CITY OF SHAKOPEE MEMORANDUM CONSEf~T To: Mayor and City Council, City Administrator, Mark McNeill From: Andrea Weber, Park and Landscape Designer Date: March 6,2007 Subject: Providence Pointe-Westchester Park Playground Equipment Selection INTRODUCTION This agenda item seeks approval of the playground equipment for Providence Pointe- Westchester Neighborhood Park, and authorization to order the equipment BACKGROUND PlaYQround Equipment The park plan for Providence Westchester Park that Council approved at the previous meeting identified a play structure area. National standards call for separate play areas for ages two to five and ages five to twelve. We requested quotes from seven playground vendors for each separate age category. The 2-5 area was budgeted at $30,000, and the 5-12 area was budgeted at $35,000. This total was reduced from $75,000 listed in the CIP at the direction of the Parks and Recreation Advisory Board during discussions of the park schematic design. We received five proposals for each age group. After review all the proposals with our Park Maintenance division, staff identified three "best" proposals for each age group based on the playground amenities proposed and experience with durability/parts availability. These six proposals were presented those to residents at a neighborhood open house on February 15th, PRAB Recommendation 2-5 aoed Play Area The 2-5 play area RFP requested more specific components, which included a ADA accessible climber with shade, a freestanding play "house" (or store, etc.), balance and rocking activities, ,and sand play activities, Of the three proposals, in accordance with resident support, the Advisory Board is recommending the EFAlLandscape Structures proposal (attached). This proposal included several unique elements which the City does not have in any other parks, and it meets all of the requested elements. These include a post and platform climber, a freestanding mobius climber (made of brushed aluminum with hand holds) , a small climbing boulder, two spinning saddle seats, and a spring see-saw. For sand play, it has a turtle sand play table, which will be attractive to the younger age group, PRAB Recommendation 5-12 aqed Plav Area The 5-12 play equipment being recommended by the Advisory Board is the proposal from Clearwater Recreation manufactured by Burke, attached. This design also has strong resident and staff support. This play structure was the only one to combine innovative climbing pieces and overhead challenges with two 72" high slides. Children at the open house responded especially to the circular "satellite" climber. This play area proposal also included 10 swings (4 bucket, 1 ADA and 5 belt). There was discussion at the Advisory Board meeting about fitting the amount of equipment to the service area of the park, In particular, the question was "Is 10 swings the best number for this sized park?". In doing some follow up regarding this question, I found that smaller neighborhood parks typically have 4 swings (though one, Pheasant Run, has 9) and larger community parks and schools have 6-8 swings. Staff proposes, if council concurs, to work with the recommended playground representative (Clearwater Recreation) to reduce the number of the swings in the final equipment to 8 (1 ADA, 3 bucket, and 4 belt), This will provide a good mixture of types of swings and the number is more appropriate for a large neighborhood park with some community uses. This reduction will also allow for some small modifications and additions to the 5-12 equipment. Both of the quotes include installation, shipping, unloading and tax, as well as wood fiber safety surfacing and wear mats where needed, Color Selection I also asked for feedback on the color palette for the structures. There appeared to be a preference for primary colors, with neutrals. I will work with the manufacturers to select colors which coordinate between the two structures when the structures are ordered. REQUESTED ACTION If the City Council concurs, move to authorize the purchase of playground equipment and associated work for Providence Westchester Park from: 1, Earl F. Anderson for the 2-5 age appropriate play structure in the amount of $29.962,00, 2, Clearwater Recreation for the 5-12 age appropriate play structure and surfacing material in the amount of $35,000, With this motion, you also authorize staff to reduce the total number of swings to 8 and modify the 5-12 equipment layout.
