C. 2. SI IAKOPEE TO: Mayor and City Council Mark McNeill, City Administrator FROM: Jeff Weyandt, Assistant City Engineer DATE: 01/21/2014 SUBJECT: Consider Approving Plans and Specifications and Ordering Advertisement for Bids for the 2014 Cured-In-Place-Pipe (CIPP)Project, Project No. 2014-4, Resolution No. 7401 (E) Action Sought Adopt Resolution No. 7401, a Resolution which Approves the Plans and Specifications and Orders Advertisement for Bids for the 2014 Cured-In-Place-Pipe (CIPP)Project, Project No. 2014-4. Background Staff has completed plans for the 2014 CIPP Project and is recommending that City Council approve the plans and authorize advertisement for bids, with the intent to have the bids be considered at the March 4, 2013 Council meeting for the work to be done this year. CIPP stands for Cured-In-Place-Pipe. CIPP consists of inserting a resin impregnated tube into the existing pipe. After the tube is inserted, hot water or steam is circulated through the tube curing the thermosetting resin and forming a new pipe with a design life of at least 50 years. During the installation process, resin from the tube is forced into cracks, joints and other irregularities of the host pipe. This creates a mechanical lock between the host pipe and the new liner and holds them in place. The new liner adds strength to the existing pipe, resists the corrosion and abrasion caused by effluents and creates smooth transition over offset joints, cracks and missing wall sections. Recommendation Adopt Resolution No. 7401, a Resolution which Approves the Plans and Specifications and Orders Advertisement for Bids for the 2014 Cured-In-Place-Pipe (CIPP) Project, Project No. 2014-4. Budget Impact This project is included in the 2014 Capital Improvement Plan. The estimated construction cost is $650,000.00 This project will be funded from the Sanitary Sewer Utility Fund.
