SHAKOPEE TO: Mayor and City Council Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administrator DATE: 01/07/2014 SUBJECT: Promotion to Police Records Specialist(E) Action Sought The Council is asked to authorize the promotion of Jennifer Bisek from the position of Police Records Technician to the position of Police Records Specialist, effective January 13, 2014. Background The Police Department Records Unit has two classifications of records staff--Records Technician and Records Specialist. The positions are similar, however the Records Specialist is a more senior position requiring additional years of experience and involves taking on a higher level of responsibility within the division. Currently there are 3 Technicians and 1 Specialist. The adopted 2014 budget provides funding for 2 Technicians and 2 Specialists. The existing Eligible Register for the position, which was established in January of 2013, has one name on it and that is Jennifer Bisek, an employee of the Police Department since October of 2007 and a Records Technician since September of 2008. Recommendation Chief Tate recommends the promotion of Jennifer Bisek to the position of Police Records Specialist, effective January 13, 2014. Budget Impact The estimated cost of this promotion is $2,560; funding for which was included in the Police Department's adopted operating budget for 2014. Relationship to Vision This items relates to Goal E: Deliver effective and efficient public services by a staff of well-trained, caring and professional employees. Requested Action The Council is asked to authorize the promotion of Jennifer Bisek to the position of Police Records Specialist, at Step B of Grade 4 of the City's 2014 Non-Union Pay Plan, effective January 13, 2014.
