Sf {AKOPEE TO: Mayor and City Council Mark McNeill, City Administrator FROM: Jamie Polley, Parks, Recreation & Natural Resources Director DATE: 02/18/2014 SUBJECT: Approving Plans and Specifications for Southbridge Community Park and Authorization to Advertise for Bidding, Resolution No. 7415 (A) Action Sought The City Council is asked to offer Resolution No. 7415, A Resolution of the City of Shakopee Approving Plans and Specifications for Southbridge Community Park and Authorize to Advertise for Bidding. Background On November 18, 2013 the PRAB reviewed the plans and cost estimates for Southbridge Community Park (SCP). The board identified SCP as a priority park and directed staff to allocate funds within the Park Reserve to fund the park construction at an estimated $1.5 million. The PRAB recommended the concept plan and the funding of the $1.5 million to the City Council. Staff presented this recommendation to the City Council on December 3, 2013. The City Council approved the park plan and directed staff to prepare the plans and specifications for park development. The City Council also directed staff to include alternates within the bid documents that would reduce the construction estimate to $1 million or less. Discussion The initial cost estimate to complete the park with all the desired amenities came in at $1,527,800. The Council directed staff to get the construction amount to $1 million or less. Candace Amberg of WSB has developed the construction plans and specifications. The overall park plan has not changed much from the approved concept plan. The only amenity change increased the size of the dog park from just under 10 acres to approximately 13 acres. Based on the topography and site qualities the fencing in the SW corner of the dog park has been moved to run along the tree line (See Layout L3.0 & L3.1). An additional trail could be added to the interior of the dog park in the SW corner. On February 10, 2014 the PRAB reviewed the updated plan and cost estimates. They recommended to the City Council a plan with a base bid under $1 million. To get the estimate further under $1 million the PRAB also recommended that the paving of the interior trail be added to the alternatives. This is an additional saving of $14,000. Since the PRAB meeting Shakopee Public Utilities has indicated a desire for the water service to be looped adding approximately $25,000 to the project estimate. WSB and staff will meet with SPU to discuss this action. In recent park projects SPU has allowed the City to install a hydrant near the park shelter and run water from that service versus looping the service. If this were to be allowed there could be a potential cost saving. Budget WSB was able to firm up the numbers based site surveys and soil testing that gave more precise estimates on the work and quantities required. WSB also used creative design techniques to reduce the cost including reducing the amount of curbing installed, placing trails on existing trails to minimize vegetation removal, reducing the lighting along the parking lot and reducing the trail sizes from 10' to 8'. The current base bid estimate is at $998,100 including the construction of the shelter /warming house and hockey rink board/fencing by the City, reusing lights donated by Valleyfair for the hockey rink, and the oversizing of the fire lane ($40,000) to be funded outside of the Park Reserve Fund. The base bid for the park includes the parking area, dog park fencing with maintenance gates, aggregate trails within the dog park, drinking fountain, paved trail along the parking lot, preparation of the hockey rink, aggregate interior trail (as recommended by the PRAB), utilities to the building area and the emergency connection to the town homes. A 5% contingency is typically added to the base bid. To reduce the cost of the park construction staff and WSB are recommending the following alternates in the bid document (estimated reduction costs): 1. Construct the exterior trail of the park at a later date - $78,000 2. Soils corrections beneath the alternate exterior trail - $24,000 3. 6" concrete pavement for hockey rink- $116,800 4. Dog Park shelter structure - $34,000 5. Interior park shelter- $30,000 6. Additional all -breed dog trail (SW corner) - $10,000 7. Boardwalk through wet area- $5,000 8. Paving the interior asphalt trail (recommended by the PRAB) - $14,000 9. Aggregate for small dog area - $6,000 10. Native Landscape 2 -year maintenance & enhancement plan - $12,000 11. Stabilization for dog park trails - $16,000 There are three items that will be completed or organized by City Staff. The amount of each item is included in the base bid estimate but will not be included in the contract bid. The Parks Department has agreed to take on tasks 1. & 2. below. These items will be completed as time and staffing allows. The savings (based on the initial park estimate) to the City by completing and organizing the following items is as follows: 1. Hockey boards and hockey fencing to be installed by the City's Public Work's Department - $5,000 2. Shelter /Warming house to be constructed by the City's Public Work's Department - $25,000 3. Utilize donated lights from Valleyfair for hockey rink - $45,000 Additional options for reducing the cost include: 1. Begin with only mowed trails within the All Breed Dog area - $30,000 (could be put in as an alternate) 2. Finalizing the SPUC costs for water - The base bid includes looping the water line from the entrance of the park to the townhouse development to the east. A meeting with SPUC the week of February 17th will determine if this is required. Overall Park Reserve Budget Southbridge Community Park is one of two large developments planned within the 2014 & 2015 Park Reserve Fund with Quarry Lake being the other large development. Depending on anticipated Park Dedication funds, desired plan developed for Quarry Lake and if SCP can be constructed for approximately $1 million, it is anticipated that Quarry Lake will be funded through the Park Reserve Fund. Other projects planned within 2014 and 2015 include the shelter at Huber Park, lighting improvements to two softball fields of Tahpah Park, and a potential joint project with the Shakopee Public School to develop turf facilities. Time line The proposed time line for this park is to have advertisements run in the Shakopee Valley News on March 13 th and 20111, and on QuestCDN.com. The Bid Opening is scheduled for April 3, 2014 and Award of Contract will be presented at the April 15th City Council meeting. Relationship to Vision A. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. Such plans and specifications, a copy of which is on file and of record in the Office of the City Engineer, are hereby approved. 2. The City Clerk or assigned designee shall prepare and cause to be inserted in the official paper on March 13th and 20th, 2014 an advertisement for bids upon the making of such improvement under such approved plans and specifications.
