SHAKOL'EE TO: FROM: Mayor and City Council Mark McNeill, City Administrator Kris Wilson, Assistant City Administrator DATE: 02/05/2014 SUBJECT: Approval of Position Descriptions for Lead Positions in Public Works Department (E) (Personnel) Action Sought The Council is asked to approve the attached position descriptions for Lead Maintenance Operator and Lead Mechanic. Background In an effort to provide additional leadership and meet the growing workload in the Public Works maintenance divisions, the 2014 budget includes funding for a lead worker in the fleet and park maintenance divisions and a foreman in the streets and utilities divisions. Positions descriptions for the lead worker positions are attached for the Council's approval. These will be union positions, covered by the collective bargaining agreement with the Teamsters Local 320, and a wage rate for each position has been established by the contract ratified in late December. An internal posting process, as outlined in the union contract, will be followed for these positions. Position descriptions for the foreman positions, which will be non - union, will be brought forward for Council approval at the February 18 City Council meeting. Budget Impact The adopted 2014 budget includes $5,000 to cover the added cost for promoting two employees to lead positions. At the wage rates negotiated, the cost will be approximately $2,400 per position, for a total of $4,800. Attachments: Lead Maintenance Operator job description Lead Mechanic iob description TITLE: DEPARTMENT: REPORTS TO: STATUS: PAY GRADE: APPROVED: City of Shakopee POSITION DESCRIPTION Lead Maintenance Operator Public Works Maintenance Supervisor Full -Time, Non- Exempt per union contract SUMMARY Working crew leader responsible for assisting supervisor with planning, scheduling and oversight of special projects and day -to -day assignments. Performs a wide range of maintenance, repair and construction tasks to ensure proper operation and safe utilization of the City's street, park, public grounds, and sewer systems. ESSENTIAL DUTIES AND RESPONSIBILITIES Assists supervisor with the planning, scheduling and oversight of work. Calculates quantities and orders supplies, updates and maintains records, and provides work direction and on -site instruction to fellow employees. Contributes to the effective and timely communication of questions, concerns and ideas. Performs skilled and semi - skilled street maintenance activities such as pavement repair, curb and sidewalk repair, grading and hauling gravel, street sweeping, and striping of roadways and parking lots. Plows snow and applies de -icing materials to City streets, alleys, parking lots and trails as assigned and necessitated by weather conditions, including nights, weekends and holidays. Mows and trims grass in the City right -of -way, easements, parks and public grounds. Applies herbicide or fertilizer to designated areas. Applies sod or seed to establish new turf or repair damaged patches. Plants, monitors, trims, and removes City trees along boulevards, in parks, on public grounds and within City easements. Performs general landscape maintenance. Creates, installs and maintains signs within City owned right -of -way and parks. Maintains and improves City parks and public grounds, including: • Constructs, repairs, remodels and maintains park buildings and picnic shelters, including general carpentry, mechanical, plumbing and electrical work; • Constructs, inspects and repairs playground equipment • Assembles, repairs, paints and installs benches, tables, and grills; • Maintains and repairs driveways, parking lots, trails and walkways; • Maintains athletic fields by grading, dragging, grooming, lining, and aerating; • Maintains backstops, goal posts, lighting and fencing; • Prepares and maintains outdoor ice rinks; • Empties garbage cans, • Maintains and repairs irrigation systems. Performs maintenance on sanitary sewers, including lift stations, manholes and sanitary sewer mains by cleaning, flushing and repairing. Minor construction of sanitary sewer facilities, as assigned. Responds to sewer back -ups and lift station alarms as assigned. Performs maintenance on roadside ditches, storm water ponds and drainage ways by removing sediment and other related activities. Operates a wide range of light and heavy equipment including trucks, plows, loaders, graders, , tractors, mowers, jetters, chain saws and other hand tools and power equipment. Responsible for the proper use, care and storage of vehicles, tools and equipment. Communicates any corresponding maintenance issues and assists with repairs as directed or requested. KNOWLEDGE, SHILLS, AND ABILITIES REQUIRED • Ability to safely and effectively operate a wide range of vehicles, equipment and tools necessary for maintenance tasks. • Ability to communicate ideas and explanations clearly in English. • Ability to establish and maintain positive, professional working relationships with co- workers and supervisors. • Ability to comprehend and communicate the policies, practices and services of the Public Works Division and to respond to common inquiries or complaints from the public in a tactful and courteous manner. • Ability to learn and fully utilize Department's asset management software for reporting and record keeping, as well as web -based email and timesheet systems. • Ability to add, subtract, multiple and divide and apply mathematical concepts such as fractions, percentages, ratios and proportions to practical situations. • Ability to read and interpret technical instructions, operating manuals and safety guidelines. • Ability to define problems, collect data, establish facts and draw valid conclusions. QUALIFICATIONS Minimum Qualifications High School Diploma or equivalent and three yeas of related work experience. Must possess, and maintain, a valid Class B driver's license with Tanker and Air Brake endorsements. Desirable Qualifications Experience in a municipal public works setting. Specialized certifications in sanitary sewer operations, pesticide application, or other applicable fields. Fluency in a second language, in addition to English, that has a recognized presence in the community (Spanish, Russian, Hmong, etc.) PHYSICAL DEMANDS AND WORKING CONDITIONS While performing the duties of this job, the employee is regularly required to sit, stand and walk, and to bend, twist, lift and reach, as well as climb and balance. The