Action Sought
The Council is asked to approve the attached position description for a Management Intern.
Background
The adopted 2014 budget includes funding for a paid Management Intern, reporting to the City
Administrator. As a year round, paid intern this position will be somewhat unique and not
completely aligned with either the City's full-time or part-time employee group. It is proposed
that the position be placed in Grade 2 of the City's Full-Time Non-Union pay plan with a starting
wage of$17. 30 per hour. The position will not be eligible for insurance or paid time off benefits,
but will be covered under the City's pension plan, as this is required by state law. Additionally,
the position will remain under an at-will employment status for the duration of employment,
rather than serving an at-will probationary period and then transifioning to just-cause status as
most regular, full-time employees do. Finally, the position will be filled with the understanding
that no individual shall remain employed as an "intern" for more than 24 months.
Budget Impact
The adopted 2014 budget includes $34,500 to fund wages,pension and employer taxes for this
position, which corresponds to the recommended pay grade.

POSITION DESCRIPTION
TITLE: Management Intem
DEPARTMENT: Administration
REPORTS TO: City Administrator
STATUS: Non-Exempt, 1500 hours annually
(At-Will Employment of Limited Duration, No Benefits)
PAY GRADE: 2

SUMMARY
Provides assistance and support to the City Administrator and other senior staff on a wide range of special
projects and daily duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Conducts research and compiles information on a wide range of topics,requiring contact with staff from
various City departments and other community and governmental entities.
Assists with coordination of special projects; schedules and attends meetings,takes notes and conducts
follow-up as assigned.
Prepares and coordinates grant applications and related reporting requirements.
Drafts reports,memos and policies for review by the City Administrator.
Responds to public inquiries and assists with communication efforts as assigned.
Performs other related duties as apparent or assigned by City Administrator.
KNOWLEDGE,SHILLS AND ABILITIES REQUIRED
• Ability to communicate ideas and explanations clearly in English,both orally and in writing.
• Ability to read,analyze and interpret correspondence, financial reports,legal documents,and
scholarly articles.
• Ability to write reports,memos, and business correspondence using proper spelling,grammar and
punctuation.
• Ability to effectively present information in one-on-one and group settings.
• Ability to establish and maintain positive,professional working relationships with co-workers,
supervisors, and elected officials.
• Ability to follow the Minnesota Data Practices law and exercise appropriate judgment in the release
or presentation of information.
• Ability to define problems, collect data,establish facts, and draw valid conclusions.
• Ability to support decisions and recommendations within a context of objective analytical data and
justifiable cost.
• Ability to work with the public in a friendly, tactful manner.
QUALIFICATIONS
Minimum Qualifications:
Enrollment in or recent completion of Master's Degree in Public Administration,Public Affairs or
closely related field.
PHYSICAL DEMANDS AND WORKING CONDITIONS
While performing the duties of this job,the employee is regularly required to sit,stand and move about
the office; use hands to finger, handle or feel objects,tools or controls; and reach with hands and arms.
The employee is required to speak,hear and see in order to share information,receive instructions and
complete tasks using a computer screen. The employee must occasionally lift and/or move up to 25
pounds.
The normal work environment is a modem,climate-controlled office building,with moderate levels of
noise generated by conversations,phones and other office equipment.
