller and Transport Trailer
DATE: March 20, 2007
INTRODUCTION:
The Public Works Department is requesting City Council authorization to purchase a new
vibratory roller compactor and transport trailer as identified in the 2007 Capital
Equipment Budget - Street Division.
BACKGROUND:
The Street Division of the Public Works Department has included $37,000.00 in the
Capital Equipment Budget for purchasing one new vibratory roller compactor and tip
trailer for transport.
The Street Division currently has a 1996 Beuthling roller compactor which is used for
asphalt compaction for large and small street repairs. Our existing Beuthling roller is in
poor condition and due to the hydraulics, trailer arm assembly and drive train this unit has
become unreliable and is experiencing considerable downtime. Staff is requesting to up-
grade to a slightly heavier model for better compaction when doing larger repairs. The
Street Division is also requesting to purchase a low profile tilt trailer for transporting the
unit, although the Beuthling's transport package was expected to create efficiency in
operations the opposite has happened due to the heavy vibrations and unreliability of the
hydraulically operated wheels and tow-arm. Staff is frustrated that the condition of the
trailer arm assembly only allows them to travel at speeds around 10 miles per hour to get
to the rural subdivisions due to the high vibrations which cause unsafe travel conditions.
Staff has researched the State Bid Pricing for comparable rollers and trailers and is
recommending purchasing from St. Joseph Equipment, Inc. a Case DV201 Roller
utilizing State Contract # 437114; pricing is valid through March 31, 2007. As stated
before this unit has a slightly heavier working weight than similar models for better
compaction on larger repairs. Staff is also requesting to purchase a Quipnet model
QT12T tip trailer utilizing State Contract # 437280; pricing is valid through April 30,
2007. Total cost for Roller and Trailer with trade is as follows:

TOTAL COMBINED PRICE: $34.584.48
ALTERNATIVES:
1. Authorize staff to purchase one (1) new Case DV201 Roller and one
(1) new Quipnet QT-12T Trailer from St. Joseph Equipment, Inc. for
the combined total price of $34,584.48.
2. Deny the request.
3. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative number 1.
ACTION REOUESTED:
Move to authorize staff to purchase one (1) new Case DV201 Roller and one (1) new
Quipnet model QT-12T Trailer from St. Joseph Equipment, Inc. for the purchase price of
$34,584.48. With the cost to be expended from the Capital Equipment Fund.
