SUBJECT: 2014 Wages for Paid-on-Call Firefighters & Officers - Resolution No. 7394 (E)
Action Sought
The City Council is asked to offer Resolution No. 7394, a Resolution setting pay for the part-time
employees and officers of the Shakopee Fire Department for calendar year 2014.
Background
Each year the City Council must authorize the wages to be paid to the City's paid-on-call
firefighters and part-time officers. For 2014, it is recommended that the hourly wage for
paid-on-call firefighters remain at$10.00 per call per hour for new-hires and $10.50 per call per
hour for those with more than one-year of service. Additionally, it is recommended that the
attendance -based incentive pay first authorized for 2012 be continued for a third year.
For the nine part-time officer positions, a raise is being recommended for 2014. Salaries for
part-time officers were last increased January 1, 2010. The following outlines the current and
proposed new salary amounts:

Budget Impact
The Fire Department's 2014 operating budget provides sufficient funding to support
the recommended wage and salary amounts.
Relationship to Vision
A fair and reasonable compensation system contributes to Goal E: Deliver effective and efficient
public services by a staff of well-trained, caring and professional employees.
Requested Action: If the Council concurs, it should offer Resolution No. 7394, a resolution
adopting the 2014 Pay Plan for Part-Time Employees of the Shakopee Fire Department, and move
its adoption.

A RESOLUTION ADOPTING THE 2014 PAY PLAN
FOR PART-TIME EMPLOYEES OF THE SHAKOPEE FIRE DEPARTMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA,that the
City Administrator is hereby authorized to issue warrants upon the City Treasury from and after
January 1, 2014 payable to officers of the Shakopee Fire Department, in the following amounts.

Assistant Chief 1 $6,200
Deputy Chief of Training 1 $5,600
Deputy Chief of Engineering 1 $5,600
Captain 2 $3,000
Lieutenant 4 $2,500
BE IT FURTHER RESOLVED,that the City Administrator is hereby authorized to issue
warrants upon the City Treasury from and after January 1, 2014 payable to paid-on-call
firefighters, in the following amounts.
Position New Hire After 12 mos.
Paid-on-Call Firefighter $10.00 per hour $10.50 per hour
BE IT FURTHER RESOLVED, that the following incentive pay program shall be established
based on each firefighter's attendance at calls, drills and meetings between the dates of
November 17, 2013 and November 16, 2014:

50-59% +$0.50 per hour
60-74% +$0.75 per hour
75%+ +$1.00 per hour
BE IT FURTHER RESOLVED,that all Resolutions in conflict with this resolution are hereby
repealed and terminated effective January 1, 2014.
Adopted in regular session of the City Council of the City of Shakopee, Minnesota, held this 7th
day of January, 2014.
