Action Sought
Adopt Resolution No. 7380, concurring with the Minnesota Commissioner of Commerce in the
issuance of the license of DRM LLC of Shakopee and Resolution No. 7388, concurring with the
Minnesota Commissioner of Commerce in the issuance of the license of Madison Financial
Companies.
Background
At the November 19th public hearing the council was asked to concur the applications of two
licenses, Madison Financial Companies and DRM LLC of Shakopee. Based on testimony that the
council received at the public hearing the council continued the public hearing until December 3rd.
The City Council is reminded that the currency exchange licenses are issued by the State. The
state receives the applications, fees and conducts the background investigation for each business.
Prior to the state approving the license they send a certified letter to the city where the business is
located to obtain the city's agreement with the licensing. Based on Minn. Statue 53A.04 the city
has 60 days from receipt of the certified letter to approve or disapprove the licensing. If the city
has not approved or disapproved then concurrence is presumed. The deadline for DRM LLC of
Shakopee is December 2, 2013. The city attorney has recommended that the council proceed with
taking the recommended action on December 3rd. Staff will advise the State on December 4th of
the council's action.
Since his appearance at the November 19th meeting staff has directed Mr. Scott Lansing (who
provided testimony at the recent meeting) to submit his information to the state, since they are the
issuing agency for the license. The Police Department has advised city staff that there is no
justification for the City of Shakopee to object to the granting of a currency exchange license to
these applicants.
Recommendation
Staff recommends adopting the resolutions concurring with the Minnesota Commissioner of
Commerce in issuing the licenses.

A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA,
CONCURRING WITH THE MINNESOTA COMMISSIONER OF COMMERCE
IN ISSUING THE LICENSE OF DRM LLC OF SHAKOPEE
FOR A CURRENCY EXCHANGE LICENSE
WHEREAS, Minnesota Statutes, Section 53A.04 states that the Minnesota Commissioner of
Commerce may not approve the issuance of a currency exchange license without the concurrence of the
City Council;and
WHEREAS, DRM LLC of Shakopee dba Excel Pawn has applied for a currency exchange license for
a location at 450 West 1"Avenue;and
WHEREAS,the City has given published notice of its intention to consider this issue, has solicited
testimony from interested persons, and finds no basis to object to the Commissioner of Commerce
issuing the license.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,
MINNESOTA, that the City Council concurs in the Commissioner of Commerce's decision to issue a
currency exchange license to:
DRM LLC of Shakopee dba Excel Pawn,450 West 1"Avenue
