TO: Mayor and City Council FROM: Mark McNeill, City Administrator DATE: 11/19/2013 SUBJECT: Trash/Recycling Container Cooperative Buying Service Action Sought The Council is asked to approve an additional cooperative buying service for the purpose of obtaining prices for City-owned trash and recycling carts. Background As an alternative to the formal bidding process, Minnesota law allows for cities to obtain pricing from joint purchasing cooperatives. At its November 6, 2013 meeting, Council approved the solicitation of quotes from two cooperative buying services--the National Intergovernmental Purchasing Alliance (NIPA) and the Houston-Galveston Area Council (HGACBuy). Since that time, Staff has been advised that a third cooperative buying service should be included, which will provide yet another opportunity for lower prices on quotes from garbage container vendors. The third cooperative purchasing arrangement is NJPA (National Joint Powers Alliance). Recommendation I recommend that the Council approve the ability to solicit quotes from NJPA, in addition to the previously approved cooperative buying services. Budget Impact There is no cost for the City to join and utilize this joint buying cooperative. Relationship To Visioning This supports Goal D, "Maintain improve and create strong partnerships with other public and private sector entities." Requested Action The Council should, by motion, authorize Staff to solicit quotes from the National Joint Powers Alliance, as a third possible source for garbage/recycling carts. Attachments:
