Action Sought
The City Council is asked to consider a partnership with Three Rivers Park District on the dog
park annual passes and daily fees.
Background
During the development of the plans for Southbridge Community Park (SCP) the idea of charging
a fee for the dog park was supported by members of the dog park committee and the Shakopee
Police Department. At the November 18th, 2013 meeting the PRAB voted 4 -3 to charge an
admission fee for the use of the dog park. Staff had been pursuing a potential partnership with
Three Rivers Park District on the dog park season passes as a recommendation from the dog park
committee. At the November meeting the board also recommended 4 -1 (2 abstaining) that staff
should move forward in the pursuit of a partnership with TRPD.
Discussion
On February 6, 2014 the TRPD Board of Commissioners was presented with the potential
partnership. The memo from Mark Themig, General Manager of Scott County Parks is attached.
The proposal stated that if the partnership was supported and the City chose to move forward with
charging a fee for the dog park, the City would install a "LUKE" automated pay station that could
be linked to the TRPD's system. The pay station could also be linked to the City's system is
desired. The pay station would track daily fees. The City would retain the daily pass revenue
collected at the automated pay station. In addition, if the City sold annual passes at the
Community Center the City would retain 50% of the annual pass revenue. The City would be
responsible for the maintenance and management fees of the automated pay station. The TRPD's
Board of Commissioners was unanimously supportive of the idea.
The partnership was presented to the PRAB on February 10, 2014. The PRAB commented that
they would like to see the Parks and Recreation Department also be able to sell the passes on
line. This item will have to be further discussed with TRPD if the City Council authorizes staff to
negotiate an agreement with TRPD for the revenue generated from the dog park passes. The
PRAB is recommending the partnership to the City Council.
If the partnership with TRPD is supported this would provide a unified, consistent fee program
throughout Scott County. The partnership would also allow the users of the SCP dog park the
flexibility to utilize the dog parks managed by TRPD in Scott County and throughout the Metro
area.
Budget Impact
The cost to initially install the "LUKE" is approximately $18,000 which could become part of the
Southbridge Community Park project cost. The cost for the pay station could also be funded
utilizing funds budged in the park development general fund budget. TRPD also provided the City
with the cost of the automated pay station that was recently installed at Spring Lake dog park.
This dog park is in Scott County and is very similar in size to the proposed dog park at SCP. The
annual revenue for Spring Lake dog park for 2013 was approximately $3600. The monthly fee for
the automated pay station is between $75 -$100 and includes the secure connection line from the
LUKE to TRPD's credit card merchant provider and credit card transactions. In addition there are
approximately $250 annually in bank charges. The approximate annual revenue minus the
connection and banking fees is approximately $2,400.

The City Council, if concur, authorize staff to negotiate a partnership agreement with Three
Rivers Park District on the dog park annual passes and daily fees.

MOTION TO RECOMMEND THAT THE BOARD ENTER INTO A PARTNERSHIP AND REVENUE
SHARING AGREEMENT TO EXTEND THE THREE RIVERS PARK DISTRICT DOG OFF -LEASH
AREA PASS PROGRAM TO A PROPOSED CITY OF SHAKOPEE DOG OFF -LEASH AREA.
The following information was prepared by Mark Themig, General Manager of Scott County
Parks.
Background:
The City of Shakopee is preparing development plans for a new dog off leash area located in
the Southbridge area of the City. This would be the first dog off leash area in Shakopee, and
the sixth planned dog off leash area for Scott County (8g&rence 4A -I
J.
In developing the site, the City is considering a fee program to help support the operations
of the dog off leash area. As part of this work, the City has asked if the Park District would
allow the Three Rivers pass program to be extended to the City facility. This would create a
unified fee structure for all dog off leash areas in Scott County that charge fees. The annual
pass would be the same pass used at other Park District and Scott County facilities. The
following outlines the proposed concept:
A. The City of Shakopee would purchase and install a "LUKE" automated pay station for
daily use fees identical to what was installed at Spring Lake Regional Park in Prior
Lake. Revenue from the automated pay station would be processed and tracked by
the Park District through the existing automated pay station software.
B. The City of Shakopee would sell Park District annual passes at the Shakopee
Community Center. The City would track revenue through their existing systems.
C. Revenue Sharing:
• The City of Shakopee would retain daily pass revenue collected at the automated
pay station (Spring Lake Regional Park's pay station collected approximately
$3,600 in 2013), as well as 50% of the revenue for annual passes sold at the
Shakopee Community Center.
D. Revenues would be reconciled one time per year by each organization.
E. The City would be responsible for all pass enforcement at the City's dog off leash
area.
Staff supports this proposal as it provides a unified, consistent fee program throughout
Scott County, and continues to promote the Park District's partnership approach toward
operations. If the Committee supports this concept, City and Park District staffs would
develop an agreement for adoption by both agencies at future meetings.
