No. 7361 (B) Action Sought Offer a motion to approve Resolution No. 7361, a resolution approving the PUD Amendment Request with the proposed conditions, and move its adoption. Background Mike Baumgartner, representing Saint Francis Regional Medical Center has made application for a Planned Unit Development (PUD) Amendment requesting approval to modify entrance and way-finding signage on their campus, as well as permit their farmer's market to be marketed to outside customers. The Saint Francis PUD is located south of 17th Avenue and east of Marschall Road and was originally granted in 1994 for construction of the new Saint Francis campus. The project has been subject to several subsequent PUD amendments as the campus has developed over the years, this amendment is strictly for signage and the seasonal farmer's market. The circulation around the site will be changing as different road construction projects adjust access and traffic patterns around the site, most notably the extension of Valley View Road and the closure of Saint Francis Avenue's access to Marschall Road. The entrance on Valley View Road will now become the main entrance to the site. Saint Francis is a regional hospital complex that sees approximately 300,000 visitors per year, with many potentially being unfamiliar to the area and under stressful conditions. Since there is also an Emergency Room, visible primary signage, and effective way-finding signage is important to the operation of the hospital and the surrounding medical campus. The unique needs of a regional medical campus warrant a PUD to guide the development of not only the buildings, but also the additional signage beyond what City Code allows for traditional office development. City staff has discussed signage options with Saint Francis staff and sign contractors several times over the last few years, which led to this proposal for a PUD Amendment, since the adjustment to road accesses is scheduled in the near future. The proposed signage exceeds code requirements in terms of quantity, height, and area. The maximum height for office and industrial signs is 12', the proposed signs vary in height from 7' for way-finding signs, to 17' and 19'6" for primary signs. As a reference, the maximum height for commercial freestanding signs is 20'. The maximum area for freestanding signs in office and industrial zones is 125 square-feet. The largest sign area for this proposal is 129 square-feet in area. City Code limits the number of freestanding signs for office and industrial zones at 1 sign per street frontage. The Saint Francis Campus has 4 street frontages (Saint Francis Avenue will become a private street, and would not be counted as a street frontage by City Code), and would be limited to a total of 4 primary signs, 7 primary signs are proposed. As part of the package the applicant is proposing the possibility of utilizing LED Message Centers as part of Sign 1 and Sign 3. Staff believes that given the future change in the traffic patterns around the site and the use of the property as a Regional Medical Center, the proposed PUD amendment addresses the need for changes in signage at the Saint Francis campus, with minor changes in proposed sign location in regards to placement near utilities, right-of-ways and setbacks. Planning Commission Recommendation: The Planning Commission reviewed this request at the September 5th meeting. The Planning Commission had concerns about the potential for LED Message Centers to distract drivers on Marschall Road. The Planning Commission recommends that the City Council approve the request, upon the condition that if an LED message Center is used on Sign 3, that the LED Message Center only be on the south elevation of the sign. In this case the drivers heading south on Marschall Road would only see one Message Center, if an LED Message Center is utilized on Sign 1. Below is list of draft conditions and findings for the City Council's review. DRAFT CONDITIONS OF APPROVAL 1. All previous conditions of the Saint Francis PUD and subsequent amendments remain in effect, except conditions and plans related to freestanding and way-finding signage. 2. Existing free-standing and way-finding signage will be removed from the site at the time of installation of the new signage. 3. The signage approved as part of this PUD amendment does not include wall signage on any existing or future buildings. 4. Sign permits are required for all new signage on the site. 5. Locations of all signage must be outside of County and City Right-of-Ways, sight triangles and drainage and utility easements, and will be reviewed at time of Sign Permit Application. 6. Locations, sizes, and quantities of the proposed signage shall generally comply with the attached drawing showing locations and types of signs, as well as comply with the other conditions of approval. 7. All signage must be setback at least 10' from a lot line. 8. Way-finding sign#8 must be relocated to a location other than the Shakopee Public Utilities property. 9. Any LED Message Centers used must meet all City Code requirements for LED message centers. 10. If an LED Message Center is used on Sign 3, the Message Center must only face south. Sign 1 must be placed as proposed facing the intersection of Marschall Road and 17th Avenue diagonally, with only signage facing northwest. 11. All signage must be located on property that is part of the Saint Francis Regional Medical Center Campus. 12. The proposed farmer's market is open to the general public. 13. The farmer's market must not be located in any street right-of-ways, or block any sight triangles, drive aisles, or sidewalks on the site. 14. The proposed farmer's market must only be located on parking spaces in excess of what is required by City Code for the Medical Campus. If the number of required parking spaces increases because of additions or changes in use, the size of the approved Farmer's market area will be decreased in size unless an additional paved area is provided. 