SUBJECT: Appointments to Boards and Commissions -- Res. No. 7413 (F)
Action Sought
The Council is asked to consider Resolution No. 7413, making appointments to expiring terms on
various boards and commissions.
Background
Various terms on boards and commissions expire February 28, 2014, or until their successors are
appointed and qualified.
On February 12th, an interview panel consisting of Councilors Mike Luce and Kathi Mocol and a
representative from the boards and commissions interviewed a total of 13 applicants. An
additional candidate is to be interviewed on February 18.
After reviewing the qualifications, the interview committee is making the following
recommendations: (Appointments to the EDAC will take place at the Economic Development
Authority meeting)
Planning CommissionBOAA — Michael Klemm *, Mark Seifert
Park and Recreation Advisory Board — Jeremy Casper, Aaron Freng, Mark Hill*
Shakopee Public Utilities Commission — (To be determined following final interview.)
Police Civil Service Commission — (To be determined following final interview.)
Environmental Advisory Committee — (To be determined following final interview.)

Because one candidate will not be able to be interviewed until the evening of the February 18
City Council meeting, this item will not be presented under "Consent"
DETERMINING SUCCESSFUL CANDIDATES
OPTION 1
According to Resolution No. 2206, if there is more than one person nominated for an
opening, the City Clerk shall distribute paper ballots, upon which each Council member
shall write his or her preference for the appointment to the opening and sign their name. The
Mayor shall then open the paper ballots and announce how the votes were cast. If the
person receiving the most votes does not have a majority vote of the Council members
present, then there shall be a second paper vote between the top two candidates. If the vote
is a tie between the top two candidates, there shall then be additional paper votes between
the top two candidates, until a winner is determined. After a candidate has received a
majority vote on a paper ballot, the Mayor shall announce his or her name and the fact that
he or she has a majority vote. All ballots shall be retained by the City Clerk in accordance
with the City's Records Retention policy.
After it has been determined who the candidates are that have received the majority vote,
their names should be inserted into Resolution No. 7413.
OPTION 2
In the alternative to the ballot procedure described above, City Council could concur with
the recommendations of the interview panel and adopt Resolution No. 7413 incorporating
the recommendations.
Recommendation
OPTION 1: (if determining appointees by voting):
a. Complete 1st ballot
b. Conduct additional ballots as needed.
c. Insert the names of the top vote getters into Resolution No. 7413.
d. Adopt Resolution No. 7413.
OPTION 2: (if concurring with recommendations of the interview panel):
Concur with the recommendations of the interview panel and offer Resolution No. 7413, A
Resolution Appointing Individuals to Various Boards and Commissions, and move its adoption.

This is a housekeeping item (F).

Based on the selected option, Council is asked to adopt a Resolution appointing individuals to the
City's various boards and commissions.

A RESOLUTION APPOINTING INDIVIDUALS TO VARIOUS BOARDS AND COMMISSIONS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,
MINNESOTA, that the following appointments are hereby made:
Michael Klemm and Mark Seifer are appointed to the Planning Commission /BOAA for
four -year terms expiring February 28, 2018.
2. Jeremy Casper, Aaron Freng and Mark Hill are appointed to the Park and Recreation
Advisory Board for three -year terms expiring February 28, 2017.
3. and are appointed to the Shakopee Public Utilities
Commission for three -year terms expiring March 31, 2017.
4. is appointed to the Police Civil Service Commission for a three -year
term expiring February 28, 2017.
5. is appointed to the Environmental Advisory Committee for a three -year
term expiring February 28, 2017.
6. is appointed to the Environmental Advisory Committee to fill the
unexpired term of Eric Burfeind, expiring February 28, 2016.
Adopted in adjourned regular session of the City Council of the City of Shakopee, Minnesota,

A RESOLUTION APPOINTING INDIVIDUALS TO VARIOUS BOARDS AND COMMISSIONS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,
MINNESOTA, that the following appointments are hereby made:

A RESOLUTION SEITING FORTH CITY COUNCIL
PROCEDURAL POLICY ON APPOINRgRM TO
CITY HOARDS AND COPMtISSIONS
WHEREAS, in accordance'with the City Code, the Shakopee City Council
has the authority and obligation to appoint persons to the various City
Boards and commissions; and
WHEREAS, the City Council desires to establishes procedure for the
appointment of persons to the various City boards and commissions.
NOW, TMiTEFORE, BE IT RESOLVED, that the Shakopee City Council hereby
establishes the following procedure to appoint persons to the various City
boards and commissions:
1. When an appointment is required, the City Administrator
shall notify the City Council as early as possible
before the appointment is put on the City Council agenda.
2. The City Council shall make an appointment to a City
board or commission only if the appointment appears
on the printed agenda of that meting or if the appoint=
ment was tabled from a previous meting.
3. The City Council shall follow Roberts Rules of Order,
Newly •Revised, in making nominations for any appoint-
ment to be filled. Any Councilmember can'nominate
an individual and the nomination must be seconded_by
another member. Each Councilmember who nominates a
person for an appointment should either pass out a
resume of that person to the other Councilmembers or
be able to recite some background information about
the nominee.-
A motion to close nominations can be made and seconded
at any time after each Councilmember present has been
polled for a nomination. Once nominations are closed, no
further applications will be received and vote will be
•made at the next Council meeting.
4. After nominations have been closed, if there is more
than one person nominated for an appointment, the
City Clerk shall distribute paper upon which each
Councilmember shall write his preference for the
.appointment and sign their name.
5. The Mayor shall open the paper ballots and announce how
the votes wera:_cast -:,t .-
6. If the person receiving the'•most votes does not have
a majority vote of the Councilmembers present, then
there shall be a second paper vote between the top two
candidates. If the vote is a tie between the top two
candidates, there shall then be an additional paper
vote between the top two candidates. -

7. After a candidate has'received a majority vote.on a
paper ballot, the Mayor shall annouce his or her
name and the fact that he or she has a majority. vote.
At that time, a motion is in order to appoint that
person to the position. This motion shall be voted
on and if the person receives a majority, he or she
is then appointed.
B. All ballots shall be turned over to the City Clerk
and be properly filed.
9. Upon majority vote of the Councilmembers present, the
Council may waive the procedural policy on appoint-
ments to pernit nominations, voting and appointment
all to occur at the same Council meeting.
BE IT FMTHER RESOLVED that Resolutions 1562 and 1969 are hereby repealed
in their entirety.
Adopted in regular session of the City Council of the City of Shakopee,
Minnesota, held this 3rd day of January, 1984.
