Action Sought
The City Council is asked to approve the appointment of individuals to part-time officer positions
within the Fire Department.
Background
Within the paid-on-call staff of the Fire Department there have traditionally been nine officer
positions and four specialty positions, all serving two-year terms. The four specialty positions,
consisting of two Station Engineers and two SCBA coordinators, are being eliminated for 2014 as
a result of having four full-time firefighters on staff who can now perform these duties during
daytime hours.
Of the nine officer positions, Chief Coleman is recommending re-appointment of eight
incumbents and the new appointment of John Clay to the Station 2 Lieutenant position previously
held by Tom Breeggemann.
The Lieutenant opportunity was posted within the Department and three applications were
received. On November 27, all three candidates were interviewed by Deputy Chief Jake Theisen
and Deputy Chief Ryan Yttreness, with their recommendations forwarded to Chief Coleman for
review.
Recommendation
Chief Coleman recommends the appointment of the following individuals to the positions listed
for the term of January 1, 2014 —December 31,2015:
Assistant Chief of Operations: David Judd
Deputy Chief of Training: Ryan Yttreness
Deputy Chief of Engineering: Jacob Theisen
Captain—Station 1: Tom Pitschneider
Captain —Station 2: Eric Bender
Lieutenant—Station 2: Trevor Geis
Lieutenant—Station 2: John Clay
Lieutenant—Station 1: David Giddings
Lieutenant—Station 1: Adam Ries
Budget Impact
Each of the officers listed above are paid a modest salary for their work as officers. Funding for
these salaries was included in the Fire Department's 2014 operating budget.
Relationship to Vision
This item relates to Goal E: Deliver effective and efficient public services by a staff of
well-trained, caring and professional employees.
Requested Action:
If the Council concurs, it is asked to offer a motion to appoint the above named individuals to
two-years terms in the indicated officer positions within the Shakopee Fire Department, effective
January 1, 2014.