15. The total number of parking spaces devoted to the vendors of the farmer's market must not exceed 15 parking spaces. 16. Any temporary signage advertising the farmer's market requires the approval of temporary sign permits. 17. Changes in location or size of the farmer's market must be submitted for City staff review for compliance with the PUD. Criteria for Approval Section 11.50, Subd. 6 of the City Code outlines the criteria for granting a Planned Unit Development. The following is a listing of the criteria and draft findings for this application. Criteria No. 1: Whether the proposed development is consistent in all respect with the comprehensive plan and with this section. Finding No.1: Saint Francis Regional Medical Center has been in operation on this site since 1994, and the comprehensive plan guides the property for Institutional development. Criteria No. 2: Whether the proposed development, including deviations from design standards of the underlying zones, is compatible with surrounding land uses. Finding No. 2: The campus is directly adjacent to Marschall Road and 17th Avenue, as well as within the vicinity of US Highway 169, which are designated as arterial roadways. as well as Sarazin Street, which is a designated collector. Because of the nature of a regional medical center, a comprehensive sign package directing patients, visitors, and emergency vehicles is necessary to traffic safety and circulation. The established land use of the site as a medical center will not be changed as part of this request, and the size of the signs is similar to existing signs in the adjacent commercial area. Criteria No. 3: Whether the proposed development, including deviations from development standards of the underlying zone, provides adequate open space, circulation, parking, recreation, screening, and landscaping. Finding No. 3: The purpose of the proposed amendment for signage is to reduce confusion for visitors to the site. Specific controls will be placed on the Farmer's Market to ensure adequate circulation and parking availability on the site. Criteria No. 4: Whether the primary function of the PUD is to encourage development which will preserve and enhance the worthwhile, natural terrain characteristics and not force intense development to utilize all portions of a given site in order to arrive at the maximum density allowed. In evaluating each individual proposal, the recognition of this objective will be a basic consideration in granting approval or denial. Finding No. 4: This proposal does not affect the overall density of the development of the site. Criteria No. 5: Whether there exists an overall compatibility of land uses and overall appearance and compatibility of individual buildings to other site elements or to surrounding development. However, the architectural style of buildings shall not solely be a basis for denial or approval of a plan. Finding No. S: The ultimate development of the PUD will provide for overall compatibility of land uses, buildings, and other site elements to the surrounding development. Criteria No. 6: Whether the proposed PUD plan would afford a greater general public benefit than would be realized under the underlying zoning district and/or general zoning provisions. Finding No. 6: Many of the visitors to the hospital campus are under stress because of different medical conditions affecting themselves or others, so more visible and effective way-finding signage is essential to the campus as the traffic patterns and circulation will be changing in the future. ALTERNATIVES 1. Recommend the approval of the PUD amendment, subject to conditions. 2. Recommend denial of the PUD amendment. 3. Table action on the item and request that additional information be provided by the applicant and/or staff. Recommendation Staff recommends Option 1, approval of the PUD amendment, subject to conditions. Budget Impact This PUD Amendment request has no budgetary impact. Relationship to Vision The proposed PUD Amendment allows for well guided access of both residents and visitors to the Medical Center, a visioning goal is creating an atmosphere for healthy lifestyles in the community. Requested Action Offer a motion to approve Resolution No. 7361, a resolution approving the PUD Amendment Request with the proposed conditions, and move its adoption. Since the original PUD approval in 1994, and through subsequent PUD updates and facility expansions over the years,the city of Shakopee and the southwest metro area have experienced extraordinary growth. During that time we have grown remarkably with the community by adding buildings, roads and residents on and around our campus We come before you and the planning commission now to ask for an amendment to our PUD to allow for two things: 1. Updated Signage: As a result of the upcoming changes to Marschall Road, Valley View Road and St. Francis Avenue, we are asking for the approval to move forward with an updated plan for monument and wayfinding signage on our campus. It's critical that we continue to help our nearly 300,000 annual campus visitors navigate to—and within—our campus with ease. They often come to us in a state of anxiety, stress and duress, so good wayfinding is essential.This sign plan updates current monument and wayfinding signs as well as adding some signage to assist visitors who may enter our campus form the new Valley View Road extension. It is our hope that this amendment can assist with the city's plans to rewrite its sign ordinance and serve as the model for a future medical/hospital district. Allow for Seasonal Farmer's Market: Currently seasonal sales are not allowed in B2 zones, which is one of the few differentiating factors between zones 131 and B2.We would like to amend our PUD to allow for these types of sales, which St. Francis will not profit from,to allow for the provision of healthy, natural and organic foods to the residents of the southwest metro.
