SHAKOPEE TO: Mayor and City Council Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administrator DATE: 12/17/2013 SUBJECT: Adoption of 2014 Non-Union Pay Plan -Resolution No. 7393 (E) Action Sought The Council is asked to offer Resolution No. 7393, a resolution establishing pay rates for certain non-union employees of the City of Shakopee, and move its adoption. Background The City has already granted a three percent general wage increase to the Police Sergeants union, effective December 30, 2013. The Council is now asked to extend an equal increase to the City's non-union employees. The recommended effective date of the attached pay plan is December 30, 2013 as that coincides with the start of a new pay period and significantly simplifies the process of implementing the pay increases. As was discussed at the December 3 Council meeting, I had intended to bring forward a detailed review and updating of this pay plan for Council action prior to the end of the year. However, that work is still underway and will therefore have to be taken up by the Council in January instead. Budget Impact Funding for a three percent general wage increase was included in the City's adopted operating budget for 2014. Recommendation I recommend adoption of Resolution No. 7393 granting a three-percent general wage increase to certain non-union employees effective December 30, 2013. Relationship to Vision This item relates to Goal E: Deliver effective and efficient services by a staff of well-trained, caring and professional employees. BE IT FURTHER RESOLVED, that all Resolutions in conflict with this resolution are hereby repealed and terminated effective December 30, 2013.
