Action Sought
The Council should authorize submittal of an application for the Shakopee Mdewakanto Sioux
Community (SMCS)trail improvement grant, Resolution# 7381.
Background
On October 24th, the City received a letter from SMSC Chairman Charlie Vig, informing us of
the availability of$350,000 in grants for trail improvements throughout Scott County. The SMSC
will be allowing any governmental organization within Scott County to apply, along with
charitable organizations, in cooperation with an eligible governments. The deadline for the
application is December 6, 2013.
The SMSC is looking for projects that will provide residents with a greater ease of access to
individual trails and trail systems, as well as the enhancement of existing environmental areas.
Some projects they suggest include: filling of trail gaps, augmenting existing trail systems,
improving access to existing public natural areas, or providing additional environmental benefits
beyond simple access.
The grant specifics include: a single grant maximum of$100,000 with a requirement of a 20%
match on each grant (either in cash or in-kind) and completion of the funded project by December
31, 2014.
Staff researched locations that would provide the City with the most beneficial use of the funds,
and meet requirements set out by the SMSC.
Recommendation
There is no limit on the number of grants for which a City may apply. Therefore, it is
recommended that the City apply for two trail possibilities:
1. Savanna Oaks Trail - Construction of a boardwalk from Savanna Oaks Park to Southbridge
Parkway. This project meets many of the SMSC trail requirements including: filling trail gaps,
interaction and enhancement of the environment, and improved access to public natural areas.
Future plans are that the City will create a park on Parcel 75 with other trail improvements plans
in the Southbridge neighborhood. This proposed trail would allow residents coming from the
eastern Southbridge neighborhoods to easily access Savanna Oaks park, as well as the Dean Lake
trail. The estimated cost for completion of this project is $100,000, with the expectation to be
substantially completed before December 31,2014.
2. Quarry Lake Area- This would involve the construction of a trail from the planned Quarry
Lake Park site to 12th Ave E. This project meets many of the SMSC trail requirements including:
Improved access to public natural areas, filling trail gaps, interactive and enhancement of the
environment. The City's CIP provides for the development of the Quarry Lake Park and Loop
around the lake to be completed by 2015. In addition, a pedestrian bridge over Hwy 169 is being
considered for future development. The proposed trail will provide access to the park and loop
while creating opportunity for further development along 12th Ave reaching to CR83. The
estimated cost for completion of this project is $100,000, with the expectation for it to be
substantially completed before December 31, 2014.
The Savannah Oaks trail would be the preferred location of the two, should the grant funding be
available for only a single trail.
Budget Impact
The funds for these projects would be provided by the Capital Improvement Fund.

Requested Action
The Council, by motion, approve Resolution 7381, providing for the submittal of a grant to fund
two trail locations, as part of the SMSC trail improvement grant.

On behalf of the Shakopee Mdewakanton Sioux Community(SMSC),we are excited to notify you that we
are making$350,000 in grants available for trail improvements in Scott County in 2014. You are invited to
apply online by December 6, 2013.
This grant program reflects the SMSC's commitment to being a good steward of the environment. We also
recognize this as an important opportunity to help our neighbors improve local residents' access to nature
throughout Scott County.
Applications will be accepted online at www.shakopeedakota.org. Applicants whose projects fill trail gaps,
augment existing trail systems, improve access to existing public natural areas, or provide additional
environmental benefit beyond simple access will be given preference. Applicants should also note any plans
or opportunities to involve local volunteers.
The county government and any city or township located in Scott County are eligible to apply, along with
charitable organizations in cooperation with an eligible government. Applicants must also be prepared to
fulfill a required 20%match on each grant(either in cash or in kind) and substantially complete the funded
project by December 31, 2014.
Applicants may request any amount up to a single grant maximum of$100,000.
The deadline for applications is December 6, 2013. A committee and the SMSC Business Council will then
review the applications. Grant recipients will be announced on January 6, 2014.

RESOLUTION NO.7381
A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA
AUTHORIZING THE CITY TO SUBMIT A TRAIL GRANT APPLICATION FORM
TO THE SHAKOPPE MDEWAKANTON SIOUX COMMUNITY
WHEREAS,the City of Shakopee is interested in constructing a trail by Savanna Oaks(first
priority) and Quarry Lake enhancing trail fluidity and environmental areas;and,
WHEREAS,such a project will improve the quality of life of citizens by providing additional
options for recreation and routes throughout the City; and,
WHEREAS,the Shakopee Mdewakanton Sioux Community has generously offered$350,000 in
grant monies to be available County-wide for the enhancement of pedestrian trails in Scott County;and,
WHEREAS,the City is seeking funding assistance from the Shakopee Mdewakanton Sioux
Community,with the maximum grant, per application,of$100,000 to construct trails.
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,
MINNESOTA,that the City of Shakopee will act as legal sponsor for the project contained in the Trail
Grant Application to be submitted prior to December 6, 2013,and that appropriate City staff are hereby
authorized to apply to the Shakopee Mdewakanton Sioux Community for funding assistance for
Southbridge and Quarry Lake Trails.
BE IT FURTHER RESOLVED that the City has the financial capability to meet the match
requirement,and the ability to ensure substantial completion of projects before December 31, 2014
deadline.
Adopted in adjourned regular session of the City Council of the City of Shakopee, Minnesota,
