SHAKOPEE TO: Mayor and City Council Mark McNeill, City Administrator FROM: Kris Wilson, Assistant City Administrator DATE: 12/03/2013 SUBJECT: Authorization to Proceed with Relighting of Engineering Building (F) Action Sought The Council is asked to authorize proceeding with the relighting of the Engineering Building by Choice Electric, at a total project cost not to exceed $68,500. Background The City's Engineering Building, located at 500 Gorman St., was originally constructed in 1975 to house the Police and Public Works Departments. With the exception of a handful of light fixtures that have been replaced throughout the years, the entire building relies on lamps requiring T12 light bulbs. As a result of U.S. Department of Energy regulations, manufacturers have discontinued making and selling T12 lamps as of last year. We have a small supply of T12 lamps on hand, however, as those are used up we will no longer be able to maintain the building's 241 light fixtures. Earlier this year M&E Engineering, Inc. out of Eagan was hired to prepare plans and specifications for a new lighting system that will include T8 lights, which are roughly 33% more energy efficient. Motion sensor lighting controls will also be added in key locations to reduce the incidence of lights being left on in various corners of the building when that space is not occupied. Budget Impact Five electrical contractors were invited to submit a price quote for the work, three attended the mandatory walk-through and two submitted price quotes by the deadline. The lowest quote is from Choice Electric, at a total cost of$62,062. Setting the total project cost at an amount not to exceed $68,500 allows for a roughly 5% contingency and approximately $3,000 for the consulting work of M&E Engineering. This is a planned 2013 project to be funded from the General Government Buildings Fund which has a current balance of approximately $6.7 million. Staff will apply for any applicable rebates available through Shakopee Public Utilities, however, whether this project will qualify and for how much of a rebate remains unknown at this time. Relationship to Vision This is a housekeeping item. Requested Action The Council is asked to accept the price quote of Choice Electric for the relighting of the Engineering Building, located at 500 Gorman St., and to authorize expenditure of an amount not to exceed $68,500 for the project from the General Government Buildings Fund. We will provide a dumpster for the disposal of the old fixtures.A budget of $3,000 will be used to dispose of any ballast that may contain PCB's. The new fixtures will be stored on site during construction.
