Res.No. 7407 (D,E) Action Sought Approval of Resolution No. 7407, a resolution approving plans and specifications for the CSAH 17/Vierling Drive and CSAH 17/TH 169 North Ramp Intersection Improvements Project No. 2012-6 including Pavement Rehabilitation Work on CSAH 17/Vierling Drive, Project No. 2013-5 and Ordering Advertisement for Bids. Background On February 21, 2012, the City Council approved a Cooperative Agreement with Scott County on the project listed above. Also the Council approved an Extension Agreement with Bolton & Menk, Inc. to design the project. Previously, the City of Shakopee applied for a Federal Highway Safety Improvement(HSIP) Grant and received the Grant in the amount of$1,101,600.00 for Intersection Improvements. The Cooperative Agreement with the County is for the City and County to split the costs above the Federal Grant amount including engineering, right of way and local construction material. This project includes pavement rehabilitation work on Vierling Drive (100% City cost) and on CSAH 17 from 10th Avenue to 17th Avenue (100% County cost). The estimated construction cost is $2,222,534.60. The funding breakdown is as follows: FEDERAL NON FEDERAL COUNTY $ 206,383.98 NON FEDERAL CITY _ $ 206,383.97 CITY COST (VIERLING DR) _ $ 398,347.55 COUNTY COST (CSAH 17 PAVING_) $ 309,819.10 _ TOTAL I$ 2,222,534.60* * Does not include engineering or right of way costs. The City of Shakopee's share of construction is $604,731.52 and will be funded out of the City's State Aid Funds. This project has had several open houses and project management team meetings with the County and State. The next step is for the City Council to approve the plans and to submit the plans to MnDOT and the County for approval. The approval process for a Federal Project can take a few months and the desired starting date is around July 1, 2014. Budget Impact This project is being funded by a combination of Federal Funds, County Funds and the City's State Aid Funds. L`• .eny ion 6°hon m°°� 6� Yti..,v�4'S K�i � . �? 6� � .e L� nGEO $Li �._ '. r •N �. ; RESOLUTION NO. 7407 A Resolution Approving Plans And Specifications And Ordering Advertisement For Bids For The CSAH 17Nierling Drive & CSAH 17/TH 169 North Ramp Intersection Improvements Project No. 2012-6 WHEREAS, pursuant to a motion adopted by City Council on February 21,2012, Bruce Loney Public Works Director has prepared plans and specifications for improvements for the CSAH 17Nierling Drive & CSAH ITTH 169 North Ramp Intersection Improvement Project by grading, concrete curb & gutter, bituminous pavement, bituminous trail, concrete walk,traffic signal, storm sewer, street lighting and any appurtenant work, and has presented such plans and specifications to the State of Minnesota and Scott County for approval; and WHEREAS, Resolution No. 7276 was adopted by City Council on February 5, 2013, a Resolution Authorizing the Acquisition of Certain Property by Proceedings in Eminent Domain; and WHEREAS, on June 18, 2013, settlement payment for easements were approved by the City Council; and WHEREAS, the City of Shakopee has been successful in obtaining State Transportation Improvement Program(STEP)Federal Funds;and WHEREAS, the plans and specifications for intersection improvements on CSAH 17/Vierling Drive and CSAH 171171-1169 North Ramp and including pavement rehabilitation work on Vierling Drive and CSAH 17 by grading, concrete curb & gutter, bituminous pavement, bituminous trail, street lighting and any appurtenant work and such plans and specifications have been presented to the Council for approval. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,MINNESOTA: 1. Such plans and specifications, a copy of which is on file and of record in the Office of the City Engineer, are hereby approved. 2. The City Engineer shall forward said plans and specifications for State of Minnesota Department of Transportation and Scott County for their approval prior to bidding. 3. The City Clerk shall prepare and cause to be inserted in the official paper and on questcdn.com an advertisement for bids upon the making of such improvement under such approved plans and specifications after all necessary State and County approvals.
