Action Sought
Approve a motion authorizing the appropriate city officials to execute an extension agreement
with WSB &Associates, Inc. for a traffic study on Eagle Creek Boulevard from Marschall Road
to Canterbury Road.
Background
Eagle Creek Boulevard (formerly known as CR 16)was reconstructed to a four lane undivided
urban roadway in 1996. In the 2014 CIP, a mill and overlay is programmed for this roadway.
Staff has been monitoring this roadway the past year for speed, accidents and traffic volumes.
With the pending overlay project, staff believes a traffic study should be done to see if the
existing four lane configuration should be changed to a three lane roadway with a two-way left
turn lane. Also the concept of a mini-roundabout at Eagle Creek Boulevard and Vierling Drive
can be explored.
This study would provide information on whether the improvements should be done now or in the
future with commercial development in Canterbury Park or at CR 83 southeast quadrant.
The study was introduced and discussed at the November 4, 2013 Traffic Safety Review
Committee (TSRC). The committee was in favor in doing the study with concerns on emergency
vehicles such as police and fire responding on this corridor.
The results of this study would be brought back to the TSRC and to the police and fire on
their concerns before bringing the study results to the Council.
Recommendation
The TSRC recommends moving forward with a study on the Eagle Creek Boulevard corridor.
Budget Impact
Cost of the study would be out of the Engineering Division Professional Services budget.
Relationship to Vision
This supports Goal E: Deliver effective and efficient public services by a staff of well-trained,
caring and professional employees.
Requested Action

Eagle Creek Boulevard-Marschall Road to Canterbury Road
Dear Bruce,
WSB &Associates, Inc. (WSB)is pleased to submit this proposal to provide professional
engineering services to the City of Shakopee for Eagle Creek Boulevard from Marschall Road
(CSAH 17) to Canterbury Road(CSAH 83). The proposed scope of services presented in this
proposal is based on our understanding of the project and discussions with you.
PROJECT UNDERSTANDING
Existing Conditions: Currently, Eagle Creek Boulevard is a four-lane undivided section
between Marschall Road and Canterbury Road(with the exception of a median and additional
turn lanes at the Canterbury Road signal as well as a westbound right turn lane at the Seagate
entrance). Posted speed is 50 mph. There are traffic signals at both Marschall Road and
Canterbury Road, and a four-way stop at Vierling Drive. All other intersections are side street
stop control. The corridor has varied land use, including commercial, multi-family residential
and single-family residential, including several direct driveway accesses onto Eagle Creek
Boulevard. Canterbury Park Race Track, located immediately north of Eagle Creek Boulevard
and with direct access to Eagle Creek Boulevard via Vierling Drive, is contemplating significant
additional development that will increase traffic. Last, Fire Station#1 is located just south of
Eagle Creek Boulevard along Vierling Drive.
Potential Issues: Accidents persist at the Vierling Drive four-way stop, likely due to the
configuration and approach speeds. This intersection will likely see increased traffic due to
Canterbury Park future development. While through traffic and emergency vehicles enjoy the
benefit of the high posted speed, it is not consistent with single-family residential land uses and
closely-spaced accesses, suggesting a potential for a safety and quality of life improvement by a
reduced speed.
Opportunity: The City is planning a mill and overlay project along Eagle Creek Boulevard in
2014. This already-planned and budgeted project presents the opportunity to potentially modify
the existing four lane configuration to a three-lane section, along with modifying intersection
control in order to improve the safety of the corridor. Further,the concept of mini-roundabouts

is being pursued within the City by Scott County at the intersection of Vierling Drive and CR 79,
and could potentially be a solution for the Eagle Creek Boulevard/Vierling Drive intersection.
PROJECT APPROACH/SCOPE OF SERVICES
WSB's project scope and proposed work plan is based on our understanding of the project,
discussions with City staff, and experience on similar projects. The following work tasks are
anticipated as part of the study:
Task 1 -Project Management and Meetings
WSB's proposed project manager will direct traffic and transportation engineering staff in order
to gather data,perform traffic analyses, and prepare technical documents. In addition, this task
anticipates attending 2 meetings with City staff,one meeting with the Shakopee Traffic Safety
Review Committee, and one meeting with City Council. Included in this task is WSB staff time
to prepare exhibits and other meeting materials for use in communicating data and results of
analysis. Last,this task includes all project communications and administrative tasks such as
scheduling and invoicing.
Task 2—Traffic Forecasting
WSB will gather available data related to existing and future traffic volumes,tam movements,
and accidents(including severity). For purposes of this proposal, it is assumed that traffic
forecasts resulting from proposed development by Canterbury Park will be provided by the
developer's traffic consultant. This information is anticipated to include forecast turn movements
for both the Canterbury Road and Vierling Drive intersections. WSB will review the
information provided,but does not anticipate a full traffic study review for the Canterbury Park
site as part of this scope. WSB will prepare a schematic diagram indicating existing and future
traffic volumes and peak hour turn movements for use in documentation and modeling.
Task 3-Traffic Operations Modeling
Based on the forecasted volumes and turn movements, WSB will prepare a traffic model of the
no-build scenario for the corridor in order to convey the operations, delays and travel times
associated with the future traffic on existing conditions. WSB will also model a 3-lane section
with a mini-roundabout at Vierling Drive,including intersection-specific adjustments for turn
lanes as necessary. The 3-lane model will also address the 4-lane to 3-lane transitions near
Marschall Road and Canterbury Road. WSB will prepare tabulated operations data as well as a
visual simulation for two scenarios: no-build(4-lane section)and 3-lane section
Task 4—Schematic Layout
Based on the selected alternative, WSB will prepare a schematic drawing over the top of aerial
photography to provide a clear understanding of the key components and geometry of the
selected alternative. In addition, a preliminary cost estimate will be prepared for budgeting
purposes.
Task 5—Technical Memorandum
WSB will prepare a memorandum to summarize the analysis and recommendation, including
results of forecasts and modeling. Advantages and disadvantages of a each potential section will
be presented. Input received from meetings with staff, committee or council will also be
presented, along with the schematic layout and estimate for the recommended alternative.

SCHEDULE
WSB will begin work immediately upon receiving your Notice to Proceed. We estimate the
tasks we have identified above will be completed by January 15,2014.
PROPOSED FEE
The attached task estimated cost table shows proposed hours and fees proposed to complete the
identified scope of work. The proposed fee is based on our 2013 rate scheduled as illustrated on
the attached fee schedule. We propose to conduct the work on an hourly basis with a not-to-
exceed cost of$9,991 We will review our progress and will not exceed this amount without
your prior approval.
This letter represents our understanding of the proposed scope of work. If you are in agreement,
please sign on the space provided and return one original signed copy to us for our records. We
will begin work immediately upon receipt of the signed agreement.
