Action Sought
The City Council is asked to offer Resolution No. 7405, A Resolution of the City of Shakopee,
Minnesota Authorizing the City to submit a Federal Recreational Trail Program Application for
the Quarry Lake Project.
Introduction
This agenda item requests the City Council to adopt a resolution authorizing the grant submittal to
the Minnesota Department of Natural Resources for the Quarry Park project.
Background and Discussion
Our work with the Shakopee-Prior Lake Water Ski Association on acquiring funding for the
Quarry Park project continues with another round of grant applications. As you may recall, we
were successful in securing $92,000 in funding in 2005 and $78,000 in funding in 2006 from
Department of Natural Resources grants. These grants had to be turned back to the Department
of Natural Resources in 2011 due to the inability to obtain public access. Public access has now
been obtained and the planning of the park can begin.The attached resolution would allow us to
submit for additional funding. The Federal Recreational Trail Grant is a 75/25 "cash match"
reimbursement grant meaning that upon completion of the project 75% of what was spent up
to the the grant award will be reimbursed.
Requested Action
If City Council concurs, it should, by motion, Adopt Resolution No. 7405,A Resolution of the
City of Shakopee, Minnesota Authorizing the City to Submit a Federal Recreational Trail
Program Application for the Quarry Park Project.

RESOLUTION NO. 7405
A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA
AUTHORIZING THE CITY TO SUBMIT A FEDERAL RECREATIONAL TRAIL PROGRAM
APPLICATION FOR THE QUARRY PARK PROJECT
WHEREAS, the City of Shakopee acquired and has plans to develop a reclaimed aggregate
quarry in Shakopee for reuse as a park, recreation, and natural resource amenity; and,
WHEREAS, such a project will help improve the quality of life in the southwest metropolitan
area by providing a truly unique amenity; and,
WHEREAS, the City is seeking funding assistance to fulfill the vision set forth in this project.
WHEREAS, the City supports the grant application made to the Minnesota Department of
Natural Resources for the Parks and Trails Legacy Grant Program. The application is to construct 3
miles of paved trails around Quarry Lake Park. The trail system is located within 110 acres of Quarry
Park, and
WHEREAS, the City will be the fiscal agent and has the legal authority to apply for financial
assistance, and financial capability to meet the match requirement and ensure adequate construction,
operation, maintenance and replacement of the proposed project for its design life.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SHAKOPEE, MINNESOTA, that the City of Shakopee (The City) will act as legal sponsor for the
project contained in the Parks and Trails Legacy Grant Program application to be submitted on
February 28, 2014 and that appropriate City staff are hereby authorized to apply to the Department of
Natural Resources for funding of the Quarry Park Project on behalf of the City.
BE IT FURTHER RESOLVED, if the City is awarded a grant by the Minnesota Department of
Natural resources, the City agrees to accept the grant award, and may enter into an agreement with the
State of Minnesota for the above referenced project. The City will comply with all applicable laws,
environmental requirements and regulations as stated in the grant agreement, and
BE IT FURTHER RESOLVED, the City hereby assures the Quarry Lake Park Trail will be
maintained for a period of no less than 20 years.
Adopted in adjourned regular session of the City Council of the City of Shakopee, Minnesota
held this 21St Day of January, 2014.