employee must use hands to finger, handle or feel objects, tools or controls. The employee must talk, hear and see to communicate with co- workers, receive information and instructions, and safely operate large vehicles and heavy equipment in all light conditions. The employee must lift and/or move up to 100 pounds. The working environment is primarily outside in all types of weather conditions, resulting in exposure to heat, cold, wind, sun, rain and snow. The employee frequently works near moving mechanical parts; in high, precarious and confined places, and is exposed to vibrations. TITLE: DEPARTMENT: REPORTS TO: STATUS: PAY GRADE: APPROVED: City of Shakopee POSITION DESCRIPTION Lead Mechanic Public Works — Fleet Maintenance Public Works Superintendent Full -Time, Non - Exempt per union contract SUMMARY Responsible for the maintenance, service and repair of city vehicles and equipment in order to ensure their safe, effective and efficient operation and to protect the City's investment in these items. Coordinates, schedules and prioritizes the flow of work within the City shop. Assists with administrative duties related to the shop budget, fleet maintenance record keeping, and parts and supplies inventory. ESSENTIAL DUTIES AND RESPONSIBILITIES Performs corrective and preventive maintenance on all types of city vehicles and equipment, including but not limited to passenger vehicles, squad cars, fire trucks, heavy trucks, tractors, trailers, snowplows, chainsaws, blowers, etc. Analyzes vehicles and equipment to determine most cost - effective and safe means of maintenance, repair or replacement. Performs mechanical repairs and adjustments on power, drive, brake, steering, electrical, cooling and related systems on light and heavy equipment. Performs complete motor overhauls; major and minor engine tune -ups and adjustments; and replaces or rebuilds components as required. Repairs and adjusts hydraulic system; replaces hydraulic motors, hoses and fittings. Installs and repairs light brackets, two -way radios, emergency /waming equipment, and other miscellaneous equipment on emergency and public works vehicles. Operates welding and machinist equipment. Coordinates, schedules and prioritizes the flow of work with the other mechanics and under the direction of the Public Works Superintendent. Maintains comprehensive and up -to -date maintenance records for all city vehicles and equipment serviced. Assists the Public Works Superintendent with preparation of the Fleet Division's annual budget request and monitoring of expenditures according to the approved budget. Assists with establishment and ongoing management of the City's vehicle replacement schedule and capital equipment budget, including evaluation of vehicles scheduled for replacement and rescheduling of problem vehicles needing early replacement. Conducts research, prepares specifications and communicates with vendors regarding new vehicle and equipment acquisition. Coordinates with various City departments regarding vehicle needs, issues and set -up. Performs annual commercial vehicle inspections for the city fleet, as required by the Minnesota Department of Transportation. Responsible for maintaining an adequate inventory, including written documentation, of parts and supplies regularly needed to maintain the City's fleet. Maintains automated car /truck washes and fuel /propane stations, including ordering parts and scheduling service as needed. Tracks applicable warranties for vehicles, equipment and related parts and ensures warranties are collected upon as necessary. Maintains an organized fleet library consisting of owner's manuals, operating instructions, etc. Manages repurchase agreements and keeps supervisor informed of necessary administrative action steps. Ensures that all safety procedures are complied with for the shop facility; schedules appropriate inspections and required maintenance. Maintains related safety records for the shop facility. Ensures safe and appropriate disposal of all waste generated, including used oil, fuel, antifreeze, batteries, solvents and tires. Maintains a clean and orderly work area. Uses, cares for and stores tools and equipment in a proper manner in order to extend their useful life and protect from theft or damage. Works extended hours as needed to repair equipment and vehicles or respond to after -hours emergencies. May perform the duties of a truck driver or snow plow operator, as needed. Performs other related duties as apparent or assigned. QUALIFICATIONS Minimum Qualifications Associates degree in automotive mechanics or closely related field from an accredited college, university or technical school plus five years of hands -on experience maintaining and repairing vehicles and equipment in a municipal public works shop or similar operation. Possession of a valid Class B Driver's License with Tanker and Air Brake Endorsements and a Minnesota DOT Commercial Vehicle Inspector Certification. Desired Qualifications ASE Master Mechanic Certification in the A Series (Automobile / Light Truck) and/or T Series (Medium / Heavy Truck). KNOWLEDGE, SHILLS AND ABILITIES REQUIRED • Knowledge of principles, methods, tools and equipment of automotive engines and equipment. • Knowledge of the operation and care of internal combustion engines and hydraulics. • Thorough knowledge of and experience maintaining items unique to a municipal fleet, including emergency vehicles, street sweepers, snow plows and sewer vacs. • Ability to operate standard equipment, and diagnosis and repair mechanical difficulties in automotive equipment in the most cost effective manner. • Ability to communicate ideas and explanations clearly in English, both orally and in writing. • Ability to write routine reports and correspondence. • Ability to read and interpret a variety of technical instructions, operating manuals and safety guidelines famished in written, diagram, or schedule form. • Ability to define problems, collect data, establish facts and draw valid conclusions. • Ability to operate a personal computer and utilize the City's web -based email and timesheet software. • Ability to learn and fully utilize the Department's fleet management and fuel software systems for reporting and record keeping. • Ability to establish and maintain positive, professional working relationships with co- workers, supervisors and suppliers. • Ability to interact with the public in a friendly, tactful manner.
