TO: Mayor and City Council Mark McNeill, City Administrator FROM: Jamie Polley, Parks, Recreation& Natural Resources Director DATE: 12/03/2013 SUBJECT: Approval of the Southbridge Community Park Plan and Authorization to Advertise for Construction Bids, Resolution No. 7392 (A) Action Sought The City Council is asked to approve the plan for Southbridge Community Park and authorize the advertisement for construction bids. Introduction The Parks and Recreation Advisory Board is recommending to the City Council the construction of Southbridge Community Park. The City Council will review the plan and the cost estimates provided by WSB and Associates for the construction of Southbridge Community Park. Background The planning of Southbridge Community Park formally know as Parcel 75 began in November of 2012. Upon Council's approvals of a concept plan the citizen dog park committee was reorganized and a community meeting and input period on the park concept was conducted. The community meeting was held on April 1, 2013 at Red Oak Elementary School. Approximately 16 people were in attendance (this does not include the PRAB members or City Council member who also attended). In addition to the community input staff has been working with MnDOT and Xcel energy to insure the park plan is acceptable. A lease agreement between the City and MnDOT has been developed for the use of two of the five acres on the north end of the park. The two acres will make the dog park larger. The lease will be $500/year. The lease agreement can be executed following the completion of an encroachment agreement with Xcel Energy. Xcel Energy has reviewed the plan and finds it acceptable. Upon the approval of the final plan Xcel Energy will work with the City to develop an encroachment agreement. The City Council will be asked to authorize the lease agreement and encroachment agreement prior to their execution. Since the community input period the PRAB has reviewed and tweaked the concept plans on multiple occasions prior to making a recommendation to the City Council. On August 7, 2013 the City Council approved a concept plan for Southbridge Community Park that includes a dog park, lit hockey rink, trails and a parking lot. The City Council authorized the hiring of WSB &Associates to develop the final design and cost estimates for the park construction. Discussion The current Park Reserve Fund has $600,000 allocated to the development of Southbridge Community Park. The cost estimate to complete the park with all the desired amenities came in at $1,527,800. The PRAB reviewed the cost estimates and the Park Reserve CIP on November 18, 2013. They reviewed a number of options including reallocating funds within the Park Reserve, building the park in phases, and making design changes such as reducing the size of the parking lot or making two separate parking lots eliminating the drive through and/or making the trails 8' wide instead of 10' ($38,000 savings for interior and exterior loops). A few unique items included in the construction cost estimate are an emergency access from Southbridge Parkway to the town homes on the east side of the park($60,000), a concrete paved hockey rink($145,000) and 2 open air shelters throughout the park($45,000). In considering the funding and construction options for Southbridge Community Park the PRAB looked at the Park Reserve Fund carefully. The PRAB considered the need for additional athletic fields and the funding of future projects beyond 2014 that are dependent upon park dedication revenue. Quarry Lake Park is a large park that the City would like to complete now that public access has been obtained. After a lengthy discussion the PRAB strongly felt that Southbridge Community Park is a priority park and should be built correctly. The PRAB has directed staff to re prioritize the projects planned for 2014 - 2016 in the Park Reserve to fund the 2014 construction of Southbridge Community Park as estimated. To allow for the funding of the Southbridge Community Park changes to the Park Reserve include moving the following projects; a joint project with the school district to 2015, paving of Riverview Park parking lot to 2016 and constructing an additional ball field at Tahpah Park to 2016. The school district project has not specifically been identified and at this time has no date of construction. A summary of the 2014-2018 Park Reserve is attached. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,MINNESOTA: 1. Such plans are hereby approved and specifications are to be completed in accordance with such approved plans. 2. WSB & Associates shall prepare and cause to be inserted in the official paper and online an advertisement for bids upon the making of such improvement under such approved plans.
